การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อประเมินความต้องการจำเป็นในการพัฒนาทักษะภาวะผู้นำในศตวรรษที่ 21 ของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษานครพนม เขต 2 กลุ่มตัวอย่าง ได้แก่ ผู้บริหารสถานศึกษาและครู จำนวน 345 คน ได้มาโดยการสุ่มตัวอย่างแบบหลายขั้นตอน เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถามชนิดมาตราส่วนประมาณค่า 5 ระดับ โดยสภาพที่เป็นจริงมีค่าความเที่ยงตรง ระหว่าง 0.80-1.00 ค่าอำนาจจำแนก ระหว่าง 0.26-0.79 และค่าความเชื่อมั่น 0.97 ส่วนสภาพที่ควรจะเป็นมีค่าความเที่ยงตรง ระหว่าง 0.80-1.00 ค่าอำนาจจำแนก ระหว่าง 0.26-0.84 และค่าความเชื่อมั่น 0.974 แบบสอบถามแนวทางพัฒนา สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และดัชนีการจัดลำดับความต้องการจำเป็น (PNImodified)  
    ผลการวิจัยพบว่า
        1. องค์ประกอบทักษะภาวะผู้นำในศตวรรษที่ 21 ของผู้บริหารสถานศึกษา มี 6 องค์ประกอบ ได้แก่ 1) ทักษะความคิดสร้างสรรค์ 2) ทักษะการสร้างทีมงาน 3) ทักษะเทคโนโลยีดิจิทัลและนวัตกรรม 4) ทักษะวิสัยทัศน์ 5) ทักษะการตัดสินใจและแก้ไขปัญหา และ 6) ทักษะการสื่อสาร โดยทุกองค์ประกอบมีความเหมาะสมอยู่ในระดับมากที่สุด
        2. สภาพที่เป็นจริงของทักษะภาวะผู้นำในศตวรรษที่ 21 ของผู้บริหารสถานศึกษา โดยภาพรวมอยู่ในระดับปานกลาง ส่วนสภาพที่ควรจะเป็นของทักษะภาวะผู้นำในศตวรรษที่ 21 ของผู้บริหารสถานศึกษา โดยภาพรวมอยู่ในระดับมากที่สุด
        3. ความต้องการจำเป็นในการพัฒนาทักษะภาวะผู้นำในศตวรรษที่ 21 ของผู้บริหารสถานศึกษา โดยภาพรวม (PNImodified) เท่ากับ 0.389 เมื่อพิจารณาเป็นรายด้านโดยเรียงจากมากไปน้อย พบว่า ทักษะการสื่อสาร (PNImodified เท่ากับ 0.751) ทักษะการสร้างทีมงาน (PNImodified เท่ากับ 0.620) ทักษะความคิดสร้างสรรค์ (PNImodified เท่ากับ 0.551) ทักษะเทคโนโลยีดิจิทัลและนวัตกรรม (PNImodified เท่ากับ 0.309) ทักษะการตัดสินใจและแก้ไขปัญหา (PNImodified เท่ากับ 0.280) และทักษะวิสัยทัศน์ (PNImodified เท่ากับ 0.041) ตามลำดับ
        4. แนวทางในการพัฒนาทักษะภาวะผู้นำในศตวรรษที่ 21 ของผู้บริหารสถานศึกษา มี 3 ด้าน ได้แก่ 1) ด้านทักษะการสื่อสาร ประกอบด้วยการนำเสนอ 2) ด้านทักษะการสร้างทีมงาน ประกอบด้วยความร่วมมือในการทำงาน 3) ด้านทักษะความคิดสร้างสรรค์ ประกอบด้วยจินตนาการ
 

    The purpose of this study was to assess the needs of leadership skills development of the 21st century administrators in schools under Nakhon Phanom Primary Educational Service Area Office 2. The samples of this study comprised 345 participants of administrators and teachers, who were recruited using multi-stage random sampling. The instrument used in data collection was a set of 5-level rating scale questionnaire, which the part of current state indicated validity index ranged between 0.80-1.00, discrimination power index ranged between 0.26-0.79 and reliability index was at 0.970, and the part of desirable state indicated validity index ranged between 0.80-1.00, discrimination power index ranged between 0.26-0.84 and reliability index was at 0.974. Statistics used in data analysis were frequency, percentage, mean, standard deviation and Modified Priority Need Index (PNImodified)
    The findings were as follows.
        1. The leadership skills of administrators in the 21st century comprised six elements, namely 1) creative thinking skills, 2) team building skills, 3) technology digital and innovation skills, 4) vision skills, 5) decision making and problem-solving skills and 6) communicative skills. All components achieved the highest level of appropriateness.
       2. The current state of leadership skills of administrators in the 21st century, in overall, was at moderate level, whereas the overall of desirable state was at the highest level.        
       3. The needs of leadership skills of administrators in the 21st century, in overall, showed the PNImodified = 0.389, as well as could be prioritized as: communicative skills (PNImodified = 0.751), team building skills (PNImodified = 0.620), creative thinking skills PNImodified = 0.551, technology digital and innovation skills (PNImodified = 0.309), decision making and problem-solving skills (PNImodified = 0.280) and vision skills (PNImodified = 0.041), respectively.
