การวิจัยครั้งนี้มีวัตถุประสงค์ 1) เพื่อศึกษาระดับการรับรู้ข้อมูลข่าวสารทางการเมือง และการมีส่วนร่วมทางการเมืองของประชาชนในเขตอำเภอเมืองสกลนคร 2) เพื่อเปรียบเทียบการมีส่วนร่วมทางการเมืองของประชาชนในเขตอำเภอเมืองสกลนคร ตามปัจจัยส่วนบุคคล  3) เพื่อศึกษาอิทธิพลของการรับรู้ข้อมูลข่าวสารทางการเมืองที่ส่งผลต่อการมีส่วนร่วมทางการเมืองของประชาชนในเขตอำเภอเมืองสกลนคร 4) เพื่อศึกษาแนวทางในการพัฒนาการมีส่วนร่วมทางการเมืองของประชาชนในเขตอำเภอเมืองสกลนคร กลุ่มตัวอย่างได้แก่ ประชาชนที่มีภูมิลำเนาอยู่ในเขตอำเภอเมืองสกลนคร จำนวน 400 คน ใช้วิธีการสุ่มตัวอย่างแบบแบ่งชั้น (Stratified Random Sampling) โดยใช้แบบสอบถามเป็นเครื่องมือในการเก็บรวบรวมข้อมูล และสถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การทดสอบค่าที การวิเคราะห์ความแปรปรวนทางเดียว และการวิเคราะห์การถดถอยพหุคูณ

ผลการวิจัยพบว่า 

1. การรับรู้ข้อมูลข่าวสารทางการเมืองของประชาชน ในเขตอำเภอเมืองสกลนคร โดยภาพรวมอยู่ในระดับปานกลาง (x =3.24) และการมีส่วนร่วมทางการเมืองของประชาชนในเขตอำเภอเมืองสกลนคร โดยภาพรวมอยู่ในระดับปานกลาง (x =3.11)

2. ผลการเปรียบเทียบการมีส่วนร่วมทางการเมืองของประชาชนในเขตอำเภอเมืองสกลนคร ตามปัจจัยส่วนบุคคลด้านเพศ อายุ ระดับการศึกษา อาชีพ รายได้ และตำบลที่อยู่อาศัย พบว่า มีความแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 

3. การรับรู้ข้อมูลข่าวสารทางการเมืองด้านสื่อมวลชน (β=.371) และ ด้านสื่อบุคคล (β=.351) มีอิทธิพลต่อการมีส่วนร่วมทางการเมืองของประชาชนในเขตอำเภอเมืองสกลนคร อย่างมีนัยสำคัญทางสถิติที่ระดับ .00 ซึ่งมีค่าสัมประสิทธิ์พยากรณ์ =.464 โดยสามารถร่วมกันทำนายการมีส่วนร่วมทางการเมืองของประชาชนในเขตอำเภอเมืองสกลนคร ได้ร้อยละ 46.40

4. แนวทางในการพัฒนาการมีส่วนร่วมทางการเมืองของประชาชนในเขตอำเภอเมืองสกลนคร โดยควรรณรงค์ส่งเสริมให้ประชาชนเกิดความตระหนักในการไปใช้สิทธิและควรส่งเสริมการให้ความรู้ด้านการมีส่วนร่วมทางการเมืองของประชาชน 
 

The purposes of this research included the following: 1) to study the level of political information perception and people’s participation of Mueaung Sakon Nakhon District, Sakon Nakhon Province, 2) to compare people’s participation in politics of Mueang Sakon Nakhon District, Sakon Nakhon Province on the basis of their different personal traits,  3) to investigate the influences of political information perception on people’s participation in politics of Mueang Sakon Nakhon District, Sakon Nakhon Province, and 4) to explore and gain guidelines on developing  people’s participation in politics of Mueang Sakon Nakhon District, Sakon Nakhon Province. The samples consisted of 400 people who resided in Mueang Sakon Nakhon District. Obtained by stratified random sampling. The questionnaire was adopted to collect the data and statistics used for data analysis comprised of frequency, percentage, mean, standard deviation, t-test, One-way ANOVA, and Multiple Regression Analysis.

The study revealed these results:

1. The people’s political information perception of Mueaung Sakon Nakhon District, Sakon Nakhon Province, as a whole, was in the moderate level (x =3.24) In the same vein, the people’s participation of Mueaung Sakon Nakhon District, Sakon Nakhon Province, as a whole, was in the moderate level  (x =3.11)

2. Comparing the people’s participation in politics of Mueang Sakon Nakhon District, Sakon Nakhon Province based on their different genders, ages, educational backgrounds, careers, incomes, and the sub-districts they had lived in, it was found that people’s participation in politics significantly differed at .05 statistical level. 

3. Of the political information perception, it was found that these factors/aspects, the information perceived through the mass media (β=.371) and the personal media (β=.351), significantly influenced on the people’s participation in politics of Meuang Sakon Nakhon at .00 statistical level. The correlation coefficient  of these factors was .464 which meant that altogether they could be used to correctly predict the people’s participation in politics of Mueang Sakon Nakhon District, Sakon Nakhon Province 46.40%.

4. These guidelines for developing political participation of the people in Muang Sakon Nakhon District were obtained. The campaign to promote an awareness in the exercise of the people’s rights should be conducted. In addition, Muang  Sakon Nakhon townspeople should be educated about the participation of the people.
