การวิจัยครั้งนี้มีความมุ่งหมายเพื่อ 1) ศึกษาธรรมาภิบาลและประสิทธิผลการบริหารงานตามยุทธศาสตร์ของสำนักงานพระพุทธศาสนาจังหวัดสกลนคร 2) เปรียบเทียบประสิทธิผลการบริหารงานตามยุทธศาสตร์ของสำนักงานพระพุทธศาสนาจังหวัดสกลนคร ตามปัจจัยส่วนบุคคล 3) ศึกษาอิทธิพลของธรรมาภิบาลต่อประสิทธิผลการบริหารงานตามยุทธศาสตร์ของสำนักงานพระพุทธศาสนาจังหวัดสกลนคร และ4) แนวทางการพัฒนาประสิทธิผลการบริหารงานตามยุทธศาสตร์ของสำนักงานพระพุทธศาสนาจังหวัดสกลนคร กลุ่มตัวอย่าง ได้แก่ พระสังฆาธิการในจังหวัดสกลนคร จำนวน 293 รูป โดยใช้สูตรการคำนวณของ ทาโร  ยามาเน และใช้การสุ่มตัวอย่างแบบแบ่งชั้นภูมิ รวมถึงผู้ให้ข้อมูลสำคัญ 10 ท่าน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถามมีค่าความเชื่อมั่นระหว่าง 0.791 - 0.974  และแบบสัมภาษณ์ สถิติที่ใช้ในการวิเคราะห์ ได้แก่ ค่าความถี่  ค่าร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน การทดสอบค่าที การวิเคราะห์แปรปรวนทางเดียว และการวิเคราะห์ถดถอยพหุคูณ และการวิเคราะห์เนื้อหา ผลการวิจัย พบว่า 1) ธรรมาภิบาลของสำนักงานพระพุทธศาสนาในภาพรวมอยู่ในระดับมาก ( = 4.48 ) และประสิทธิผลการบริหารงานในภาพรวมอยู่ในระดับมาก ( = 4.42) ประสิทธิผลการบริหารงานแตกต่างกันตามปัจจัยส่วนบุคคลด้านนิกายและด้านพรรษาอย่างมีนัยสำคัญทางสถิติที่ระดับ .05    ธรรมาภิบาลทั้ง 6 หลักส่งอิทธิพลต่อประสิทธิผลการบริหารงาน โดยหลักความคุ้มค่า มีค่าสัมประสิทธิ์ปรับมาตรฐานสูงที่สุด (Beta= .223) รองลงมา คือ หลักนิติธรรม (Beta= .205)  และหลักความรับผิดชอบ (Beta= .196)  ตัวแปรอิสระทุกตัวสามารถร่วมกันทำนายประสิทธิผลการบริหารงาน ได้ร้อยละ 57.70  2) แนวทางการพัฒนาประสิทธิผลการบริหารงานคือ การอุปถัมภ์คุ้มครองพระพุทธศาสนาและสนองงานกิจการคณะสงฆ์ การพัฒนาการศึกษาสงฆ์ ศาสนทายาท และการทำนุบำรุงพัฒนาวัด ศาสนสมบัติและศาสนสถาน

The purposes of this study included the following: 1) to investigate good governance and the effectiveness of the strategic management of Sakon Nakhon Buddhism Office, 2) to compare the effectiveness of the strategic management of Sakon Nakhon Buddhism Office on the basis of personal factors, 3) to examine the influences of good governance on the effectiveness of the strategic management of Sakon Nakhon Buddhism Office, and 4) to gain guidelines on developing the effectiveness of the strategic management of Sakon Nakhon Buddhism Office. Using Taro Yamane’s statistical formula and stratified random sampling techniques, the samples consisted of 293 sangha administrators and 10 key informants. The questionnaire with 0.791 - 0.974 reliability and an interview form were employed for data collection. Statistics used for data analysis were composed of frequency, percentage, mean, standard deviation, t – test, One – way ANOVA, Multiple Linear Regression Analysis, and content analysis. 

The study unveiled these results:

1. Thegood governance of Sakon Nakhon Buddhism Office, as a whole, was at the high level ( = 4.48) and the effectiveness of the management of Sakon Nakhon Buddhism Office, as a whole, was also at the high level ( = 4.42). The management effectiveness of  Sakon Nakhon Buddhism Office significantly differed at .05 statistical level on the basis of different sects and periods/years of monkhood/ordination. Six principles of good governance influenced on the management effectiveness. Of these principles, the value of the money gained the highest coefficient (Beta= .223). The rule of law gained the second highest coefficient (Beta= .205) while the accountability obtained the third highest coefficient (Beta= .196). In addition, all these independent variables could be used to correctly predict the management effectiveness 57.70%. 

2. These guidelines were suggested for developing the management effectiveness of Sakon Nakhon Buddhism Office: supporting/promoting, protecting, and fulfilling the clerical/sangha affairs; improving the education of the monks and their descendants; maintaining and restoring the temples, religious assets and compounds.
