การวิจัยครั้งนี้มีความมุ่งหมายเพื่อ 1) ศึกษาสภาพ ปัญหาและประสิทธิผลของการจัดการศึกษาตามโครงการจัดการเรียนการสอนตามหลักสูตรกระทรวงศึกษาธิการเป็นภาษาอังกฤษ ของโรงเรียนในสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 22 และ 23  2) เปรียบเทียบสภาพ ปัญหาและประสิทธิผลของการจัดการศึกษาตามโครงการจัดการเรียนการสอนตามหลักสูตรกระทรวงศึกษาธิการเป็นภาษาอังกฤษ ของโรงเรียนมัธยมศึกษา จำแนกตามความคิดเห็นของผู้บริหารสถานศึกษา หัวหน้าโครงการและครูผู้สอนในโครงการและขนาดโรงเรียน 3) แนวทางพัฒนาการจัดการศึกษาตามโครงการจัดการเรียนการสอนตามหลักสูตรกระทรวงศึกษาธิการเป็นภาษาอังกฤษในโรงเรียนมัธยมศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 22 และ 23 กลุ่มตัวอย่างที่ใช้ในการศึกษาครั้งนี้ ประกอบด้วย ผู้บริหารสถานศึกษา จำนวน 55 คน หัวหน้าโครงการ จำนวน 12 คน  ครูผู้สอนในโครงการ จำนวน 103 คน รวมทั้งสิ้น จำนวน 170 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลครั้งนี้เป็นแบบสอบถามแบบมาตราส่วนประมาณค่า 5 ระดับและแบบสัมภาษณ์  สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าร้อยละ ค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐาน ทดสอบสมมติฐานโดยใช้การวิเคราะห์ t-test และค่าเอฟ F-test (One-way ANOVA) และการทดสอบความแตกต่างระหว่างค่าเฉลี่ยรายคู่โดยใช้วิธีการของ scheffe’s

ผลการวิจัยพบว่า

1. สภาพของการจัดการศึกษาตามโครงการจัดการเรียนการสอนตามหลักสูตร กระทรวงศึกษาธิการเป็นภาษาอังกฤษ ในโรงเรียนมัธยมศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 22 และ 23 โดยรวมและรายด้าน อยู่ในระดับมาก

2. ผลการเปรียบเทียบสภาพของการจัดการศึกษา จำแนกตามความคิดเห็นของผู้บริหารสถานศึกษา หัวหน้าโครงการและครูผู้สอนในโครงการ โดยรวมและรายด้าน พบว่า ไม่แตกต่างกัน

3. ผลการเปรียบเทียบสภาพของการจัดการศึกษา จำแนกตามขนาดของโรงเรียน โดยรวมและรายด้าน พบว่า แตกต่างกันอย่างมีนัยสำคัญที่ระดับ .01    

4. ปัญหาของการจัดการศึกษาตามโครงการจัดการเรียนการสอนตามหลักสูตร กระทรวงศึกษาธิการเป็นภาษาอังกฤษ โดยรวมและรายด้าน อยู่ในระดับปานกลาง

5. ผลการเปรียบเทียบปัญหาของการจัดการศึกษา จำแนกตามความคิดเห็นของผู้บริหารสถานศึกษา หัวหน้าโครงการและครูผู้สอนในโครงการ โดยรวม พบว่า แตกต่างกัน เมื่อพิจารณารายด้าน พบว่า ด้านนโยบาย กลยุทธ์และการบริหารจัดการ แตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ .05 ส่วนด้านหลักสูตร การจัดการเรียนรู้ การวัดและประเมินผล พบว่า ไม่แตกต่างกัน

6. ผลการเปรียบเทียบปัญหาของการจัดการศึกษา จำแนกตามขนาดของโรงเรียน โดยรวมและรายด้าน แตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ .01

7. ประสิทธิผลของการจัดการศึกษาตามโครงการจัดการเรียนการสอนตามหลักสูตร กระทรวงศึกษาธิการเป็นภาษาอังกฤษ ด้านคุณภาพผู้เรียน พบว่า อยู่ในระดับปานกลาง เมื่อพิจารณาเป็นรายมาตรฐาน พบว่า ทุกมาตรฐานอยู่ในระดับปานกลาง

8. ผลการเปรียบเทียบประสิทธิผลของการจัดการศึกษา จำแนกตามความคิดเห็นของผู้บริหารสถานศึกษา หัวหน้าโครงการและครูผู้สอนในโครงการ ด้านคุณภาพนักเรียน พบว่า แตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ .01

9. ผลการเปรียบเทียบประสิทธิผลของการจัดการศึกษา จำแนกตามขนาดของโรงเรียน ด้านคุณภาพผู้เรียน พบว่า ไม่แตกต่างกัน

10. แนวทางที่เหมาะสมในการพัฒนาการจัดการศึกษาตามโครงการจัดการเรียนการสอนตามหลักสูตรกระทรวงศึกษาธิการเป็นภาษาอังกฤษ ที่มีสภาพและประสิทธิผลต่ำกว่าค่าเฉลี่ยรวม และมีปัญหาสูงกว่าค่าเฉลี่ยรวม โดยมีทั้งหมด 2 ด้าน หลักสูตร การจัดการเรียนรู้ และการวัดและประเมินผล 

The purpose of this research aimed to1) investigate the states, problems and effectiveness of the English Program Project based on the curriculum of the Ministry of Education in the Offices of the secondary schools under Secondary Educational Service Area 22 and 23, 2) compare the states, problems and effectiveness of the English Program Project based on the curriculum of the Ministry of Education 3) find out guidelines to develop the states, problems and effectiveness of the English Program Project based on the curriculum of the Ministry of Education under The Offices of the Secondary Educational Service Area 22 and 23. The samples were 170 participants including 55 school administrators, 12 heads of the Project and 103 project teachers.  Tools used to collect data were a 5-level rating scale questionnaire and a form of interview. Statistics used for data analysis were percentage, mean, standard deviation, T-test , F-test (One-way ANOVA), and Pairwise Differences of Means using Scheffe’s method.

The findings were as follows:

1. The states of the English Program Project based on the curriculum of the Ministry of Education in the Offices of the secondary schools under Secondary Educational Service Area 22 and 23, as a whole and in each aspect, were at the high level.

2. There were no significant differences in the   comparison of the states of the English Program Project based on the curriculum of the Ministry of Education as perceived by the school administrators, heads of the project, and project teachers in general and in particular.

3. The results of the comparison of the states of the English Program Project based on the curriculum of the Ministry of Education classified by schools size, as a whole and in each aspect, were significantly different at the .01 level.

4. The problems of the English Program Project based on the curriculum of the Ministry of Education in the secondary schools under The Offices of Secondary Educational Service Area 22 and 23, as a whole and in each aspect, were at the moderate level.

5. The results of the comparison of the problems of the English Program Project based on the curriculum of the Ministry of Education as perceived by the school administrators, heads of the project, and project teachers were significantly different at the .05 level. When separately considered, it was found that the aspects on policy, strategy and management were significantly different at the .05 level whereas the aspects on curriculum, learning management, measurement and evaluation showed no significant differences.

6. The results of comparison of the problems of the English Program Project based on the curriculum of the Ministry of Education classified by schools size, in general and in particular, were significantly different at the .01 level.

7. The effectiveness of the English Program Project based on the curriculum of the Ministry of Education on the learners’ quality was at the moderate level. When each aspect was considered, it was determined that every standard was at the moderate level.

8. The results of the comparison of effectiveness of the English Program Project based on the curriculum of the Ministry of Education in the perception of the school administrators, heads of the project, and project teachers on the quality of learners were significantly different at the .01 level.

9. There was a difference on the effects of the comparison of effectiveness of the English Program Project based on the curriculum of the Ministry of Education classified by school size on the quality of learners showed no significantly differences.

10. The proposed guidelines for developing the English Program Project Based on the curriculum of the Ministry of Education under the Offices of the Secondary Educational Service Area 22 and 23 condition and results below average overall and a higher problem than average as well 2 aspects consisted of the following aspects: curriculum, learning management, as well as measurement and evaluation.
