การวิจัยครั้งนี้มีความมุ่งหมายของการวิจัย 1) เพื่อศึกษาระดับการมีส่วนร่วมของประชาชนในเขตอำเภอบ้านม่วง จังหวัดสกลนคร 2) เพื่อศึกษาระดับผลสัมฤทธิ์การปฏิบัติงานตามบทบาทหน้าที่ของกำนันผู้ใหญ่บ้านในเขตอำเภอบ้านม่วง จังหวัดสกลนคร 3) เพื่อศึกษาอิทธิพลของการมีส่วนร่วมของประชาชนที่ส่งผลต่อผลสัมฤทธิ์การปฏิบัติงานตามบทบาทหน้าที่ของกำนัน ผู้ใหญ่บ้านในเขตอำเภอบ้านม่วง จังหวัดสกลนคร 4) เพื่อศึกษาแนวทางในการพัฒนาการมีส่วนร่วมของประชาชนและผลสัมฤทธิ์การปฏิบัติงานตามบทบาทหน้าที่ของกำนัน ผู้ใหญ่บ้านในเขตอำเภอบ้านม่วง จังหวัดสกลนคร กลุ่มตัวอย่างได้แก่ ประชาชนที่มีภูมิลำเนาอยู่ในเขตอำเภอบ้านม่วง จังหวัดสกลนคร จำนวน 398 คน ใช้วิธีการสุ่มตัวอย่างแบบชั้นภูมิ (Stratified Sampling) โดยใช้แบบสอบถามเป็นเครื่องมือในการเก็บรวบรวมข้อมูล และสถิติที่ใช้ในการวิเคราะห์ข้อมูลได้แก่ ค่าความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์การถดถอยพหุคูณ

ผลการวิจัยพบว่า 

1. การมีส่วนร่วมของประชาชนในการปฏิบัติงานตามบทบาทหน้าที่ของกำนัน ผู้ใหญ่บ้านในเขตอำเภอบ้านม่วง จังหวัดสกลนคร โดยภาพรวมอยู่ในระดับมาก (x =3.83)

2. ผลสัมฤทธิ์การปฏิบัติงานตามบทบาทหน้าที่ของกำนัน ผู้ใหญ่บ้านในเขตอำเภอบ้านม่วง จังหวัดสกลนคร โดยภาพรวม อยู่ในระดับมาก ( x=4.10)

3. การมีส่วนร่วมของประชาชน ด้านการมีส่วนร่วมในการดำเนินการ (β=.217) ด้านการมีส่วนร่วมในการรับผลประโยชน์ (β=.211) ด้านการมีส่วนร่วมในการประเมินผล (β=.175) และด้านการมีส่วนร่วมในการตัดสินใจ (β=.166) มีอิทธิพลต่อผลสัมฤทธิ์การปฏิบัติงานตามบทบาทหน้าที่ของกำนัน ผู้ใหญ่บ้านในเขตอำเภอบ้านม่วง จังหวัดสกลนคร อย่างมีนัยสำคัญทางสถิติที่ระดับ .05 โดยสามารถร่วมกันทำนายระดับผลสัมฤทธิ์การปฏิบัติงานตามบทบาทหน้าที่ของกำนัน ผู้ใหญ่บ้านในเขตอำเภอบ้านม่วง จังหวัดสกลนคร ได้ร้อยละ 33.90 (R2Ad=.339)

4. แนวทางในการพัฒนาการมีส่วนร่วมของประชาชนและผลสัมฤทธิ์การปฏิบัติงานตามบทบาทหน้าที่ของกำนัน ผู้ใหญ่บ้านในเขตอำเภอบ้านม่วง จังหวัดสกลนครได้แก่ กรมการปกครอง กระทรวงมหาดไทย และที่ทำการปกครองอำเภอ ควรที่จะส่งเสริมและกระตุ้นให้ประชาชนในระดับชุมชนเข้ามามีส่วนร่วมให้มากขึ้น ชี้ให้เห็นถึงผลประโยชน์ที่ประชาชนจะได้รับ ควรจะมีการพัฒนาการปฏิบัติงานตามบทบาทหน้าที่ของกำนัน ผู้ใหญ่บ้าน อย่างต่อเนื่อง เพื่อเพิ่มพูนความรู้ ความสามารถ และควรจะจัดสรรทรัพยากร เพื่อสนับสนุน การปฏิบัติงานของกำนัน ผู้ใหญ่บ้าน ให้เพียงพอ
 

The purposes of this study included the following: 1) To investigate the level of people's participation in Ban Muang District, Sakon Nakhon Province, 2) To examine the level of the village and subdistrict headmen’s achievement of performing their roles and duties in Ban Muang District, Sakon Nakhon Province,  3) To study the people's participation’s influences on the village and subdistrict headmen’s achievement of performing their roles and duties in Ban Muang District, Sakon Nakhon Province, 4) To explore and gain guidelines for developing people's participation and the village headmen and subdistrict headmen’s achievement of performing their roles and duties in Ban Muang District, Sakon Nakhon Province. Obtained through stratified sampling method, the samples included 398 people whose domiciles were in Ban Muang District, Sakon Nakhon Province. The tool used for data collection was a questionnaire and the statistics employed for data analysis consisted of frequency, percentage, mean, standard deviation, and Multiple Regression Analysis. 

The study revealed these results:

1. People participated with the village and subdistrict headmen of Ban Muang District, Sakon Nakhon Province, in performing their roles and duties, as a whole, was at the high level (x =3.83).

2. The village and subdistrict headmen’s achievement of performing their roles and duties in Ban Muang District, Sakon Nakhon Province, as a whole, was also at a high level (x = 4.10).

3. Regarding the people’s participation, it was found that their participation in the operation (β=.217), sharing benefits (β=.211), evaluation (β=.175), and decision making (β=.166) significantly influenced on the village and subdistrict headmen’s achievement of performing their roles and duties in Ban Muang District, Sakon Nakhon Province at .05 statistical level. Altogether, they could be used to correctly predict the village and subdistrict headmen’s achievement of performing their roles and duties in Ban Muang District, Sakon Nakhon Province 33.90% (R2Ad=.339).

4. Some guidelines were given for developing people's participation and achievement of performing the village and subdistrict headmen’s roles and duties in Ban Muang District, Sakon Nakhon Province. The Department of Provincial Administration, Ministry of Interior, and the district offices should encourage and stimulate the people in the communities to take part in or get involved more by pointing out the benefits that they will receive. The village and subdistrict headmen’s roles and duties should be improved continuously so that they can attain better knowledge and capacities. Adequate resources should be allocated to support the village and subdistrict headmen to work.
