การวิจัยครั้งนี้มีวัตถุประสงค์ 1) เพื่อศึกษาระดับความรู้เกี่ยวกับการจัดการขยะ ระดับการมีส่วนร่วมของประชาชน ทัศนคติต่อการจัดการขยะ และพฤติกรรมการจัดการขยะของประชาชนในเขตอำเภอเซกา จังหวัดบึงกาฬ 2) เพื่อศึกษาอิทธิพลของความรู้เกี่ยวกับการจัดการขยะ การมีส่วนร่วมของประชาชนที่มีผลต่อพฤติกรรมการจัดการขยะของประชาชนในเขตอำเภอเซกา และทัศนคติต่อการจัดการขยะของประชาชนทั้งอิทธิพลทางตรงและอิทธิพลทางอ้อม 3) เพื่อศึกษารูปแบบการพัฒนาประสิทธิภาพการจัดการขยะของประชาชน ในเขตอำเภอเซกา กลุ่มตัวอย่าง ได้แก่ ประชาชนในเขตอำเภอเซกา จังหวัดบึงกาฬ จำนวน 400 คน โดยใช้แบบสอบถามเป็นเครื่องมือในการเก็บรวบรวมข้อมูล และสถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การวิเคราะห์การถดถอยพหุคูณ และการวิเคราะห์เส้นทาง

ผลการวิจัยพบว่า

1. ความรู้เกี่ยวกับการจัดการขยะมูลฝอยของประชาชนในเขตอำเภอเซกา จังหวัดบึงกาฬ ส่วนใหญ่มีความรู้ในระดับมากที่สุด คิดเป็นร้อยละ 82.00 การมีส่วนร่วมของประชาชน โดยภาพรวมอยู่ในระดับปานกลาง (=3.21) ทัศนคติต่อการจัดการขยะโดยภาพรวมอยู่ในระดับมาก (=4.14) และพฤติกรรมการจัดการขยะของประชาชน โดยภาพรวมมีการปฏิบัติอยู่ในระดับมาก (=3.57)

2. ความรู้เกี่ยวกับการจัดการขยะ การมีส่วนร่วมของประชาชน และทัศนคติ ต่อการจัดการขยะ มีอิทธิพลต่อพฤติกรรมการจัดการขยะของประชาชนในเขตอำเภอเซกา จังหวัดบึงกาฬ ได้อย่างมีนัยสำคัญทางสถิติที่ระดับ .01 โดยมีค่าสัมประสิทธิ์พยากรณ์= .369 ซึ่งความรู้เกี่ยวกับการจัดการขยะ มีค่าเบต้าเท่ากับ .418 รองลงมาคือการมีส่วนร่วมของประชาชน มีค่าเบต้าเท่ากับ .281  และทัศนคติต่อการจัดการขยะ มีค่าเบต้าเท่ากับ .185

3. ตัวแปรความรู้เกี่ยวกับการจัดการขยะ และตัวแปรการมีส่วนร่วมของประชาชนส่งอิทธิพลต่อพฤติกรรมการจัดการขยะผ่านตัวแปรทัศนคติต่อการจัดการขยะ อย่างมีนัยสำคัญทางสถิติที่ระดับ .01 ทั้งอิทธิพลทางตรงและอิทธิพลทางอ้อม

4. รูปแบบพัฒนาประสิทธิภาพการจัดการขยะของประชาชน ในเขตอำเภอเซกาจังหวัดบึงกาฬ ประกอบด้วย การให้ความรู้เกี่ยวกับการจัดการขยะแก่ประชาชน การส่งเสริมและพัฒนาการมีส่วนร่วมของประชาชน การส่งเสริมและพัฒนาทัศนคติต่อ การจัดการขยะ และการส่งเสริมและสร้างจิตสำนึกเกี่ยวกับพฤติกรรมการจัดการขยะของประชาชนในเขตอำเภอเซกา จังหวัดบึงกาฬ

The purposes of this study included the following: 1) to investigate the levels of waste management knowledge, people’s participation, attitudes towards waste management, and waste management behaviors of the people who resided in Seka District, Bueng Kan Province, 2) to examine the direct and indirect influences of waste management knowledge and  people’s participation upon waste management behaviors and upon the attitudes towards waste management of Seka District people, 3) to study the model for developing the efficiency of waste management of the people in Seka District. The samples were 400 people of Sake District, Bueng Kan Province. The instrument employed was a questionnaire and statistics adopted to analyze the data consisted of frequency, percentage, standard deviation, Multiple Linear Regression, and path analysis. 

The study revealed these results:

1. Waste management knowledge of the people who resided in Seka District, Bueng Kan Province was at the highest level or 82%. At the same time, people participated in waste management at the moderate level (=3.21). As a whole, their attitudes towards waste management were high (=4.14). Contemplating the people’s waste management behaviors, it was found that their overall behaviors were at the high level as well (=3.57).

2. Waste management knowledge, people’s participation, and people’s attitudes towards waste management significantly influenced upon waste management behaviors of the people who resided in Seka District, Bueng Kan Province at . 01 statistical level. The Adj R2 for the prediction was .369 and a  beta coefficient (β) of their waste management knowledge was .418. As for the people’s participation, its beta coefficient was .281 while the people’s attitudes towards waste management shown the beta coefficient of .185.     

3. It was shown in the study also that the factors of waste management knowledge and people’s participation directly and indirectly influenced upon waste management behaviors of the people who lived in Seka District via their attitudes towards waste management at .01 level of statistical significance.

4. These components were obtained from the model for developing the efficiency of waste management of the people in Seka District, Bueng Kan Province: providing waste management knowledge to the people, promoting and improving people’s participation, enhancing the people’s attitudes towards waste management, promoting and creating an awareness of waste management behaviors of the people in Seka District, Bueng Kan Province.
