การวิจัยครั้งนี้มีวัตถุประสงค์ 1) เพื่อศึกษาระดับการบริหารงานพัสดุและ ระดับประสิทธิภาพการบริหารงานพัสดุของเทศบาลตำบลในเขตจังหวัดบึงกาฬ 2) เพื่อศึกษาปัจจัยที่ส่งผลต่อประสิทธิภาพการบริหารงานพัสดุของเทศบาลตำบลในเขตจังหวัดบึงกาฬ 3) เพื่อศึกษาแนวทางการพัฒนาประสิทธิภาพการบริหารงานพัสดุของเทศบาลตำบลในจังหวัดบึงกาฬ  กลุ่มตัวอย่าง ได้แก่ บุคลากรของเทศบาลตำบลในเขตจังหวัดบึงกาฬ  จำนวน 291 คน โดยการสุ่มตัวอย่างแบบชั้นภูมิ (Stratified Random Sampling) เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็นแบบสอบถามและสถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน (S.D.)  และการวิเคราะห์การถดถอยพหุคูณ 

ผลการวิจัย พบว่า

1. ปัจจัยการบริหารงานพัสดุของเทศบาลตำบลในเขตจังหวัดบึงกาฬ โดยรวมอยู่ในระดับมาก (¯("X" ) = 3.98) เมื่อพิจารณาเป็นรายด้าน พบว่า อยู่ในระดับมาก ทุกด้าน เรียงตามค่าเฉลี่ยจากมากไปหาน้อย 3 ลำดับแรก คือ การควบคุมพัสดุ (¯("X" ) = 4.04) การแจกจ่าย (¯("X" ) = 4.01) และการจัดหาพัสดุ (¯("X" ) = 4.00) ตามลำดับ

2. ประสิทธิภาพการบริหารงานพัสดุของเทศบาลตำบลในเขตจังหวัดบึงกาฬ โดยรวมอยู่ในระดับมาก (¯("X" ) = 4.14) เมื่อพิจารณาเป็นรายด้าน พบว่า อยู่ในระดับมาก ทุกด้าน เรียงตามค่าเฉลี่ยจากมากไปหาน้อย 3 ลำดับแรก คือ ด้านการตรวจสอบ(¯("X" ) = 4.30) ด้านความโปร่งใส (¯("X" ) = 4.14) และด้านประสิทธิภาพและประสิทธิผล (¯("X" ) = 4.11) ตามลำดับ 

3. การบริหารงานพัสดุที่ส่งผลต่อประสิทธิภาพการบริหารงานพัสดุของเทศบาลตำบลในเขตจังหวัดบึงกาฬ อย่างมีนัยสำคัญทางสถิติที่ระดับ <.05 โดยผลการจัดหาพัสดุ  มีอิทธิพลสูงที่สุด (β = .231) รองลงมา คือ การบำรุงรักษา (β = .225) มีค่าสัมประสิทธิ์พยากรณ์ = .250 อธิบายได้ว่าการบริหารงานพัสดุทำนายประสิทธิภาพ การบริหารงานพัสดุของเทศบาลตำบลในเขตจังหวัดบึงกาฬ ได้ร้อยละ 25.00 (Adjusted R2 = .250) 

4. แนวทางการพัฒนาประสิทธิภาพการบริหารงานพัสดุของเทศบาลตำบล ในจังหวัดบึงกาฬ เพื่อให้เกิดประสิทธิภาพและประสิทธิผล และความคุ้มค่านั้นควรการสนับสนุนให้บุคลากรที่รับผิดชอบงานพัสดุเข้าอบรมเพื่อจะได้มีความรู้ความเชี่ยวชาญ งานพัสดุ ระเบียบเกี่ยวกับงานพัสดุอยู่เสมอ เพราะระเบียบปฏิบัติเกี่ยวกับพัสดุมีการแก้ไข ปรับปรุง หรือยกเลิกตามสถานการณ์ที่เปลี่ยนแปลง ซึ่งผู้ปฏิบัติงานต้องก้าวไปให้ทันต่อเหตุการณ์ปัจจุบัน ควรจัดให้มีเครื่องมือ อุปกรณ์พร้อมที่จะใช้ในการปฏิบัติงาน มีเทคโนโลยีที่ทันสมัย เหมาะสมกับงานพัสดุ  ในการเก็บข้อมูล จัดทำเอกสารและเรียกข้อมูลที่จำเป็นได้ง่าย สะดวก รวดเร็ว ประหยัดค่าใช้จ่าย  ควรมีการสำรวจและประเมินผล อุกรณ์ในสำนักงานที่มีอยู่ว่าอยู่ในสภาพพร้อมใช้งาน รวมถึงการดูแลบำรุงรักษาให้อยู่ในสภาพพร้อมใช้งานอยู่เสมอเพื่อให้เกิดความคุ้มค่ามากที่สุด 
 

The purposes of this study included the following: 1) to investigate  the level of supply management and the efficiency of supply management of  the sub-district municipalities in Bueng Kan Province Area, 2) to study the factors which influenced on the efficiency of supply management of the sub-district municipalities in Bueng Kan Province, 3) to explore the guidelines for improving the efficiency of supply management of the sub-district municipalities in Bueng Kan Province. Obtained through stratified random sampling technique, the sample group consisted of 291 personnel of the sub-district municipalities in Bueng Kan Province. The tool used to collect the data was a set of questionnaires and statistics employed for data analysis were frequency, percentage, mean (¯("X" )), standard deviation, and Multiple Regression Analysis.

The study revealed these results: 

1. Supply management factors of the sub-district municipalities in  Bueng Kan Province, as a whole, were at a high level (¯("X" ) = 3.98). When considering each aspect, it was found that all aspects were at the high levels. Of all three highest aspects which were ranked from the most to the lowest means,  it was discovered that the supply control gained the highest mean (¯("X" ) = 4.04), supply distribution contained the second highest mean (¯("X" ) = 4.01), and supply procurement gained the third highest mean (¯("X" ) = 4.00), respectively.

2. The efficiency of supply management of the sub-district municipalities in Bueng Kan Province, as a whole, was at a high level (¯("X" ) = 4.14). Contemplating each aspect, it was found that every aspect was at the high level. Of all aspects, these three highest aspects were ranked  from highest to lowest means: the supply auditing efficiency gained the highest mean (¯("X" ) = 4.30), the transparency obtained the second highest mean (¯("X" ) = 4.14), and the efficiency and effectiveness contained the third highest mean (¯("X" ) = 4.11), respectively.

 3. Supply management factors significantly influenced on the efficiency of  supply management of the sub-district municipalities in Bueng Kan Province at <.05 statistical level. Of these factors, the procurement of the supplies/inventory had the  highest influence (β = .231), the supplies/inventory maintenance gained the second highest influence (β = .225) with .250 predictive correlation coefficient.  This could be explained that these supply management factors altogether could be used to correctly predict the supply management efficiency of the sub-district municipalities in Bueng Kan Province 25.00% (Adjusted R2 = .250).

4. These guidelines were obtained for improving the efficiency of supply management of sub-district municipalities in Bueng Kan Province: in order to achieve the efficiency and effectiveness of supply management, the personnel who were in charge of the supply management should be sent to continuously attend training courses to gain and learn the knowledge of, expertise in and rules/regulations of managing the supply and inventory tasks because these supply rules/regulations and practices had often been revised, modified or cancelled in accordance with the changing circumstances and the personnel who brought them into practice needed to keep up with the latest updated supply rules/regulations, and practices; all tools, devices, necessary items, and modern technology should be adequately provided for the personnel to appropriately use for storing, documenting or filing the crucial data so that the data could be easily, quickly, conveniently and economically used and retrieved; the tools, devices, items, and technology should be constantly surveyed, checked, evaluated and maintained so that they could be used most promptly and worthily.
