การวิจัยครั้งนี้มีความมุ่งหมายเพื่อ 1) ศึกษาระดับสมรรถนะของผู้บริหารโรงเรียน 2) ศึกษาระดับประสิทธิผลการบริหารงานวิชาการของโรงเรียน 3) ศึกษาความสัมพันธ์ระหว่างสมรรถนะผู้บริหารกับประสิทธิผลการบริหารงานวิชาการของโรงเรียน 4) ศึกษาอำนาจพยากรณ์สมรรถนะผู้บริหารที่ส่งผลต่อประสิทธิผลการบริหารงานวิชาการของโรงเรียน และ 5) หาแนวทางที่เหมาะสมในการพัฒนาสมรรถนะผู้บริหารที่ส่งผลต่อประสิทธิผลการบริหารงานวิชาการของโรงเรียนในสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 22 กลุ่มตัวอย่าง ได้แก่ ผู้บริหารโรงเรียนและครู จำนวน 354 คน กำหนดขนาดของกลุ่มตัวอย่างโดยใช้ตารางสำเร็จรูปของ Krejcie and Morgan การได้มาของกลุ่มตัวอย่างใช้วิธีการสุ่มแบบหลายขั้นตอน (Multi-stage Random Sampling) เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถามแบบมาตราส่วนประมาณค่า 5 ระดับ โดยแบบสอบถามสมรรถนะของผู้บริหารโรงเรียนมีค่าความเที่ยงตรงระหว่าง 0.60 ถึง 1.00 ค่าอำนาจจำแนกระหว่าง 0.32 ถึง 0.73 และค่าความเชื่อมั่น 0.93 ส่วนแบบสอบถามประสิทธิผลการบริหารงานวิชาการของโรงเรียนมีค่าความเที่ยงตรงระหว่าง 0.60 ถึง 1.00 ค่าอำนาจจำแนกระหว่าง 0.33 ถึง 0.96 และค่าความเชื่อมั่น 0.93 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ค่าสัมประสิทธิ์สหสัมพันธ์แบบเพียรสัน และการวิเคราะห์การถดถอยพหุคูณแบบเป็นขั้นตอน

ผลการวิจัยพบว่า 

1) สมรรถนะผู้บริหารโรงเรียนในสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 22 โดยรวมและรายด้านอยู่ในระดับมาก

2) ประสิทธิผลการบริหารงานวิชาการของโรงเรียนในสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 22 โดยรวมและรายด้านอยู่ในระดับมาก

3) สมรรถนะผู้บริหารกับประสิทธิผลการบริหารงานวิชาการของโรงเรียนในสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 22 มีความสัมพันธ์กันทางบวก
ในระดับสูง อย่างมีนัยสำคัญทางสถิติที่ระดับ .01

4) สมรรถนะผู้บริหารมีอำนาจพยากรณ์ประสิทธิผลการบริหารงานวิชาการของโรงเรียนในสังกัดสํานักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 22 อย่างมีนัยสำคัญทางสถิติที่ระดับ .01 จำนวน 3 ด้าน ได้แก่ ด้านคุณลักษณะเฉพาะตัว (X4) ด้านทักษะ (X2) และด้านภาพลักษณ์ ทัศนคติ เจตคติและค่านิยมที่เหมาะสม (X3) โดยมีอำนาจพยากรณ์ร้อยละ 66.00 สามารถเขียนสมการพยากรณ์ในรูปคะแนนดิบ ได้ดังนี้ 

            Y’ = .77 + .38X4  + .26X2 + .17X3
            และสมการพยากรณ์ในรูปคะแนนมาตรฐาน ดังนี้ 
            Z’y = .46Z4 + .31Z2 + .23Z3

5. แนวทางที่เหมาะสมในการพัฒนาสมรรถนะผู้บริหารที่ส่งผลต่อประสิทธิผลการบริหารงานวิชาการของโรงเรียนในสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 22 มีจำนวน 3 ด้าน คือ ด้านคุณลักษณะเฉพาะตัว ด้านทักษะ และด้านภาพลักษณ์ ทัศนคติ เจตคติและค่านิยมที่เหมาะสม
 

The purposes of this research were to: 1) study the level of school administrators’ competencies, 2) study the level of school instructional administration effectiveness, 3) study the relationship between of administrator competencies and school instructional effectiveness, 4) investigate the predictive power of administrators’ competencies affecting school instructional administration effectiveness, and 5) create appropriate guidelines for developing administrators’ competencies affecting the instructional administration effectiveness of schools under Secondary Education Service Area Office 22. The participants of this study consisted of 354 school administrators and teachers. The sample size was determined using Krejcie and Morgan tables. The participants were selected using multi-stage random sampling. The instruments used in collection comprised a 5 level rating scale rating scale questionnaire on school administrators’ competencies, which obtained validity index between 0.60-1.00, discrimination power index between 0.32-0.73 and reliability index at 0.93 and a questionnaire on school instructional administration effectiveness, which provided validity index between 0.60-1.00, discrimination power index between 0.33 0.96 and reliability index at 0.93. The statistics employed in data analysis were frequency, percentage, mean, standard deviation, correlation coefficient of Pearson, and stepwise multiple regression analysis.

The findings were as follows.

1. The competencies of schools administrators under the Secondary Educational Service Area Office 22, as a whole and aspects, were at high levels.

2. The instructional administration effectiveness of schools under the Secondary Educational Service Area Office 22, as a whole and aspects, was at high level.

3. The competencies of administrators and the instructional administration effectiveness of schools under the Secondary Educational Service Area Office 22 obtained positive correlation with statistical significance at .01.

4. The administrators’ competencies obtained the predictive power of the instructional administration effectiveness of schools under the Secondary Educational Service Area Office 22 with statistical significance at .01 in three aspects, including personal characteristic (X4), skills (X2) and appropriate image, attitudes and values (X3) with 66.00 percent of predictive power. The equation could be summarized in raw scores as follows. 

           Y’ = .77 + .38X4 + .26X2 + .17X3
            And the predictive equation standardized score was as follows.
            Z’y = .46Z4 + .31Z2 + .23Z3

5. The guidelines for developing administrators’ competencies affecting the instructional administration effectiveness of schools under the Secondary Educational Service Area Office 22 comprised three aspects: personal characteristics, skills and appropriate image, attitudes and values.
