การวิจัยครั้งนี้มีวัตถุประสงค์ 1) เพื่อศึกษาระดับการบริหารงานตามหลักธรรมาภิบาล และประสิทธิผลการบริหารงานขององค์การบริหารส่วนตำบลในเขตอำเภอเมือง จังหวัดนครพนม 2) เพื่อเปรียบเทียบความคิดเห็นที่มีต่อประสิทธิผลการบริหารงานขององค์การบริหารส่วนตำบลในเขตอำเภอเมือง จังหวัดนครพนม แตกต่างกันตามคุณลักษณะส่วนบุคคล 3) เพื่อศึกษาอิทธิพลการบริหารงานตามหลักธรรมาภิบาล ที่ส่งผลต่อประสิทธิผลการบริหารงานขององค์การบริหารส่วนตำบลในเขตอำเภอเมือง จังหวัดนครพนม กลุ่มตัวอย่างได้แก่ ประชากรมีภูมิลำเนาอาศัยอยู่ในเขตพื้นที่องค์การบริหารส่วนตำบลในเขตอำเภอเมืองนครพนม จังหวัดนครพนม จำนวนประชากร 399 คน ทำการสุ่มตัวอย่างแบบเทียบสัดส่วน (Proportional Sampling) และการสุ่มแบบง่าย (Simple Random Sampling) โดยใช้แบบสอบถามเป็นเครื่องมือในการเก็บรวบรวมข้อมูล และสถิติที่ใช้ในการวิเคราะห์ข้อมูลได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การทดสอบค่าที การวิเคราะห์ความแปรปรวนทางเดียว และการวิเคราะห์การถดถอยพหุคูณ  

ผลการวิจัยพบว่า 

1. การบริหารงานตามหลักธรรมาภิบาลขององค์การบริหารส่วนตำบลในเขตอำเภอเมือง จังหวัดนครพนม โดยภาพรวมอยู่ในระดับมาก (x =3.97) ประสิทธิผลการบริหารงานขององค์การบริหารส่วนตำบลในเขตอำเภอเมือง จังหวัดนครพนม โดยภาพรวมอยู่ในระดับมาก (x =3.95)

2. ผลการเปรียบเทียบระดับความคิดเห็นที่มีต่อประสิทธิผลการบริหารงานขององค์การบริหารส่วนตำบลในเขตอำเภอเมือง จังหวัดนครพนม เมื่อจำแนกตามคุณลักษณะส่วนบุคคลด้านอายุ ระดับการศึกษา และรายได้เฉลี่ยต่อเดือน พบว่า ประสิทธิผลการบริหารงานขององค์การบริหารส่วนตำบลในเขตอำเภอเมือง จังหวัดนครพนม ในภาพรวม มีความแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 เมื่อจำแนกตามคุณลักษณะส่วนบุคคลด้านเพศ สถานภาพ อาชีพ และตำบลที่อาศัย พบว่า ประสิทธิผลการบริหารงานขององค์การบริหารส่วนตำบลในเขตอำเภอเมือง จังหวัดนครพนม ในภาพรวม ไม่มีความแตกต่างกัน

3. การบริหารงานตามหลักธรรมาภิบาลการบริหารงานตามหลักธรรมาภิบาล หลักความรับผิดชอบ (β =.330) หลักความโปร่งใส (β =.302) หลักการมีส่วนร่วม (β =.274) หลักคุณธรรม (β =.201) หลักความคุ้มค่า (β =.191) มีอิทธิพลต่อประสิทธิผลการบริหารงานขององค์การบริหารส่วนตำบลในเขตอำเภอเมือง จังหวัดนครพนม อย่างมีนัยสำคัญทางสถิติที่ระดับ .00 หลักนิติธรรม (β =.148) มีอิทธิพลต่อประสิทธิผลการบริหารงานขององค์การบริหารส่วนตำบลในเขตอำเภอเมือง จังหวัดนครพนม อย่างมีนัยสำคัญทางสถิติที่ระดับ .01 โดย สามารถร่วมกันทำนายระดับประสิทธิผลการบริหารงานขององค์การบริหารส่วนตำบลในเขตอำเภอเมือง จังหวัดนครพนม ได้ร้อยละ 36.10
 

The purposes of this study included the following: 1) to investigate the level of work management using good governance and the effectiveness of managing Sub-district Administrative Organizations in Mueang District, Nakhon Phanom Province, 2) to compare the people’s opinions on the effectiveness of managing Sub-district Administrative Organizations in Mueang District, Nakhon Phanom Province on the basis of different personal traits, 3) to study the effects or influences of good governance on managing Sub-district Administrative Organizations in Mueang District, Nakhon Phanom Province. The samples consisted 399 population who resided in the area of Sub-district Administrative Organizations in Mueang District, Nakhon Phanom Province. The questionnaire was employed as an instrument to collect the data and statistics used for data analysis were frequency, percentage, standard deviation, t – test, One – way ANOVA, and Multiple Linear Regression Analysis. 

The study unveiled these results:

1. The work management using good governance of Sub-district Administrative Organizations in Mueang District, Nakhon Phanom Province, as a whole, was at the high level (x =3.97). Likewise, the effectiveness of managing Sub-district Administrative Organizations in Mueang District, Nakhon Phanom Province, as a whole, was at the high level (x =3.95).

2. Comparing the people’s opinions on the effectiveness of managing Sub-district Administrative Organizations in Mueang District, Nakhon Phanom Province based on their ages, educational backgrounds, and monthly incomes, it was found that the effectiveness of managing Sub-district Administrative Organizations in Mueang District, Nakhon Phanom Province, as a whole, significantly differed at .05 statistical level. Nevertheless, when comparing the people’s opinions based on their genders, statuses, careers, and inhabited sub-districts, the study showed that the effectiveness of managing Sub-district Administrative Organizations in Mueang District, Nakhon Phanom Province, as a whole, did not differ. 

3. Employing good governance to manage Sub-district Administrative Organizations in Mueang District, Nakhon Phanom Province, it was found that these principles of good governance significantly influenced or had effects on the effectiveness of managing Sub-district Administrative Organizations in Mueang District, Nakhon Phanom Province at .00 statistical level: accountability (β=.330) transparency (β=.302) participation (β=.274), ethics (β=.201), and value for money (β=.191). In addition, the rule of laws significantly influenced or had effects on the effectiveness of managing Sub-district Administrative Organizations in Mueang District, Nakhon Phanom Province at .01 statistical level; its negative correlation could be used to correctly predict the effectiveness of managing Sub-district Administrative Organizations in Mueang District, Nakhon Phanom Province 36.10%.
