การวิจัยครั้งนี้มีความมุ่งหมายเพื่อ 1) ศึกษาสภาพและปัญหาเกี่ยวกับวินัยนักเรียนด้านการแต่งกายและการรักษาความสะอาด โรงเรียนมัธยมศึกษาเทศบาล ๓ “ยุติธรรมวิทยา” 2) หาแนวทางการดำเนินงานเสริมสร้างวินัยนักเรียนด้านการแต่งกายและการรักษาความสะอาด 3) เพื่อติดตามผลการดำเนินงานเสริมสร้างวินัยนักเรียนด้านการแต่งกายและการรักษาความสะอาด กลุ่มเป้าหมายประกอบด้วย กลุ่มผู้ร่วมวิจัย จำนวน 21 คน ประกอบด้วย ผู้วิจัยซึ่งเป็นครูที่ปรึกษานักเรียนชั้นมัธยมศึกษาปีที่ 1/4 หัวหน้างานปกครอง ครูที่ปรึกษานักเรียน กลุ่มผู้ให้ข้อมูลจำนวน 98 คน กลุ่มเป้าหมายการพัฒนา นักเรียนจำนวน 80 คน ประกอบด้วย นักเรียนกลุ่มแต่งกายไม่ถูกระเบียบจำนวน 46 คน นักเรียนกลุ่มไม่รักษาความสะอาดจำนวน 34 คน โดยใช้กระบวนการวิจัยเชิงปฏิบัติการแบบมีส่วนร่วม ประกอบ ด้วย 4 ขั้นตอน ได้แก่ ขั้นที่ 1 การวางแผน (planning) ขั้นที่ 2 การปฏิบัติการ (action) ขั้นที่ 3 การสังเกตการณ์ (observation) และขั้นที่ 4 การสะท้อนผล (reflection) โดยดำเนินการ 2 วงรอบ เครื่องมือที่ใช้ในการวิจัยได้แก่ แบบสัมภาษณ์ แบบสังเกตและแบบประเมิน การวิเคราะห์ข้อมูลโดยการหาร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ค่าร้อยละความก้าวหน้า และการวิเคราะห์เชิงเนื้อหา

ผลการวิจัย พบว่า 

1. สภาพและปัญหาการดำเนินงานเสริมสร้างวินัยนักเรียนด้านการแต่งกายและการรักษาความสะอาด โรงเรียนมัธยมศึกษาเทศบาล ๓ "ยุติธรรมวิทยา" สังกัดสำนักการศึกษาเทศบาลนครสกลนคร พบว่า 1.1) สภาพของวินัยนักเรียนด้านการแต่งกายและการรักษาความสะอาด ผู้ที่เกี่ยวข้องเห็นว่านักเรียนยังไม่มีวินัยเท่าที่ควร โดยเฉพาะนักเรียนบางส่วนแต่งกายไม่ถูกต้องตามระเบียบของโรงเรียน แต่งกายเป็นไปตามสมัยนิยมมากเกินไป นักเรียนไม่ใส่ใจในการดูแลรักษาความสะอาดร่างกายและเครื่องแต่งกาย ขาดวินัยในเรื่องเครื่องแต่งกายและการรักษาความสะอาด 1.2) ปัญหาเกิดจากการปฏิบัติงานเกี่ยวกับวินัยนักเรียนด้านการแต่งกายและการรักษาความสะอาด ยังไม่มีรูปแบบหรือแนวทางที่กำหนด การปฏิบัติไว้ชัดเจน ครูผู้สอนไม่มีโอกาสชี้แจงแนวการปฏิบัติในเรื่องการแต่งกายที่ถูกต้องตามระเบียบของโรงเรียน การดำเนินงานวินัยนักเรียนด้านเครื่องแต่งกายทำได้เพียงตักเตือน

2. แนวทางและกิจกรรมการดำเนินงานเสริมสร้างวินัยนักเรียนด้านการแต่งกายและการรักษาความสะอาด ใช้ 3 แนวทาง ได้แก่ 1) การประชุมเชิงปฏิบัติการ 2) กิจกรรมเพื่อพัฒนาการดำเนินงานเสริมสร้างวินัยนักเรียนด้านการแต่งกายและการรักษาความสะอาด 3 กิจกรรม ได้แก่ 2.1) กิจกรรมโฮมรูม 2.2) กิจกรรมตรวจเครื่องแต่งกายและการรักษาความสะอาด 2.3) กิจกรรมประกวดนักเรียนแต่งกายถูกต้องตามระเบียบของโรงเรียนและการรักษาความสะอาด  และ 3) การนิเทศติดตาม

3. ผลการดำเนินงานเสริมสร้างวินัยนักเรียนด้านการแต่งกายและการรักษาความสะอาดพบว่า ครูมีความรู้ความเข้าใจเกี่ยวกับการดำเนินงานเสริมสร้างวินัยนักเรียนด้านการแต่งกายและการรักษาความสะอาดอยู่ในระดับมาก กลุ่มผู้ร่วมวิจัยและนักเรียนเห็นความสำคัญของการมีวินัย ผู้เกี่ยวข้องมีส่วนในการกำหนดแนวทางและกิจกรรมในการพัฒนาการดำเนินงานร่วมกัน นักเรียนกลุ่มเป้าหมายจำนวน 76 คนบรรลุความมุ่งหมายที่ตั้งไว้คือ การมีวินัยในด้านการแต่งกายถูกต้องตามระเบียบของโรงเรียนและการรักษาความสะอาด จากนักเรียนกลุ่มเป้าหมายทั้งหมดจำนวน 80 คน คิดเป็นร้อยละ 95 คงเหลือนักเรียนจำนวน 4 คน ที่ยังไม่สามารถบรรลุเป้าหมายในการพัฒนาและเสริมสร้างวินัยด้านการแต่งกายถูกต้องตามระเบียบของโรงเรียน คิดเป็นร้อยละ 5

The purposes of this study were to 1) investigate current conditions and problems of the students’ disciplines on dressing and cleanness at Thetsaban 3 "Yuttithamwitthaya" Secondary School under the Office of Education, Sakon Nakhon City Municipality, 2) find out guidelines for enhancing the students’ disciplines on dressing and cleanness, and 3) follow up and evaluate the enhancement of the students’ disciplines on dressing and cleanness. The sampling groups consisted of the researcher as a teacher in charge of Mathayom Suksa 1/4, the head of disciplinary affairs and 19 co-researchers who were the teachers in charge of Mathayom Suksa 1-6, along with 98 informants. The targeted group was composed of 80 students who were among 46 students with improper dressing styles against the school disciplinary rules/regulations and those 34 students with no responsibilities on cleanness. The 2-spiral PAOR model of 4 phrases in each spiral comprising: planning, action, observation and reflection was employed. The instruments applied in this study comprised a form of interview, a form of observation, and a form of assessment.        The quantitative data were analyzed in forms of percentage, mean, standard deviation, and Percentage of Progress. Content analysis was used to analyze qualitative data.

The findings were as follows:

1. The current conditions and problems of the students’ disciplines on dressing and cleanness at Thetsaban 3 "Yuttithamwitthaya" Secondary School revealed that    1.1) The current states of the students’ disciplines on dressing and cleanness observed by those concerned showed that the students were not quite well-disciplined. Particularly, some of the students usually wore improper dressing styles against the school disciplinary rules/regulations, dressing styles with modern fashion, a neglect of responsibility on body and dressing cleanness and a lack of appropriate disciplines on dressing and cleanness, 1.2) There were some problems on the procedures of the students’ disciplines on dressing and cleanness caused by the unclear rules or having no modes of rules/guidelines.  The teachers did not have enough time for explaining the rules/guidelines of improper dressing styles against the school disciplinary rules/regulations to the students mentioned. The procedures of the students’ disciplines on dressing were done by warnings only.

2. The guidelines and activities for enhancing the students’ disciplines on dressing and cleanness included 3 means: 1) a workshop, 2) implementation of the enhancement   of the students’ disciplines covering all 3 activity respects -2.1) homeroom, 2.2) dressing and cleanness checking, and 2.3) an activity on the contest of dressing styles in line with  the school disciplinary rules/regulations as well as the students’ cleanness, and 3) monitoring supervision.

3. The effects of developing the enhancement of the students’ disciplines on dressing and cleanness indicated that the teachers gained knowledge and understanding at the high level. The co-researchers and students realized the importance of disciplines. In addition, the stakeholders concerned participated in setting up strategies as well as guidelines and activities in developing the implementation of the student disciplines. The 76 targeted students achieved the goal set on dressing styles in line with the school disciplinary rules/regulations as well as  the students' cleanness showing 95 percent of the students who reached the goal set. There were only 4 students or 5 percent of the whole targeted students who did not achieve the goal set on these aspects.
