1. สภาพการดำเนินงานตามโครงการส่งเสริมนิสัยรักการอ่านของโรงเรียน โดยรวมและรายด้านทุกด้านอยู่ในระดับมาก ส่วนปัญหา โดยรวมและรายด้านทุกด้านอยู่ในระดับน้อย

2. สภาพและปัญหาการดำเนินงานตามโครงการส่งเสริมนิสัยรักการอ่านของโรงเรียน จำแนกตามสถานภาพการดำรงตำแหน่ง พบว่า ทั้งโดยรวมและรายด้านทุกด้าน แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .01

3. สภาพและปัญหาการดำเนินงานตามโครงการส่งเสริมนิสัยรักการอ่านของโรงเรียน จำแนกตามประสบการณ์ในการปฏิบัติงาน พบว่า ทั้งโดยรวมและรายด้านทุกด้าน แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .01

4. แนวทางการยกระดับการพัฒนาโครงการส่งเสริมนิสัยรักการอ่านของโรงเรียน สังกัดสำนักการศึกษา เทศบาลเมืองร้อยเอ็ด จังหวัดร้อยเอ็ด เสนอแนะไว้ 3 ด้าน ดังนี้

4.1 ด้านการส่งเสริมและพัฒนาทักษะภาษาไทยเพื่อสร้างนิสัยรักการอ่านและการเรียนรู้ ควรสนับสนุนและส่งเสริมให้ครูจัดโครงการและกิจกรรมส่งเสริมการรักการอ่านอย่างสม่ำเสมอและต่อเนื่อง

4.2 ด้านการส่งเสริมและพัฒนาห้องสมุดมีชีวิต ควรอนุมัติงบประมาณเพื่อนำมาพัฒนาและปรับปรุงห้องสมุด ให้มีสื่อการอ่าน กิจกรรม วิจัยและนวัตกรรมการอ่านที่หลากหลาย

4.3 ด้านการส่งเสริมและพัฒนาคุณภาพครูบรรณารักษ์ ครูหรือบุคลากรที่ทำหน้าที่บรรณารักษ์ ควรสนับสนุนและส่งเสริมให้ครูบรรณรักษ์เข้ารับการอบรมสัมมนาทางวิชาการเกี่ยวกับการจัดกิจกรรมรักการอ่านเพื่อทบทวนบทบาทหน้าที่ของครูบรรณารักษ์

The purposes of this research were: 1) to examine operational conditions and problems of reading habit promotion projects in schools; 2) to compare operational conditions and problems of reading habit promotion projects in schools, as perceived by school administrators and teachers with different positions and work experiences; and 3) to establish the guidelines for developing operational conditions and problems of reading habit promotion projects in schools under the Educational Office of Roi Et Municipality in Roi Et Province. The samples consisted of a total of 171 participants including 16 school administrators and 155 teachers in the 2019 academic year. The instruments for data collection were a set of questionnaires concerning operational conditions and problems of school reading habit promotion projects with item discrimination ranging between 0.257 and 0.918 and the reliability of 0.972, and an interview form concerning the guidelines for developing school reading habit promotion projects. The statistics for data analysis were mean, standard deviation, t-test (Independent Samples) and One – Way ANOVA.

The findings were as follows:

1. The operational conditions of school reading habit promotion projects, as a whole and each aspect were at a high level, whereas the problems were at a low level.

2. The operational conditions and problems of school reading habit promotion projects as perceived by participants with different positions, as a whole and each aspect, were different at a statistical significance of the .01 level.

3. The operational conditions and problems of school reading habit promotion projects as perceived by participants with different work experiences, as a whole and each aspect, were different at a statistical significance of the .01 level.

4. The proposed guidelines for the development of reading habit promotion projects in schools under the Educational Office of Roi Et Municipality in Roi Et Province were presented as follows:

4.1 In terms of promotion and development of Thai language skills for reading and learning habits, schools should support and encourage teachers to organize reading habits promotion projects and activities regularly and continuously.

4.2 In terms of promotion and development of live libraries, budget should be allocated for library development and improvement to provide a wide range of resources and services including reading media, related reading activities, research and reading innovation.

4.3 Regarding the promotion and development of teacher librarians, teachers or personnel working as librarians, schools should support and encourage teacher librarians to attend academic seminars about reading activities to fulfill their roles.
