การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา ความคิดเห็นของประชาชนต่อการปฏิบัติงานตามนโยบายด้านการป้องกันและปราบปรามผู้กระทำผิดเกี่ยวกับทรัพยากรป่าไม้ ในเขตอำเภอหนองสูง จังหวัดมุกดาหาร ตัวอย่างที่ใช้ในการวิจัย เป็นประชาชน ในเขตพื้นที่อำเภอหนองสูง จังหวัดมุกดาหาร จำนวน 377 คน โดยใช้แบบสอบถามเป็นเครื่องมือในการเก็บรวบรวมข้อมูล ได้ค่าความเชื่อมั่น .909 และสถิติที่ใช้ในการวิเคราะห์ข้อมูลได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์ความแปรปรวนทางเดียว

ผลการวิจัยพบว่า

1. ความคิดเห็นของประชาชนต่อการปฏิบัติงานตามนโยบายด้านการป้องกันและปราบปรามผู้กระทำผิดเกี่ยวกับทรัพยากรป่าไม้ ในเขตอำเภอหนองสูง จังหวัดมุกดาหาร โดยภาพรวมอยู่ในระดับปานกลาง เมื่อพิจารณารายด้าน พบว่า มีการปฏิบัติงานตามนโยบายอยู่ในระดับปานกลาง ทุกด้าน โดยด้านที่มีค่าเฉลี่ยมากที่สุด คือ ด้านการดูแลและรับฝากของกลางที่ยึดได้และอยู่ในระหว่างดำเนินคดี รองลงมาคือ ด้านการปฏิบัติการตามพระราชบัญญัติป่าไม้ พ.ศ. 2484 ส่วนด้านที่มีค่าเฉลี่ยน้อยที่สุด คือ ด้านการดูแลรักษาป่าคุ้มครองและป่าสงวนของทางราชการ 

2. การเปรียบเทียบความคิดเห็นของประชาชนต่อการปฏิบัติงานตามนโยบายด้านการป้องกันและปราบปรามผู้กระทำผิดเกี่ยวกับทรัพยากรป่าไม้ ในเขตอำเภอหนองสูง จังหวัดมุกดาหาร จำแนกตามคุณลักษณะด้านเพศ พบว่า ความคิดเห็นของประชาชนต่อการปฏิบัติงานตามนโยบายด้านการป้องกันและปราบปรามผู้กระทำผิดเกี่ยวกับทรัพยากรป่าไม้ ในเขตอำเภอหนองสูง จังหวัดมุกดาหาร ในภาพรวม ไม่มีความแตกต่างกัน เมื่อพิจารณารายด้าน พบว่า มีความแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 จำนวน 1 ด้าน คือ ด้านการดูแลและรับฝากของกลางที่ยึดได้และอยู่ในระหว่างดำเนินคดี โดยเพศหญิงมีความคิดเห็นสูงกว่าเพศชาย

จำแนกตามคุณลักษณะด้านอายุ และจำนวนปีที่อยู่อาศัยในพื้นที่ พบว่า ความคิดเห็นของประชาชนต่อการปฏิบัติงานตามนโยบายด้านการป้องกันและปราบปรามผู้กระทำผิดเกี่ยวกับทรัพยากรป่าไม้ ในเขตอำเภอหนองสูง จังหวัดมุกดาหาร ทั้งภาพรวม และรายด้าน ทุกด้าน ไม่มีความแตกต่างกัน  

จำแนกตามคุณลักษณะด้านระดับการศึกษา อาชีพ รายได้ และเขตที่อยู่อาศัย พบว่า ความคิดเห็นของประชาชนต่อการปฏิบัติงานตามนโยบายด้านการป้องกันและปราบปรามผู้กระทำผิดเกี่ยวกับทรัพยากรป่าไม้ ในเขตอำเภอหนองสูง จังหวัดมุกดาหาร ทั้งภาพรวม และรายได้ ทุกด้าน มีความแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05

3. ระดับความคิดเห็นของประชาชนต่อการปฏิบัติงานตามนโยบายด้านการป้องกันและปราบปรามผู้กระทำผิดเกี่ยวกับทรัพยากรป่าไม้ ในเขตอำเภอหนองสูง จังหวัดมุกดาหาร ที่ควรนำไปศึกษาหา แนวทางในการพัฒนาการปฏิบัติงานตามนโยบายด้านการป้องกันและปราบปรามผู้กระทำผิดเกี่ยวกับทรัพยากรป่าไม้ ในเขตอำเภอหนองสูง จังหวัดมุกดาหาร มีจำนวน 3 ด้าน คือ 1) ด้านการช่วยเหลือร่วมมือกับเจ้าหน้าที่ในการดูแลรักษาป่าไม้  2) ด้านการดูแลรักษาป่าคุ้มครองและป่าสงวนของทางราชการ  และ 3) ด้านการช่วยเหลือ ตรวจตรา และห้ามปรามราษฎรมิให้แผ้วถางป่าหวงห้าม ตลอดจนการลักลอบตัดไม้โดยไม่ได้รับอนุญาต

The objective of this study was to investigate public opinion on performing tasks according to the policy of preventing and suppressing the offenders of forest resources in the Nong Sung district area, Mukdahan province. A sample used in study was 377 people in the Nong Sung district area, Mukdahan province. The instrument used to collect data was a questionnaire whose reliability coefficient was .0.909. Statistics used in data collection were frequency, percentage, mean, standard deviation and one-way ANOVA.

Findings of the study revealed as follows.

1. People’s opinion on task performance according to the policy of preventing and suppressing the offenders of forest resources in the Nong Sung district area, Mukdahan province as a whole was at moderate level. Considering it by aspect, all the aspects were practiced according to the policy at moderate level. The aspect that gained the highest mean score was of taking care and accepting care-taking of the seized stolen property during the litigation. The aspect of secondary rank was of performing tasks according to the Forest Act B.E. 1941. The aspect that gained the lowest mean score was of taking care of the Government protected forest and forest reserve.

2. The comparison of people’s opinion on performing tasks according to the policy of preventing and suppressing the offenders of forest resources in the Nong Sung district area, Mukkdahan province as classified by sex revealed that their overall opinion about it was found not different. Considering it by aspect, one aspect was found significantly different at the .05 level. That aspect was of taking care of and accepting care-taking of the seized stolen property during the litigation, in which females gained higher opinion than that gained by males.

As classified by age and length of living years in the area, it was found that their opinion about performing tasks according to the policy as a whole and each aspect was not different.

As classified by educational attainment, occupation, income and residential area, it was found that the overall and individual aspects of the opinion on performing tasks according to the policy were found significantly different at the .05 level.

3. The people’s opinion on performing tasks according to the policy of preventing and suppressing the offenders of forest resources in the Nong Sung district area, Mukdahan province at the levels that should be brought to investigate to find some guidelines for developing the tasks comprises 3 aspects: 1) the aspect of participatory helping the officers take care of the forest, 2) the aspect of taking care of the Government protected forest and forest reserve, and 3) the aspect of helping, inspecting and suppressing civilians not to clear the forbidden forest nor cut the trees on the sly without permission.
