การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาภาวะผู้นำเชิงนวัตกรรมของผู้บริหารสถานศึกษาที่ส่งผลต่อสมรรถนะครูด้านการจัดการเรียนรู้เชิงรุก โดยกลุ่มตัวอย่างที่ใช้ในการวิจัย ได้แก่ ผู้บริหารสถานศึกษาและครู สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนครเขต 3 ในปีการศึกษา 2566 จำนวน 323 คน ประกอบด้วยผู้บริหารสถานศึกษา จำนวน 110 คน และครู จำนวน 213 คน การได้มาของกลุ่มตัวอย่างใช้การสุ่มแบบหลายขั้นตอน เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถามชนิดมาตราส่วนประมาณค่า 5 ระดับ โดยภาวะผู้นำเชิงนวัตกรรมของผู้บริหารสถานศึกษา มีค่าอำนาจจำแนกระหว่าง 0.47-0.77 และมีค่าความเชื่อมั่น 0.96 ส่วนสมรรถนะครูด้านการจัดการเรียนรู้เชิงรุก มีค่าอำนาจจำแนกระหว่าง 0.61-0.77 และมีค่าความเชื่อมั่น 0.95 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน สัมประสิทธิ์สหสัมพันธ์แบบเพียร์สัน และการวิเคราะห์การถดถอยพหุคูณแบบขั้นตอน
    ผลการวิจัยพบว่า
        1. องค์ประกอบภาวะผู้นำเชิงนวัตกรรมของผู้บริหารสถานศึกษามี 5 องค์ประกอบ ได้แก่ 1) การมีวิสัยทัศน์การเปลี่ยนแปลง 2) การทำงานเป็นทีมและมีส่วนร่วม 3) การคิดสร้างสรรค์ 4) การสร้างบรรยากาศแห่งองค์กรนวัตกรรม และ 5) การบริหารความเสี่ยง โดยทุกองค์ประกอบมีความเหมาะสมอยู่ในระดับมากที่สุด
         2. ภาวะผู้นำเชิงนวัตกรรมของผู้บริหารสถานศึกษา โดยรวมและรายด้านอยู่ในระดับมากที่สุด        
         3. ระดับสมรรถนะครูด้านการจัดการเรียนรู้เชิงรุก โดยรวมและรายด้านอยู่ในระดับมากที่สุด
         4. ภาวะผู้นำเชิงนวัตกรรมของผู้บริหารสถานศึกษากับสมรรถนะครูด้านการจัดการเรียนรู้เชิงรุก มีความสัมพันธ์กันทางบวก ในระดับสูง อย่างมีนัยสําคัญทางสถิติที่ระดับ .01
         5. ภาวะผู้นำเชิงนวัตกรรมของผู้บริหารสถานศึกษา ด้านที่มีอำนาจพยากรณ์สมรรถนะครูด้านการจัดการเรียนรู้เชิงรุก อย่างมีนัยสำคัญทางสถิติที่ระดับ .01 มีจำนวน 3 ตัวแปร ได้แก่ การทำงานเป็นทีมและมีส่วนร่วม (X2) การมีวิสัยทัศน์การเปลี่ยนแปลง (X1) และการสร้างบรรยากาศแห่งองค์กรนวัตกรรม (X4) และมีอำนาจพยากรณ์อย่างมีนัยสำคัญทางสถิติที่ระดับ .05 จำนวน 1 ตัวแปร ได้แก่ การบริหารความเสี่ยง (X5) โดยทั้ง 4 ตัวแปร ร่วมกันพยากรณ์สมรรถนะครูด้านการจัดการเรียนรู้เชิงรุกได้ร้อยละ 59 สามารถเขียนสมการพยากรณ์ได้ ดังนี้

         6. แนวทางการพัฒนาภาวะผู้นำเชิงนวัตกรรมของผู้บริหารสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนครเขต 3 มี 4 ด้าน ได้แก่ 1) การมีวิสัยทัศน์การเปลี่ยนแปลง 2) การทำงานเป็นทีมและมีส่วนร่วม 3) การสร้างบรรยากาศแห่งองค์กรนวัตกรรม และ 4) การบริหารความเสี่ยง
 

     The purpose of this research was to investigate innovative leadership of administrators that affected active learning management competency of teachers 
The samples consisted of 323 participants of 110 administrators and 213 teachers in schools under Sakon Nakhon Primary Educational Service Area Office 3, in academic year 2023, who were recruited using multi-stage randomization. The instrument used was a set of 5-level rating scale questionnaires, which the part of innovative leadership of administrators indicated discrimination power index ranged between 0.47-0.77 and reliability index was at 0.96, whereas the part of active learning management competency of teachers indicated discrimination power index ranged between 0.61-0.77 and reliability index was at 0.95. Statistics used in data analysis were percentage, mean, standard deviation, Pearson’s product-moment correlation and Stepwise multiple regression analysis.
     The findings were as follows.
         1. The innovative leadership of administrators consisted of fiveComponents, namely 1) Transformational vision 2) Team working and participation 
3) Creative thinking 4) Innovative organizational building and 5) Risk management. All components achieved the highest level. Of appropriateness.

         2. The innovative leadership of administrators, in overall and each aspect, were at the highest level.
         3. The active learning management competency of teachers, in overall and each aspect, were at the highest level.
         4. The innovative leadership of administrators and the active learning management competency of teachers showed positive correlation at high level with statistical significance at .01.
         5. The innovative leadership of administrators that predicted active learning management competency of teachers with statistical significance at .01 comprised three variables, namely team working and participation (X2), transformational vision (X1) and innovative organizational building (X4), and a variable showed the prediction with statistical significance at .05. All four variables predicted active learning management competency of teachers at 59%. The predictive equation could be written as follows.
