การวิจัยครั้งนี้มีวัตถุประสงค์ 1) เพื่อศึกษาระดับคุณภาพชีวิตและประสิทธิผลการปฏิบัติงานของชุดรักษาความปลอดภัยหมู่บ้าน (ชรบ.) อำเภอท่าอุเทน จังหวัดนครพนม 2) เพื่อเปรียบเทียบประสิทธิผลการปฏิบัติงานของชุดรักษาความปลอดภัยหมู่บ้าน (ชรบ.) อำเภอท่าอุเทน จังหวัดนครพนม จำแนกตามคุณลักษณะส่วนบุคคล 3) เพื่อศึกษาอิทธิพลของคุณภาพชีวิตที่ส่งผลต่อประสิทธิผลการปฏิบัติงานชุดรักษาความปลอดภัยหมู่บ้าน (ชรบ.) อำเภอท่าอุเทน จังหวัดนครพนม 4) เพื่อพัฒนาข้อเสนอเชิงนโยบายในการพัฒนาคุณภาพชีวิตและประสิทธิผลการปฏิบัติงานชุดรักษาความปลอดภัยหมู่บ้าน (ชรบ.) อำเภอท่าอุเทน จังหวัดนครพนม กลุ่มตัวอย่างได้แก่ ชุดรักษาความปลอดภัยหมู่บ้าน (ชรบ.) ในเขตอำเภอท่าอุเทน จังหวัดนครพนม จำนวน 295 คน ทำการสุ่มตัวอย่างแบบชั้นภูมิ (Stratified Sampling) โดยใช้แบบสอบถามเป็นเครื่องมือในการเก็บรวบรวมข้อมูล และสถิติที่ใช้ในการวิเคราะห์ข้อมูลได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การทดสอบค่าที การวิเคราะห์ความแปรปรวนทางเดียว และการวิเคราะห์การถดถอยพหุคูณ  

ผลการวิจัยพบว่า 

1) คุณภาพชีวิตของชุดรักษาความปลอดภัยหมู่บ้าน (ชรบ.) อำเภอท่าอุเทน จังหวัดนครพนม โดยภาพรวมอยู่ในระดับมาก ( =3.98) ประสิทธิผลการปฏิบัติงานของชุดรักษาความปลอดภัยหมู่บ้าน (ชรบ.) อำเภอท่าอุเทน จังหวัดนครพนม โดยภาพรวมอยู่ในระดับมาก ( =3.87) 

2) ผลการเปรียบเทียบประสิทธิผลการปฏิบัติงานของชุดรักษาความปลอดภัยหมู่บ้าน (ชรบ.) อำเภอท่าอุเทน จังหวัดนครพนม จำแนกตามคุณลักษณะส่วนบุคคล ด้านเพศ อายุ ระดับการศึกษา อาชีพ และรายได้เฉลี่ยต่อเดือน พบว่า ประสิทธิผลการปฏิบัติงานของชุดรักษาความปลอดภัยหมู่บ้าน (ชรบ.) ในภาพรวม ไม่มีความแตกต่างกันจำแนกตามตำบลที่อาศัยอยู่ พบว่า ประสิทธิผลการปฏิบัติงานของชุดรักษาความปลอดภัยหมู่บ้าน (ชรบ.) ในภาพรวม มีความแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05

3) คุณภาพชีวิตของชุดรักษาความปลอดภัยหมู่บ้าน (ชรบ.) อำเภอท่าอุเทน จังหวัดนครพนม มีอิทธิพลต่อประสิทธิผลการปฏิบัติงานของชุดรักษาความปลอดภัยหมู่บ้าน (ชรบ.) อำเภอท่าอุเทน จังหวัดนครพนม โดยมีค่าสัมประสิทธิ์พยากรณ์ .809 อย่างมีนัยสำคัญทางสถิติที่ระดับ .05 โดยสามารถร่วมกันทำนายระดับประสิทธิผล การปฏิบัติงานของชุดรักษาความปลอดภัยหมู่บ้าน (ชรบ.) อำเภอท่าอุเทน จังหวัดนครพนม ได้ร้อยละ 80.90

4) ข้อเสนอเชิงนโยบายในการพัฒนาคุณภาพชีวิตและประสิทธิผลการปฏิบัติงานชุดรักษาความปลอดภัยหมู่บ้าน (ชรบ.) อำเภอท่าอุเทน จังหวัดนครพนม ได้แก่ หน่วยงานที่เกี่ยวข้องในระดับนโยบาย เช่น กรมการปกครอง ควรให้ความสำคัญเกี่ยวกับสวัสดิการ/ค่าตอบแทนของชุดรักษาความปลอดภัยหมู่บ้าน (ชรบ.) เพราะเป็นการสร้างแรงจูงใจในการปฏิบัติงานได้ดีในระดับหนึ่ง เช่น อาจได้รับค่าตอบแทนเป็นรายเดือนเหมือนอาสาสมัครสาธารณสุขประจำหมู่บ้าน เป็นต้น และควรมีการพัฒนาความรู้ความสามารถ
ของบุคลากร ตามลำดับ

The purposes of this study included the following: 1) to investigate the level of the quality of life and the performance effectiveness of the village security officers (Chor Ror Bor) in Tha Uthen District, Nakhon Phanom Province, 2) to compare the performance effectiveness of the village security officers (Chor Ror Bor) in Tha Uthen District, Nakhon Phanom Province on the basis of their personal traits, 3) to examine the influences of the quality of life on the performance effectiveness of the village security officers (Chor Ror Bor) in Tha Uthen District, Nakhon Phanom Province, and 4) to gain the proposals to develop the quality of life and the performance effectiveness of the village security officers (Chor Ror Bor) in Tha Uthen District, Nakhon Phanom Province. The samples consisted of 295 village security officers of  Tha Uthen District, Nakhon Phanom Province. The instrument for data collection was a questionnaire and statistics employed for data analysis comprised frequency, percentage, mean, standard deviation, t – test, One – way ANOVA, and Multiple Linear Regression Analysis. 

The study revealed these results: 

1) The quality of life of the village security officers in Tha Uthen District, Nakhon Phanom Province, as a whole, was at the high level ( =3.98). The performance effectiveness of the village security officers (Chor Ror Bor) in Tha Uthen District, Nakhon Phanom Province, as a whole, was at the high level ( =3.87). 

2) Comparing the performance effectiveness of the village security officers (Chor Ror Bor) in Tha Uthen District, Nakhon Phanom Province according to their genders, ages, educational backgrounds, careers and monthly incomes, it was found that the effectiveness of the performances of the village security officers (Chor Ror Bor) in Tha Uthen District, Nakhon Phanom Province, as a whole, was not different. However, when comparing the effectiveness of the performances of the village security officers (Chor Ror Bor) in Tha Uthen District, Nakhon Phanom Province among the different locations of their differences, it was found that the effectiveness of the performances of the village security officers significantly differed at .05 statistical level. 

3) The quality of life of the village security officers (Chor Ror Bor) in Tha Uthen District, Nakhon Phanom Province significantly influenced on the effectiveness  of their performances at . 05 statistical level and with a predictive coefficient of .809. Altogether, all aspects of the quality of life of the village security officers could be used to predict the the performance effectiveness of the village security officers  (Chor Ror Bor) in Tha Uthen District, Nakhon Phanom Province 80.90%. 

4) Some policy proposals to develop the quality of life and the performance effectiveness of the village security officers (Chor Ror Bor) in Tha Uthen District, Nakhon Phanom Province were obtained. Some relevant departments which have the authority to implement the policies, Department of Provincial Administration, for example, should give the importance to the welfare/wages of the village security officers (Chor Ror Bor) since this is a good way to provide work incentives in some degree. For instance, they should be paid monthly as the village health volunteers. 
In addition, these people should be given a chance to improve knowledge and capabilities.
