การวิจัยครั้งนี้มีความมุ่งหมายเพื่อศึกษา  ความคาดหวังต่อการดำเนินงาน   ตามมาตรฐานของศูนย์พัฒนาเด็กเล็ก สังกัดองค์กรปกครองส่วนท้องถิ่น จังหวัดสกลนคร กลุ่มตัวอย่างที่ใช้ในการวิจัย ได้แก่ นักวิชาการศึกษา  ครูผู้ดูแลเด็ก  ผู้ปกครอง จำนวน  380 คน ได้มาโดยตารางกำหนดขนาดกลุ่มตัวอย่างของ เครจซี่และมอร์แกน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็นแบบสอบถามแบบมาตราประเมินค่า แบบสอบถามเกี่ยวกับความคาดหวังต่อการดำเนินงาน ตามมาตรฐานของศูนย์พัฒนาเด็กเล็ก สังกัดองค์กรปกครองส่วนท้องถิ่น จังหวัดสกลนคร  ค่าความเชื่อมั่น .98 สถิติที่ใช้ในการวิจัย ได้แก่ ค่าร้อยละ ค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐาน ทดสอบสมมติฐานโดยใช้การวิเคราะห์ t-test ชนิด Dependent Samples และ (F-test) ชนิด One-Way ANOVA

ผลการวิจัยพบว่า

1.  นักวิชาการศึกษา  ครูผู้ดูแลเด็ก ผู้ปกครองมีความคาดหวังต่อการดำเนินงานของศูนย์พัฒนาเด็กเล็ก สังกัดองค์กรปกครองส่วนท้องถิ่น จังหวัดสกลนคร โดยรวมอยู่ในระดับมาก (= 3.75)

2.  นักวิชาการศึกษา  ครูผู้ดูแลเด็ก ผู้ปกครอง มีความคาดหวังต่อการดำเนินงานของศูนย์พัฒนาเด็กเล็ก โดยรวมไม่แตกต่างกัน เมื่อพิจารณาเป็นรายด้าน พบว่า มาตรฐานที่ 4 ด้านวิชาการ และกิจกรรมตามหลักสูตร แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .01 มาตรฐานที่ 5 ด้านการมีส่วนร่วมและการสนับสนุนจากทุกภาคส่วน แตกต่างกัน      อย่างมีนัยสำคัญทางสถิติ ที่ระดับ .05

3.  นักวิชาการศึกษา ครูผู้ดูแลเด็ก ผู้ปกครอง ที่มีเพศแตกต่างกัน มีความคาดหวังต่อการดำเนินงานของศูนย์พัฒนาเด็กเล็ก พบว่า โดยรวมและรายด้าน ไม่แตกต่างกัน              

4.  นักวิชาการศึกษา ครูผู้ดูแลเด็ก ผู้ปกครอง ที่มีอายุแตกต่างกัน มีความคาดหวังต่อการดำเนินงานของศูนย์พัฒนาเด็กเล็ พบว่า โดยรวมแตกต่างกัน และรายด้าน พบว่า มาตรฐานที่ 6 ด้านการส่งเสริมเครือข่ายการพัฒนาเด็กปฐมวัย แตกต่างกันอย่าง   มีนัยสำคัญทางสถิติที่ระดับ .05

5. นักวิชาการศึกษา ครูผู้ดูแลเด็ก ผู้ปกครองที่มีระดับการศึกษาแตกต่างกัน   มีความคาดหวังต่อการดำเนินงานของศูนย์พัฒนาเด็กเล็ก พบว่า โดยรวมไม่แตกต่างกันและรายด้าน พบว่า มาตรฐานที่ 3 ด้านอาคารสถานที่สิ่งแวดล้อมและความปลอดภัย แตกต่างกันอย่างมีนัยสำคัญทางสถิติ  ที่ระดับ .05

6. แนวทางในการส่งเสริมการดำเนินงานตามมาตรฐานของศูนย์พัฒนา เด็กเล็ก ด้านที่ควรพัฒนา มี 2 ด้าน ประกอบด้วย มาตรฐานที่ 5 ด้านการมีส่วนร่วมและการสนับสนุนจากทุกภาคส่วน มาตรฐานที่ 6 ด้านการส่งเสริมเครือข่ายการพัฒนาเด็กปฐมวัย

This study aimed to investigate expectations toward operations based on the standards of the child development centers under Local Administration Organizations  in Sakon Nakhon. The target group consisted of educators, child caretakers, parents/guardians- a total of 380 participants collected by Krejcie  and  Morgan  Instruments used included a 5-level rating scale questionnaire on expectations toward operations based on the standards of the child development centers under Local Administration Organizations, in Sakon Nakhon with reliability of .98. Statistics employed were percentage, mean, standard deviation, t-test (Dependent Samples) and F-test (One-Way ANOVA).

Findings were as follows:

1. The educators, child caretakers and parents/guardians obtained the expectations toward the operations of the child development centers under Local Administration Organizations in Sakon Nakhon at the high level.

2. The overall expectations of the educators, child caretakers, parents/guardians toward the operations of the child development centers showed    no significant differences. When separately considered, it was found that Standard 4 on academic affairs and curriculum activities was different at the .01 level of significance. Standard 5 on participation and support from every sector significantly differed at the .05 level.

3. There were no significant in the expectations toward the operations of the child development centers among the educators, child caretakers and parents/guardians with different age in general and in particular.

4. There was a difference in the expectations toward the operations of the child development centers of the educators, child caretakers and parents/guardians as a whole and in each aspect. When each aspect was considered, it was determined that Standard 6 on network promotion of the preschool children development significantly differed at the .05 level.

5. The expectations of the educators, child caretakers and parents/guardians toward the operations of the child development centers indicated that, in general and in particular, there were no significant differences. In case of Standard 3 on physical plants, environment and security, it was found that it was significantly different at the .05 level.

6. The guidelines of the promotion on the aspects of the operations based on the standards of the child development centers that should be developed including Standard 5 on participation and support from every sector as well as Standard 5 on promotion of network development of the preschool children.
