การวิจัยครั้งนี้มีจุดหมายเพื่อ 1) ศึกษาองค์ประกอบภาวะผู้นำของคณะกรรมการสภานักเรียน 2) สร้างและพัฒนาโปรแกรมเสริมสร้างภาวะผู้นำของคณะกรรมการสภานักเรียน และ 3) ตรวจสอบและประเมินประสิทธิผลของโปรแกรมเสริมสร้างภาวะผู้นำของคณะกรรมการสภานักเรียน การวิจัยครั้งนี้ใช้ระเบียบวิธีการวิจัยและพัฒนา (Research and Development : R&D) โดยแบ่งเป็น 3 ระยะ คือ ระยะที่ 1 ศึกษาองค์ประกอบภาวะผู้นำของคณะกรรมการสภานักเรียน ระยะที่ 2 สร้างและพัฒนาโปรแกรมเสริมสร้างภาวะผู้นำของคณะกรรมการสภานักเรียน และระยะที่ 3 ตรวจสอบและประเมินประสิทธิผลของโปรแกรมเสริมสร้างภาวะผู้นำของคณะกรรมการสภานักเรียน โดยกลุ่มตัวอย่างในการทดลองใช้โปรแกรมเสริมสร้างภาวะผู้นำของคณะกรรมการสภานักเรียนได้จากการเลือกแบบเจาะจง (Purposive sampling) และสมัครใจ ประกอบด้วย คณะกรรมการสภานักเรียนในโรงเรียนมัธยมศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 22 และ 23 จาก 3 จังหวัด ได้แก่ จังหวัดสกลนคร จังหวัดนครพนม และจังหวัดมุกดาหาร ประจำปีการศึกษา 2563 จำนวน 24 คน เครื่องมือที่ใช้ในการประเมินประสิทธิผลของโปรแกรมเสริมสร้างภาวะผู้นำของคณะกรรมการสภานักเรียน ประกอบด้วย 1) แบบประเมินความรู้ภาวะผู้นำของคณะกรรมการสภานักเรียน ก่อนและหลังการเข้าร่วมโปรแกรม 2) แบบประเมินทักษะภาวะผู้นำของคณะกรรมการสภานักเรียน ก่อนและหลังการเข้าร่วมโปรแกรม และ 3) แบบประเมินความพึงพอใจหลังการเข้าร่วมโปรแกรม ของคณะกรรมการสภานักเรียนและผู้สังเกตการณ์ วิเคราะห์ข้อมูลโดยใช้ ค่าร้อยละ ค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐาน และค่าที (t-test)

ผลการวิจัยพบว่า

1. องค์ประกอบภาวะผู้นำคณะกรรมการสภานักเรียนในโรงเรียนมัธยมศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 22 และ 23 มี 4 องค์ประกอบ คือ 
1) มนุษยสัมพันธ์ 2) ความรับผิดชอบ 3) การตัดสินใจ และ 4) การสร้างทีมงาน 

2. โปรแกรมเสริมสร้างภาวะผู้นำคณะกรรมการสภานักเรียนในโรงเรียนมัธยมศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 22 และ 23 แบ่งเป็น 2 ส่วน ดังนี้ 1) โปรแกรมเสริมสร้างภาวะผู้นำของคณะกรรมการสภานักเรียน ประกอบด้วย 6 องค์ประกอบ คือ หลักการและเหตุผล วัตถุประสงค์ รูปแบบวิธีการเสริมสร้างภาวะผู้นำ เนื้อหาสาระ กิจกรรมการพัฒนา และการวัดและประเมินผล และ 2) คู่มือประกอบการใช้โปรแกรมเสริมสร้างภาวะผู้นำของคณะกรรมการสภานักเรียน ประกอบด้วย คู่มือเสริมสร้างภาวะผู้นำ 4 เล่ม คือ ด้านการเสริมสร้างภาวะผู้นำ ด้านมนุษยสัมพันธ์ ด้านความรับผิดชอบ ด้านการตัดสินใจ และด้านการสร้างทีมงาน

3. ผลการประเมินประสิทธิผลของโปรแกรมเสริมสร้างภาวะผู้นำคณะกรรมการสภานักเรียนในโรงเรียนมัธยมศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 22 และ 23 โดยการทดลองใช้ มีรายละเอียดดังนี้ 1) ความรู้ภาวะผู้นำหลังการเข้าร่วมทดลองใช้โปรแกรมเสริมสร้างภาวะผู้นำของคณะกรรมการสภานักเรียนสูงกว่าก่อนเข้าร่วมโปรแกรมเสริมสร้างภาวะผู้นำของคณะกรรมการสภานักเรียน อย่างมีนัยสำคัญทางสถิติที่ .01 2) ทักษะภาวะผู้นำหลังการเข้าร่วมทดลองใช้โปรแกรมเสริมสร้างภาวะผู้นำของคณะกรรมการสภานักเรียน สูงกว่าก่อนเข้าร่วมโปรแกรมเสริมสร้างภาวะผู้นำของคณะกรรมการสภานักเรียน อย่างมีนัยสำคัญทางสถิติที่ .01 และ 3) ความพึงพอใจหลังการเข้าร่วมโปรแกรมเสริมสร้างภาวะผู้นำของคณะกรรมการสภานักเรียน ของผู้เข้าร่วมทดลองใช้โปรแกรม อยู่ในระดับมากที่สุด

The purposes of this research were to: 1) examine components of leadership of student council committees, 2) construct and develop the leadership enhancement program for student council committees, and 3) validate and assess the efficiency of the developed program. This Research and Development (R&D) was performed in three phases: Phase I- Investigation of leadership components of student council committees, Phase II- Construction and development of the leadership enhancement program for student council committees, and Phase III- Validation and evaluation of program efficiency. The developed program was implemented with a sample of 24 members of student council committees, selected through a purposive sampling technique and volunteering in secondary schools under the Secondary Educational Service Area Office 22 and 23 (SESAO) in the academic year 2020 from three provinces, including Sakon Nakhon, Nakhon Phanom, and Mukdahan. The tools for evaluating the efficiency of the developed program included: 1) a leadership knowledge assessment form for student council committee members before and after the intervention; 2) a leadership skills assessment form of student council committee members before and after the intervention; and 3) a satisfaction assessment of participants and observers after the intervention. Statistics for data analysis were percentage, mean, standard deviation, and t-test.

The findings were as follows:

1. The leadership of student council committees in secondary schools under the SESAO 22 and 23 consisted of four components: 1) Human relationship, 
2) Responsibility, 3) Decision making, and 4) Team building. 

2. The leadership enhancement program for student council committee in secondary schools under the SESAO 22 and 23 consisted of two parts: 1) The leadership enhancement program for student council committees comprised six components, including rational, objectives, methods for leadership development, contents, activities, and measurement and evaluation, and 2) The application handbooks on leadership enhancement development for student council committees comprised four volume of leadership user’s manuals, namely leadership building, human relationship, responsibilities, decision making, and teamwork building. 

3. The results of efficiency assessment of the developed program implementation revealed that: 1) Leadership knowledge of student council committee members after the intervention was significantly higher than that of before at the statistical significance of .01 level, 2) Leadership skills of student council committee members after the intervention were significantly higher than those of before the intervention at the statistical significance of .01 level, and 3) The satisfaction of program participants and observers after the intervention was at the highest level.
