การวิจัยครั้งนี้ใช้กระบวนการวิจัยเชิงปฏิบัติการแบบมีส่วนร่วม (Participatory Action Research : PAR) โดยมีความมุ่งหมายเพื่อ 1) ศึกษาสภาพ และปัญหา 2) หาแนวทางการ และ 3) ติดตามผลดำเนินการใน 2 วงรอบ มีขั้นตอนการดำเนินงาน ประกอบด้วย ขั้นที่ 1 การวางแผน (Planning) ขั้นที่ 2 การปฏิบัติการ (Action) ขั้นที่ 3 การสังเกตการณ์ (Observation) ขั้นที่ 4 การสะท้อนกลับ (Reflection) กลุ่มเป้าหมาย คือ กลุ่มผู้ร่วมวิจัย จำนวน 20 คน และกลุ่มผู้ให้ข้อมูล จำนวน 23 คน รวมจำนวน 43 คน เครื่องมือที่ใช้ได้แก่  แบบสัมภาษณ์ แบบสังเกต และแบบสอบถาม การวิเคราะห์ข้อมูลเชิงปริมาณ โดยใช้สถิติ ค่าเฉลี่ย ค่าร้อยละ ค่าส่วนเบี่ยงเบนมาตรฐาน การตรวจสอบข้อมูลเชิงคุณภาพ ผู้วิจัยได้วิเคราะห์เนื้อหา (Content Analysis) จัดหมวดหมู่เนื้อหาและนำเสนอโดยความเรียง นำเสนอผลการศึกษาเชิงพรรณนา

ผลการวิจัยพบว่า

1. ผลการศึกษาสภาพ และปัญหาการบริหารจัดการงานอาคารสถานที่และสิ่งแวดล้อม โรงเรียนพะทายพิทยาคม พบว่า

1.1 สภาพ โดยภาพรวมอยู่ในระดับปานกลาง

1.2 ปัญหา พบว่า โรงเรียนยังขาดการวางแผน ขาดการวางแผน การบำรุงรักษา ครูผู้รับผิดชอบ ขาดความเอาใจใส่ ขาดแหล่งเรียนรู้ที่เหมาะสม บรรยากาศไม่ร่มรื่น และยังขาดการนิเทศติดตามผล

2. แนวทางพัฒนา ประกอบด้วย การประชุมเชิงปฏิบัติการ การศึกษาดูงาน และ การนิเทศติดตามผล

3. ผลการบริหารจัดการงานอาคารสถานที่และสิ่งแวดล้อม โรงเรียนพะทายพิทยาคม พบว่า

3.1 ผลการบริหารจัดการในวงรอบที่ 1

3.1.1 การบริหารจัดการด้านการใช้อาคารสถานที่และสิ่งแวดล้อม พบว่า การมีส่วนร่วมของบุคลากรในโรงเรียนและชุมชนในการบริหารจัดการอาคารสถานที่และสิ่งแวดล้อม ประชาสัมพันธ์วิธีการรับบริการอาคารสถานที่และสิ่งแวดล้อม ให้บุคลากรในโรงเรียนและชุมชนได้รับทราบทั่วกัน

3.1.2 การบริหารจัดการด้านการบำรุงรักษาอาคารสถานที่และสิ่งแวดล้อม พบว่า จากการวางแผนการดำเนินงานไว้อย่างชัดเจน มีการส่งเสริมให้บุคลากรในโรงเรียนและชุมชนได้มีส่วนร่วม มีการตกแต่งอาคารสถานที่และสิ่งแวดล้อมให้เอื้อต่อการเรียนการสอนและเหมาะสมเป็นแหล่งเรียนรู้

3.1.3 การบริหารจัดการด้านการควบคุมดูแลอาคารสถานที่และสิ่งแวดล้อม พบว่า ชุมชนมีส่วนร่วมในการควบคุมดูแลอาคารสถานที่และสิ่งแวดล้อม ตามความจำเป็น ส่งผลให้เอื้อต่อการเรียนการสอนและเหมาะสมเป็นแหล่งเรียนรู้ของนักเรียนมากขึ้นกว่าเดิม

3.1.4 การบริหารจัดการด้านการประเมินผลการใช้อาคารสถานที่และสิ่งแวดล้อม พบว่า มีการแต่งตั้งคณะกรรมการสำรวจทรัพย์สินและประเมินอายุการใช้งานอาคารสถานที่และสิ่งแวดล้อมอย่างต่อเนื่องทุกปี

3.2 ผลการบริหารจัดการในวงรอบที่ 2 พบว่า การบริหารจัดการงานอาคารสถานที่และสิ่งแวดล้อม ที่ได้รับการบริหารจัดการ ในวงรอบที่ 2 มี 1 ด้าน คือ การบริหารจัดการด้านการบำรุงรักษาอาคารสถานที่และสิ่งแวดล้อม พบว่า ผลการประเมินเป็นที่น่าพอใจของกลุ่มผู้ร่วมวิจัย และมีค่าเฉลี่ยของคะแนนวงรอบที่ 1 ( =3.43) และวงรอบที่ 2 ( =4.38) โดยรวมเพิ่มขึ้น (0.95) ทำให้กลุ่มผู้ร่วมวิจัย มีความรู้ ความเข้าใจ เกิดทักษะและมีแนวทางในการบริหารจัดการงานอาคารสถานที่และสิ่งแวดล้อมได้ชัดเจนยิ่งขึ้น

This research process participatory action research: The objective is to 1) The study state and problem the management of the building and the environment. 2) The develop guidelines for management of the building and the environment. 3) Thetracked development the management of the buildings and the environment. The Process action research performed 2 cycles, each cycle consists of four steps : Step 1 Planning, Step 2 Action, Step 3 Observation, Step 4 Reflection. The purpose of this research was : the joint research of 20 people and a number of 23 people, including 43 instruments were interview, observation and questionnaire. The data were analyzed using quantitative statistical averages, percentage, standard deviation. Monitoring of qualitative information. The researchers analyzed the content analysis classification and content offered by the sort presented a descriptive study.

The research found that :

1.1 The state the development management of the building and the environment at Pathaypittayacom School, found that : The state the management of the building and the environment. The overall, medium level (=2.66). When the aspects by sort  most to least from the first three, including : The control of the building and the environment (=2.66). The maintenance of the building and the environment (=2.70). The use of the building and the environment (=2.52).

1.2 The problem the development management of the building and the environment at Pathaypittayacom school, found that : 1) The teachers to lacked of knowledge, understanding the management of the building and the environment.2) The lack of communities involvement in the development and the management of the buildings and the environment. 3) The lack of funding in the management of the building and the environment is not enough. 4) The lacked of the personnel who provide directing help instructions on the management of the building and the environment.

2. The establish guidelines the development management of the building and the environment at Pathaypittayacom school, found that :

2.1 The workshop on "The management of the building and the environment" on 20 October 2014.

2.2 The study visit prototype schools. The management the development of the building and the environment locations study visit Ban Pang school under the Secondary Educational Service Area Office 22. On 21 October 2014.

2.3 The supervisory tracking the development management of the building and the environment at Pathaypittayacom school, In the first round between 24 December 2014-31 March 2015 and the second round between 1-30 April 2015.

3. The development management of the building and the environment at Pathaypittayacom school, found that :

3.1 The workshop , found that : The co-research have to interesting the enthusiasm, intended listen and participants simultaneously. The teacher knowledge, Understanding about management of the building and the environment and not know the guidelines for management of the building and the environment.

3.2 The study visit prototype schools The researcher and co-researcher the study visit at Ban Phang Phithayacom School, found that : the co-researcher saw an example and knowledge understanding about the development of the building and the environment, found that : the co-researcher have knowledge, the skills and guidelines management of the building and the environment more clearly.

3.3 The supervisory tracking The performance of the first round, found that : The teacher knowledge understanding about the development of the building and the environment. The assessment in field the maintenance of the buildings and the environment. Not meet the criteria of assessment. Which must have supervisory follow-up in the second round.
