การวิจัยเชิงปฏิบัติการครั้งนี้มีความมุ่งหมายเพื่อ  1) ศึกษาสภาพและปัญหาเกี่ยวกับการดำเนินงานทะเบียนและวัดผลโรงเรียนบ้านดงสง่า สำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนคร เขต 2    2) หาแนวทางการพัฒนาศักยภาพครูในการดำเนินงานทะเบียนและวัดผลโรงเรียนบ้านดงสง่า สำนักงานเขตพื้นที่การศึกษาประถม ศึกษาสกลนคร เขต 2  3) ติดตามผลการพัฒนาศักยภาพครูในการดำเนินงานทะเบียนและวัดผล  โรงเรียนบ้านดงสง่า สำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนคร เขต 2  กระบวนการในการดำเนินการวิจัย ประกอบด้วย  4 ขั้น คือ ขั้นที่ 1  ร่วมการวางแผน (Planning) ขั้นที่ 2 การปฏิบัติการ (Action) ขั้นที่ 3 การสังเกตการณ์(Observation) ขั้นที่ 4 การสะท้อนกลับ (Reflection) กลุ่มเป้าหมาย คือ กลุ่มผู้วิจัย จำนวน 10  คน ประกอบด้วยผู้วิจัยจำนวน 1 คน ผู้ร่วมวิจัยจำนวน 9 คน และกลุ่มผู้ให้ข้อมูล จำนวน 20 คน เครื่องมือที่ใช้ในการวิจัย ประกอบด้วย  แบบสัมภาษณ์  แบบบันทึกการประชุม  แบบประเมินผล  แบบสังเกตพฤติกรรม และ แบบบันทึกการนิเทศติดตามผล การวิเคราะห์ข้อมูลใช้สถิติพื้นฐานในการวิเคราะห์ ได้แก่  ค่าร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน การตรวจสอบข้อมูลเชิงคุณภาพทำการวิเคราะห์เนื้อหา     จัดหมวดหมู่ของเนื้อหาและนำเสนอข้อมูลเชิงพรรณนาวิเคราะห์

ผลการวิจัย พบว่า

1.  สภาพและปัญหาเกี่ยวกับการพัฒนาศักยภาพครูในการดำเนินงานทะเบียนและวัดผล โรงเรียนบ้านดงสง่า สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนคร เขต 2 เป็นดังนี้

1.1  สภาพของงานทะเบียนและวัดผล พบว่า การจัดเก็บข้อมูลงานทะเบียนและวัดผลส่วนใหญ่อยู่ในรูปของแฟ้มเอกสาร การจัดทำเอกสารงานทะเบียนและวัดผลด้วยการเขียน ตัดสินผลการเรียนโดยการใช้เครื่องคิดเลข ครูขาดความรู้ความเข้าใจในการใช้โปรแกรมงานทะเบียนและวัดผล

1.2  ปัญหาของงานทะเบียนและวัดผล พบว่า การจัดทำเอกสารงานทะเบียนและวัดผลมีความล่าช้า ใช้เวลามาก การจัดเก็บข้อมูลไม่เป็นระบบ ข้อมูลไม่เป็นปัจจุบัน ไม่ทันต่อความต้องการของผู้ใช้บริการ

2.  การหาแนวทางการพัฒนาศักยภาพครูในการดำเนินงานทะเบียนและวัดผล โรงเรียนบ้านดงสง่า สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนคร    เขต 2 ประกอบด้วย 3 แนวทาง คือ การประชุมเชิงปฏิบัติการ  การปฏิบัติการใช้โปรแกรมงานทะเบียนและวัดผล  การนิเทศภายในโดยวงรอบที่ 1 ใช้การนิเทศแบบกัลยาณมิตรนิเทศและวงรอบที่ 2 ใช้การนิเทศแบบให้คำชี้แนะ

3. การติดตามผลการพัฒนาศักยภาพครูในการดำเนินการใช้งานโปรกรมงานทะเบียนและวัดผลโรงเรียนบ้านดงสง่า  สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนคร เขต 2  พบว่า ครูมีความรู้ความเข้าใจเกี่ยวกับงานทะเบียนและวัดผลเพิ่มขึ้นจากระดับน้อยที่สุด ( = 1.44) เพิ่มเป็นระดับมาก  ( = 4.11)  ผู้ร่วมวิจัยทุกคนมีทักษะการใช้โปรแกรมงานทะเบียนวัดผล การจัดเก็บข้อมูลเป็นระบบ สะดวก รวดเร็ว   ง่ายในการสืบค้นข้อมูล ข้อมูลเป็นปัจจุบัน ผู้ใช้พึงพอใจในการให้บริการงานทะเบียนและวัดผลอยู่ในระดับมาก ( = 4.34)

The purposes of this action research were to: 1) study conditions and problems in the Register and Educational Evaluation at Dongsanga School under the Office of Sakon Nakhon Education Service Area 2 2) find out guidelines in the development of Teacher’s Potentiality on the Register and Educational Evaluation at Dongsanga School under the Office of Sakon Nakhon Education Service Area 2 3) monitor results of the Development of Teacher’s Potentiality in the Register and Educational Evaluation at Dongsanga School under the Office of Sakon Nakhon Education Service Area 2The research methodology was consisted of 4 steps as following: Planning, Action, Observation and Reflection. The target was 10 researchers included a researcher, 9 co-researchers and 20 samples. The research instruments used were: interview forms, minutes of the meeting, assessment forms, behavior observation forms, and internal supervision forms. The statistics used in analyzing data were: percentage, mean, and standard deviation. The qualitative data checking was checked by content analysis, content classification and descriptive content presentation

The results of the study were as follows:

1. The conditions and the problems in the register and educational evaluation at Dongsanga School under the Office of Sakon Nakhon Education Service Area 2 revealed that:

1.1 The conditions in the register and educational evaluation were found that the most of the data storages were kept in document folders, the Register and Educational  Evaluation was managed by hand, a calculator was used for the learning evaluation. The teacher lacked of knowledge about the register and educational  evaluation program.

1.2 The problems in the register and educational evaluation were found that the Register and Educational Evaluation was late and spent too times, the data storages were muddled, the data was not up-to-date and the customers were not convenient for their needs. 

2. Finding out guidelines in the Development of Teacher’s Potentiality in the Register and Educational Evaluation at Dongsanga School under the Office of Sakon Nakhon Education Service Area 2 was consisted of 3 guidelines as following: a workshop, implementation for using the Register and Educational Evaluation program, the internal supervision in ring 1 was a friendly style and the internal supervision in ring 1 was a suggestion style.

3. Monitoring results of the development of Teacher’s Potentiality in the Register and Educational Evaluation at Dongsanga School under the Office of Sakon Nakhon Education Service Area 2 was found that the teachers understood about the Register and Educational Evaluation program higher from the least level  ( = 1.44) to the high level ( = 4.11), all of co-researchers was able to use the register and educational evaluation program, the data storages were systematically managed,  convenient, fast, up-to-date and easy to search. The study showed that customers’ satisfaction level was at high level in the Register and Educational Evaluation program service ( = 4.34).
