การวิจัยครั้งนี้มีความมุ่งหมายเพื่อศึกษา เปรียบเทียบ หาความสัมพันธ์ หาอำนาจพยากรณ์ และหาแนวทางการพัฒนาทักษะการบริหารงานของผู้บริหารที่ส่งผลต่อประสิทธิผลของโรงเรียน ในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนคร   เขต 1 กลุ่มตัวอย่าง ได้แก่ ผู้บริหารสถานศึกษาและครูผู้สอนในปีการศึกษา 2564 จำนวน  384 คน จำแนกเป็นผู้บริหารสถานศึกษา จำนวน 99 คน และครูผู้สอน จำนวน 285 คน เครื่องมือที่ใช้ ได้แก่ แบบสอบถามและแบบสัมภาษณ์ คุณภาพของแบบสอบถามประมาณค่าจำนวน 2 ด้าน ได้แก่ ด้านทักษะการบริหารงานของผู้บริหาร มีค่าอำนาจจำแนกอยู่ระหว่าง 0.777 - 0.878 มีค่าความเชื่อมั่น 0.986 ด้านประสิทธิผลของโรงเรียน มีค่าอำนาจจำแนกอยู่ระหว่าง 0.790 - 0.871 มีค่าความเชื่อมั่นเท่ากับ 0.989 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน สถิติทดสอบค่าที (t-test), One-way ANOVA, ค่าสหสัมพันธ์อย่างง่ายของเพียร์สัน (Pearson’s product – moment correlation) และการวิเคราะห์การถดถอยพหุคูณแต่ละขั้นตอน (Stepwise multiple regression analysis)  

ผลการวิจัยพบว่า

1. ทักษะการบริหารงานของผู้บริหาร ตามความคิดเห็นของผู้บริหารสถานศึกษา และครูผู้สอน โดยรวมอยู่ในระดับมาก

2. ประสิทธิผลของโรงเรียน ตามความคิดเห็นของผู้บริหารสถานศึกษาและครูผู้สอน โดยรวมอยู่ในระดับมาก3. ทักษะการบริหารงานของผู้บริหาร ตามความคิดเห็นของผู้บริหารสถานศึกษาและครูผู้สอน จำแนกตามสถานภาพตำแหน่ง ประสบการณ์ในการทำงาน โดยรวมแตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ .05 และจำแนกตามขนาดของโรงเรียน โดยรวมไม่แตกต่างกัน 

4. ประสิทธิผลของโรงเรียน ตามความคิดเห็นของผู้บริหารสถานศึกษาและครูผู้สอน จำแนกตามสถานภาพตำแหน่ง ขนาดของสถานศึกษา และประสบการณ์
ในการทำงาน โดยรวมไม่แตกต่างกัน

5. ทักษะการบริหารงานของผู้บริหารกับประสิทธิผลของโรงเรียน มีความสัมพันธ์กันในทางบวก อยู่ในระดับสูงมาก (rXY = 0.974)  อย่างมีนัยสำคัญทางสถิติที่ระดับ .01  

6. ทักษะการบริหารงานของผู้บริหารมีอำนาจพยากรณ์ประสิทธิผลของโรงเรียน คือ ด้านเทคนิค ด้านความคิดรวบยอด และด้านมนุษยสัมพันธ์ อย่างมีนัยสำคัญ ทางสถิติที่ระดับ .01 สามารถเขียนสมการพยากรณ์ในรูปคะแนนดิบ และคะแนนมาตรฐาน 
ได้ดังนี้
                Yt’ = 0.927+ 0.313X3 + 0.267X1+0.219X2 
                Zyt’ = 0.355Z3 + 0.289Z1+0.287Z2

7. ทักษะการบริหารงานของผู้บริหารที่ส่งผลต่อประสิทธิผลของโรงเรียน ที่ควรได้รับการพัฒนาในครั้งนี้ มีจำนวน 3 ทักษะ ได้แก่ 

7.1 ทักษะด้านเทคนิค ได้แก่ การอบรบเพื่อพัฒนาตนเอง การนำเทคโนโลยีดิจิทัลมาใช้เพื่อเป็นประโยชน์ในการบริหาร การทำงานเป็นทีม การมีส่วนร่วม มีโครงสร้างในการบริหารงานอย่างเป็นระบบ มีแนวทางการแก้ปัญหาอย่างมีประสิทธิภาพ 

7.2 ด้านความคิดรวบยอด ได้แก่ ศึกษาและเข้าใจในบริบทของโรงเรียน มีองค์ความรู้ทั้ง 4 งาน มีการวางแผนงาน เพื่อให้การบริหารงานเป็นไปอย่างมีประสิทธิภาพ

7.3 ด้านมนุษยสัมพันธ์ ได้แก่ การมีส่วนร่วมของบุคลากร การสร้างเครือข่ายและประสานงานความร่วมมือทั้งภายในและภายนอกโรงเรียน 
 

The purposes of this research were to examine, compare, determine the relationship, identify the predictive power, and establish guidelines for improving administrators’ administrative skills affecting school effectiveness of schools under Sakon Nakhon Primary Educational Service Area Office 1. The samples were 99 administrators, and 285 teachers, yielding a total of 384 participants in the 2021 academic year. The tool for data collection was a set of questionnaires and a structured interview form. The set of questionnaires comprised two aspects: the administrative skills of school administrators with discrimination ranging from 0.777 to 0.878, and the reliability of 0.986; the school effectiveness with discrimination ranging from 0.790 to 0.871, and the reliability of 0.989. Statistics for data analysis were frequency, percentage, mean, standard deviation, Independent Samples t-test, One-Way ANOVA, Pearson’s product-moment correlation coefficient, and Stepwise multiple regression analysis.

The findings were  as follows :

1. The administrative skills of school administrators perceived by participants were overall at a high level.

2. The school effectiveness perceived by participants was overall at a high level.

3. The overall administrative skills of school administrators as perceived by participants, classified by positions, and work experience showed differences at the .05 level of significance, whereas in terms of school sizes, there were no differences.

 4. The overall school effectiveness as perceived by participants, classified by positions, school sizes, and work experience showed no differences.

5. The school administrators’ administrative skills and the school effectiveness overall had a positive relationship with a very high level (rXY = 0.974) at the .01 level of significance.

6. The school administrators’ administrative skills were able to predict the school effectiveness in terms of technical skills, conceptual skills, and human relation skills at the .01 level of significance. The predictive equations could be constructed in a raw-score form and a standard-score form as below:

                 Zt’ = 0.355Z3 + 0.289Z1+0.287Z2

7. The school administrators’ administrative skills affecting the school effectiveness needing improvement consisted of three skills:

7.1 Technical skills included self-improvement through training and the adoption of digital technology for the benefit of administration, teamwork, participation, a systematic management structure, and guidelines for effective problem-solving.

7.2 Conceptual skills included studying, comprehending, and planning for the efficient administration of all four tasks within the context of the schools.  

7.3 Human relation skills included personnel participation, networking, and coordinating cooperation both inside and outside the schools.
