การวิจัยครั้งนี้มีวัตถุประสงค์ 1) เพื่อศึกษาระดับภาวะผู้นำการเปลี่ยนแปลงของผู้บริหาร การบริหารงานตามหลักธรรมาภิบาล และคุณภาพการบริการภาครัฐขององค์กรปกครองส่วนท้องถิ่น 2) เพื่อศึกษาอิทธิพลของภาวะผู้นำการเปลี่ยนแปลงของผู้บริหาร และการบริหารงานตามหลักธรรมาภิบาล ที่ส่งผลต่อคุณภาพการบริการภาครัฐขององค์กรปกครองส่วนท้องถิ่น กลุ่มตัวอย่างได้แก่ ประชาชนที่มีภูมิลำเนาอยู่ในเขตอำเภอกุสุมาลย์ จังหวัดสกลนคร จำนวน 400 คน โดยใช้แบบสอบถามเป็นเครื่องมือในการเก็บรวบรวมข้อมูล และสถิติที่ใช้ในการวิเคราะห์ข้อมูลได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์การถดถอยพหุคูณ

ผลการวิจัยพบว่า

1. ภาวะผู้นำการเปลี่ยนแปลงของผู้บริหารและผู้นำขององค์กรปกครองส่วนท้องถิ่น โดยภาพรวมอยู่ในระดับมาก (=4.22) การบริหารงานตามหลักธรรมาภิบาลขององค์กรปกครองส่วนท้องถิ่น โดยภาพรวมอยู่ในระดับมาก (=3.75) และคุณภาพการบริการภาครัฐขององค์กรปกครองส่วนท้องถิ่น โดยภาพรวมอยู่ในระดับมาก(=4.21)

2. ภาวะผู้นำการเปลี่ยนแปลงของผู้บริหาร และการบริหารงานตามหลัก

ธรรมาภิบาล มีอิทธิพลต่อคุณภาพการบริการภาครัฐ ขององค์กรปกครองส่วนท้องถิ่น อย่างมีนัยสำคัญทางสถิติที่ระดับ .05 โดยตัวแปรอิสระทั้ง 2 ตัวแปร สามารถร่วมกันทำนายคุณภาพการบริการภาครัฐ ขององค์กรปกครองส่วนท้องถิ่น ในเขตอำเภอกุสุมาลย์ จังหวัดสกลนคร ได้ร้อยละ 86.70

The purposes of this research included the following: 1) to study the level of transformational leadership of the administrators who employed good governance, and the service quality of the local government organizations in Kusuman District, Sakon Nakhon Province, and 2) to investigate the influences of transformational leadership and good governance on the service quality of the local government organizations.  The samples consisted of 400 people who lived in Kusuman District, Sakon Nakhon Province. The questionnaire was used as a tool for data collection and statistics employed for data analysis comprised frequency, percentage, mean, standard deviation, and Multiple Linear Regression Analysis.

The study revealed these results:

1. The transformational leadership of the administrators and leaders of the local government organizations, as a whole, was at the high level (=4.22). Good governance of the local government organizations, as a whole, was at the high level (=3.75). The service quality of the local government organizations, as a whole, was also at the high level (=4.21).

2. The transformational leadership and good governance significantly influenced on the service quality of the local government organizations at .05 statistical level. Both variables, transformational leadership and good governance, could be used to correctly predict the service quality of the local government organizations in Kusuman District, Sakon Nakhon Province 86.70%.
