การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาสมรรถนะของผู้บริหารในศตวรรษที่ 21 ที่ส่งผลต่อประสิทธิผลของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนคร เขต 3 กลุ่มตัวอย่างที่ใช้ในการวิจัย ได้แก่ ผู้บริหารโรงเรียนและครู จำนวน 323 คน ได้มาโดยการสุ่มแบบหลายขั้นตอน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถามชนิดมาตราส่วนประมาณค่า 5 ระดับ โดยด้านสมรรถนะของผู้บริหารในศตวรรษที่ 21 มีค่าความเที่ยงตรงระหว่าง 0.80–1.00 ค่าอำนาจจำแนกระหว่าง 0.32–0.91 และค่าความเชื่อมั่น 0.97 ส่วนด้านประสิทธิผลของสถานศึกษา มีค่าความเที่ยงตรงระหว่าง 0.80–1.00 ค่าอำนาจจำแนกระหว่าง 0.30–0.83 และค่าความเชื่อมั่น 0.90 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน สัมประสิทธิ์สหสัมพันธ์แบบเพียร์สัน การวิเคราะห์การถดถอยพหุคูณแบบขั้นตอน และการวิเคราะห์องค์ประกอบเชิงยืนยัน
    ผลการวิจัยพบว่า
        1. สมรรถนะของผู้บริหารในศตวรรษที่ 21 มี 5 องค์ประกอบ ได้แก่ 1) การทำงานเป็นทีม 2) การมุ่งผลสัมฤทธิ์ 3) การพัฒนาตนเอง 4) ภาวะผู้นำ และ 5) เทคโนโลยีและการสื่อสาร โดยทุกด้านมีความเหมาะสมอยู่ในระดับมากที่สุด โมเดลการวัดสมรรถนะของผู้บริหารในศตวรรษที่ 21 มีความสอดคล้องกลมกลืนกับข้อมูลเชิงประจักษ์ ( = 1.65, df = 2, p-value = 0.44, GFI = 1.00, AGFI = 0.98, RMR = 0.0061, RMSEA = 0.00) ซึ่งตัวแปรที่มีค่าน้ำหนักองค์ประกอบมากที่สุด คือ ภาวะผู้นำ รองลงมา ได้แก่ การมุ่งผลสัมฤทธิ์ เทคโนโลยีและการสื่อสาร การทำงานเป็นทีม และการพัฒนาตนเอง ตามลำดับ
        2. สมรรถนะของผู้บริหารในศตวรรษที่ 21 โดยรวมอยู่ในระดับมาก 
        3. ประสิทธิผลของสถานศึกษา โดยรวมอยู่ในระดับมาก 
        4. สมรรถนะของผู้บริหารในศตวรรษที่ 21 กับประสิทธิผลของสถานศึกษา มีความสัมพันธ์กันทางบวกในระดับปานกลาง อย่างมีนัยสำคัญทางสถิติที่ระดับ .01 
        5. สมรรถนะของผู้บริหารในศตวรรษที่ 21 ด้านที่มีอำนาจพยากรณ์ประสิทธิผลของสถานศึกษา มีนัยสำคัญทางสถิติที่ระดับ .01 จำนวน 2 ตัวแปร ได้แก่ เทคโนโลยีและการสื่อสาร (X5) ภาวะผู้นำ (X4) และมีอำนาจพยากรณ์ อย่างมีนัยสำคัญทางสถิติที่ระดับ .05 จำนวน 1 ตัวแปร ได้แก่ การมุ่งผลสัมฤทธิ์ (X2) โดยทั้ง 3 ตัวแปร สามารถพยากรณ์ประสิทธิผลของสถานศึกษาได้ร้อยละ 46 สามารถเขียนเป็นสมการพยากรณ์ ดังนี้

            Y/ = 1.633 + 0.310(X5) + 0.167(X4) + 0.129(X2)

        6. แนวทางการพัฒนาสมรรถนะของผู้บริหารในศตวรรษที่ 21 ที่ส่งผลต่อประสิทธิผลของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนคร เขต 3 มี 3 ด้าน ได้แก่ การมุ่งผลสัมฤทธิ์ ภาวะผู้นำ และเทคโนโลยีและการสื่อสาร
 

    The objective of this research was to examine administrator competency in  the 21st century that affected to the effectiveness of schools under Sakon Nakhon Primary Educational Service Area Office 3. The samples consisted of 323 participants of administrators and teachers, who were recruited using multi-stage random sampling. The instrument used in data collection was five-level rating scale questionnaire, with the part of administrator competency in the 21st century indicated validity index ranged between 0.80 – 1.00, discrimination power index ranged between 0.32 – 0.91 and reliability index was at 0.97, whereas the part school effectiveness indicated validity index ranged between 0.80 – 1.00, discrimination power index ranged between 0.30 – 0.83, and reliability value index was at 0.90. Statistics used in data analysis included frequency, percentage, mean, standard deviation, Pearson correlation coefficient, stepwise multivariate regression analysis and confirmation factor analysis.
    The findings were as follows.
        1. The administrator competency in the 21st century comprised five components, namely 1) teamwork, 2) achievement, 3) self-development, 4) leadership and 5) technology and communication. All components achieved the highest level of appropriateness. The administrator competency in the 21st century congruent with empirical data ( = 1.65, df = 2, p-value = 0.44, GFI = 1.00, AGFI = 0.98,RMR = 0.0061, RMSEA = 0.00) The variables showed the highest loading factors was leadership, followed by achievement, technology and communication, teamwork and self-development, respectively
        2. The administrator competency in the 21st century, in overall, was at high level.
        3. The school effectiveness, in overall, was at high level.
        4. The administrator competency in the 21st century and school effectiveness showed positive correlation with statistical significance at .01. 
        5. The administrator competency in the 21st century showed two variables that could predict school effectiveness with statistical significance at .01, namely technology and communication (X3) and leadership (X4). Also, a variable that could predict school effectiveness with statistical significance at .05 was achievement (X2). Those three variables predicted school effectiveness at 46% of as follows.
