การวิจัยครั้งนี้มีความมุ่งหมายเพื่อ 1) ศึกษาคุณลักษณะของผู้บริหารสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษานครพนม เขต 2 2) เปรียบเทียบคุณลักษณะของผู้บริหารสถานศึกษา จำแนกตาม ตำแหน่ง ขนาดโรงเรียน เขตอำเภอ 3) เพื่อหาแนวทางการพัฒนาคุณลักษณะของผู้บริหารสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษานครพนม เขต 2 กลุ่มตัวอย่าง ได้แก่ ผู้บริหารสถานศึกษาและครู ในโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษานครพนม เขต 2 ในปีการศึกษา 2557 รวมทั้งสิ้น 320 คน จำแนกเป็นผู้บริหารสถานศึกษาจํานวน 33 คนและครู จํานวน 287 คน เครื่องมือที่ใช้ในการรวบรวมคือ แบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ ข้อมูลได้แก่ ค่าร้อยละ (Percentage) ค่าเฉลี่ย () ส่วนเบี่ยงเบนมาตรฐาน (S.D.) สถิติที่ใช้ในการทดสอบสมมติฐาน (t-test) และ (F – test) เมื่อพบความแตกต่างทดสอบเป็นรายคู่ด้วย LSD

ผลการวิจัยพบว่า

1.  คุณลักษณะของบริหารสถานศึกษาสังกัดสํานักงานเขตพื้นที่การศึกษาประถมศึกษานครพนมเขต 2  ตามความคิดเห็นของผู้บริหารสถานศึกษา และครู โดยภาพรวม อยู่ในระดับมาก

2. คุณลักษณะของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษานครพนม เขต 2 ตามทัศนะของผู้บริหารสถานศึกษา และครู ในภาพรวมและรายด้านพบว่า ไม่แตกต่างกัน

3.  คุณลักษณะของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษานครพนม เขต 2 ตามทัศนะของผู้บริหารสถานศึกษา และครู จำแนกตามขนาดโรงเรียน ในภาพรวมไม่แตกต่างกัน ด้านบุคลิกภาพมีความแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05

4.  คุณลักษณะของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษานครพนม เขต 2 ตามทัศนะของผู้บริหารสถานศึกษา และครู จำแนกตามเขตอำเภอ ในภาพรวมและรายด้านไม่แตกต่างกัน

5.  การวิจัยครั้งนี้ผู้วิจัยได้เสนอแนวทางการพัฒนาคุณลักษณะของผู้บริหารสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษานครพนม เขต 2 ด้านที่ควรได้รับการพัฒนา คือด้าน คุณธรรม จริยธรรมมีแนวทางการพัฒนา คือ ทำแผนพัฒนาคุณธรรมจริยธรรม ศึกษาเอกสารคู่มือการปฏิบัติงาน เข้าร่วมพิธีการต่าง ๆ ในสังคม การศึกษาดูงาน การศึกษาต่อ การเข้ารับการฝึกอบรม การเข้าร่วมประชุมสัมมนาวิชาการ บทบาทและหน้าที่ของผู้บริหารสถานศึกษา บทบาทของสถานศึกษาในการพัฒนาคุณธรรม จริยธรรม ทำโครงการผู้บริหารดีเด่น

The purposes of this research were to: 1.)examine the level of desirable characteristics of school administrators  in schools,  2.) compare the desirable characteristics of school administrators classified by position attained, school size and district of location, 3.) find out guidelines for developing characteristics of school administrators in schools under the Office of NakhonPhanom Primary Educational Service Area 2.The sampling group included 33 school administrators and 287   teachers in schools in the academic year 2014 -a total of 320 participants. The research instrument was a set of questionnaires. The statistics used for analyzing data were percentage, mean (), standard deviation(S.D.), t-test (Independent Samples) , F-testand a pairwise test  with LSD.

The results of this study were:

1.  The desirable characteristics of the school administrators as perceived by the school administrators and teachers in the schools under the Office of NakhonPhanom Primary Educational Service Area 2 were at a high level.

2. The overall desirable characteristics of the school administrators in the opinions of the school   administrators and teachers in the schools showed no significant differences.

3.  There were no significant differences in the desirable characteristics of the school administrators in the perception of the school administrators and teachers classified by school size as a whole. In case of personality, there was a difference at the .05 level of significance.

4. There were no significant differences on the characteristic of the school administrators classified by district of school location in general and in particular.

5.The researcher proposed guidelines in developing the school administrators’ characteristics  in the aspects  that should be developed  on: morality, ethics developed through by a plan of morality and ethics development, a study on  manuals of performance, attending social ceremonies, study tours, study leaves, training sessions, attending seminars, academic training sessions, functions  and duties of school administrators ,roles of schools in developing morality and ethics, and creation of outstanding school administrator project as well.
