การวิจัยครั้งนี้มีวัตถุประสงค์ 1) เพื่อศึกษาระดับภาวะผู้นำเชิงกลยุทธ์ของผู้บริหาร วัฒนธรรมองค์การ และประสิทธิภาพขององค์กรปกครองส่วนท้องถิ่นในเขตอำเภอเมืองสกลนคร จังหวัดสกลนคร 2) เพื่อศึกษาอิทธิพลของภาวะผู้นำเชิงกลยุทธ์ของผู้บริหารและวัฒนธรรมองค์การที่ส่งผลต่อประสิทธิภาพขององค์กรปกครองส่วนท้องถิ่นในเขตอำเภอเมืองสกลนคร จังหวัดสกลนคร กลุ่มตัวอย่าง ได้แก่ บุคลากรองค์กรปกครองส่วนท้องถิ่นในเขตอำเภอเมืองสกลนคร จังหวัดสกลนคร จำนวน 268 คน โดยใช้แบบสอบถามเป็นเครื่องมือในการเก็บรวบรวมข้อมูล และสถิติที่ใช้ในการวิเคราะห์ข้อมูลได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์การถดถอยพหุคูณ

ผลการวิจัยพบว่า

1. ภาวะผู้นำเชิงกลยุทธ์ของผู้บริหารองค์กรปกครองส่วนท้องถิ่นในเขตอำเภอเมืองสกลนคร จังหวัดสกลนคร โดยภาพรวมอยู่ในระดับมาก (= 3.89) วัฒนธรรมองค์การขององค์กรปกครองส่วนท้องถิ่นในเขตอำเภอเมืองสกลนคร จังหวัดสกลนคร โดยภาพรวมอยู่ในระดับมาก (= 4.03)

2. ผลการประเมินประสิทธิภาพขององค์กรปกครองส่วนท้องถิ่นในเขตอำเภอเมืองสกลนคร จังหวัดสกลนคร (Local Performance Assessment : LPA) ประจำปี 2562 ส่วนใหญ่มีประสิทธิภาพอยู่ในระดับมาก (= 4.39) คะแนนเฉลี่ยร้อยละ 87.79 โดยมีคะแนนสูงสุด ร้อยละ 93.67  และคะแนนต่ำสุดร้อยละ 83.51

3. ภาวะผู้นำเชิงกลยุทธ์ของผู้บริหารและวัฒนธรรมองค์การมีอิทธิพลต่อประสิทธิภาพขององค์กรปกครองส่วนท้องถิ่นในเขตอำเภอเมืองสกลนคร จังหวัดสกลนคร อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 โดยผลด้านวัฒนธรรมองค์การมีอิทธิพลสูงสุด (β = .873) รองลงมาคือ ภาวะผู้นำเชิงกลยุทธ์ (β = .360) โดยตัวแปรอิสระทุกตัวในสมการสามารถร่วมกันพยากรณ์ประสิทธิภาพขององค์กรปกครองส่วนท้องถิ่นในเขตอำเภอเมืองสกลนคร จังหวัดสกลนคร ได้ร้อยละ 68.90 (R2Adj  = .689)

The purposes of this study included the following: 1) to investigate the strategic leadership, an organizational culture, and the efficiency of the local administration organizations in Muaeng Sakon Nakhon District, Sakon Nakhon Province, and 2) to examine the influence of the strategic leadership and an organizational culture on the efficiency of the local administration organizations in Muaeng Sakon Nakhon District, Sakon Nakhon Province. The samples were 268 employees who worked for the local administration organizations in Muaeng Sakon Nakhon District, Sakon Nakhon Province. The instrument adopted for data collection was the questionnaire whereas the statistics employed for data analysis consisted of frequency, percentage, mean, standard deviation, and Multiple Regression.

The study revealed these results:

1. The strategic leadership of the administrators of the local administration organizations in Muaeng Sakon Nakhon District, Sakon Nakhon Province, as a whole, was at the high level (= 3.89). Likewise, the organizational culture of the local administration organizations in Muaeng Sakon Nakhon District, Sakon Nakhon Province, as a whole, was at the high level (= 4.03).

2. Assessing the efficiency of the local administration organizations in Muaeng Sakon Nakhon District, Sakon Nakhon Province, it was found that most organizations had their efficiency at the high level. Their average Local Performance Assessment (LPA) in 2019 was 87.79%, (= 4.39). The highest Local Performance Assessment gained was 93.67% and the lowest was 83.51%.

3. The strategic leadership and an organizational culture significantly influenced the efficiency of the local administration organizations in Muaeng Sakon Nakhon District, Sakon Nakhon Province at 0.05 statistical level. The organizational culture had the highest influence (β = .873), followed by the strategic leadership (β = .360). All independent variables could be used to correctly predict  the efficiency of the local administration organizations in Muaeng Sakon Nakhon District, Sakon Nakhon Province 68.90% (R2Adj  = .689).
