การวิจัยครั้งนี้มีวัตถุประสงค์ 1) เพื่อศึกษาระดับการมีส่วนร่วมของประชาชนกับประสิทธิผลการดำเนินงานตามภารกิจถ่ายโอนของเทศบาลตำบลนาใน อำเภอพรรณานิคม  จังหวัดสกลนคร  2) เพื่อศึกษาเปรียบเทียบประสิทธิผลการดำเนินงานตามภารกิจถ่ายโอนของเทศบาลตำบลนาใน อำเภอพรรณานิคม จังหวัดสกลนคร จำแนกตามคุณลักษณะส่วนบุคคล 3) เพื่อศึกษาอิทธิพลของการมีส่วนร่วมของประชาชนที่มีต่อประสิทธิผลการดำเนินงานตามภารกิจถ่ายโอนของเทศบาลตำบลนาใน อำเภอพรรณานิคม  จังหวัดสกลนคร  กลุ่มตัวอย่าง  ได้แก่  ประชาชนทั่วไปในเขตพื้นที่เทศบาลตำบลนาใน จำนวน  381 คน  เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล  เป็นแบบสอบถามและสถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ( )  และส่วนเบี่ยงเบนมาตรฐาน (S.D.) การวิเคราะห์ความแปรปรวนทางเดียว (One way ANOVA) ใช้สถิติทดสอบที (t-test) ชนิด Independent Samples และการวิเคราะห์ การถดถอยพหุคูณ (Multiple Linear Regression)

ผลการวิจัย พบว่า

1. ประชาชนในเขตพื้นที่ตำบลนาในในภาพรวมมีความคิดเห็นเกี่ยวกับการมีส่วนร่วมของประชาชนในการดำเนินงานตามภารกิจถ่ายโอนของเทศบาลตำบลนาใน อำเภอพรรณานิคม จังหวัดสกลนคร โดยภาพรวม อยู่ในระดับมาก (  = 3.76) และมีความคิดเห็นต่อประสิทธิผลการดำเนินงานตามภารกิจถ่ายโอนของเทศบาลตำบลนาใน  อำเภอพรรณานิคม  จังหวัดสกลนคร โดยภาพรวม อยู่ในระดับมาก (  = 3.95)

2. ผลการเปรียบเทียบประสิทธิผลการดำเนินงานตามภารกิจถ่ายโอนของเทศบาลตำบลนาใน  อำเภอพรรณานิคม  จังหวัดสกลนคร  จำแนกตามคุณลักษณะส่วนบุคคล ประกอบด้วย เพศ  ระดับการศึกษา  อาชีพ  รายได้เฉลี่ยต่อเดือน โดยรวมแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05  ส่วนผลการเปรียบเทียบประสิทธิผลการดำเนินงานตามภารกิจถ่ายโอนของเทศบาลตำบลนาใน  อำเภอพรรณานิคม จังหวัดสกลนคร  จำแนกตามคุณลักษณะส่วนบุคคล ประกอบด้วย  อายุ สถานภาพ การสมรสระยะเวลาที่อยู่อาศัยในพื้นที่ไม่ความแตกต่างกันอย่างมีนัยสำคัญทางสถิติ ที่ระดับ .05

3. การมีส่วนร่วมของประชาชนมีความสัมพันธ์กับประสิทธิผลการดำเนินงานตามภารกิจถ่ายโอนของเทศบาลตำบลนาใน อำเภอพรรณานิคมจังหวัดสกลนคร ในภาพรวม อย่างมีนัยสำคัญทางสถิติที่ระดับ <.05 โดยมีความสัมพันธ์ ในระดับปานกลาง และมีความสัมพันธ์ทางบวก (r = 0.589)

4. ผลการวิเคราะห์การถดถอยพหุเพื่อพยากรณ์ปัจจัยที่ส่งผลต่อประสิทธิผลการดำเนินงานตามภารกิจถ่ายโอนของเทศบาลตำบลนาใน อำเภอพรรณานิคม  จังหวัดสกลนคร โดยใช้การวิเคราะห์การถดถอยพหุคูณ (Multiple Linear Regression) พบว่า  ด้านการมีส่วนร่วมในการดำเนินงานมีอิทธิพลสูงที่สุด(β = .555) รองลงมา คือ  ด้านการมีส่วนร่วมในการประเมินผล (β = .364) และ น้อยที่สุด คือ ด้านการมีส่วนร่วมในการได้รับผลประโยชน์ (β = .338) ตามลำดับ มีค่าสัมประสิทธิ์พยากรณ์  = .504  อธิบายได้ว่าการมีส่วนร่วมของประชาชนทำนายประสิทธิผลการดำเนินงานตามภารกิจถ่ายโอนของเทศบาลตำบลนาใน อำเภอพรรณานิคม  จังหวัดสกลนคร ได้ร้อยละ 50.40 (Adjusted R2 = .504) ส่วนอีกร้อยละ 49.60 เกิดจากอิทธิพลของตัวแปรอื่น ๆ

The research found that

2. 4. Multiple Regression Analysis Results for Predicting Factors Affecting the Performance of the Transfer Mission of Na Nai Subdistrict Municipality, Phanna Nikhom District, Sakonnakon By using multiple linear regression analysis, it was found that participation in operations had the highest influence (β = .555), followed by participation in evaluation (β =. 364) and the least is participation participation in receiving benefits (β = .338) respectively with prediction coefficient = .504. It can be explained that public participation predicts the effectiveness of the transfer mission.
