การวิจัยครั้งนี้มีวัตถุประสงค์ 1) เพื่อศึกษาระดับประสิทธิผลการบริหารงานกองทุนหมู่บ้าน เทศบาลตำบลเชียงเครือ อำเภอเมืองสกลนคร จังหวัดสกลนคร 2) เพื่อเปรียบเทียบประสิทธิผลการบริหารงานกองทุนหมู่บ้าน เทศบาลตำบลเชียงเครือ อำเภอเมืองสกลนคร จังหวัดสกลนคร เมื่อจำแนกตามคุณลักษณะส่วนบุคคล 3) เพื่อศึกษาแนวทางพัฒนาประสิทธิผลการบริหารงานกองทุนหมู่บ้าน เทศบาลตำบลเชียงเครือ อำเภอเมืองสกลนคร จังหวัดสกลนคร กลุ่มตัวอย่างได้แก่ ประชาชนในเขตเทศบาลตำบลเชียงเครือ จำนวน 400 คน โดยใช้แบบสอบถามเป็นเครื่องมือในการเก็บรวบรวมข้อมูล และสถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การทดสอบค่าที และการวิเคราะห์ความแปรปรวนทางเดียว

ผลการวิจัยพบว่า

1. ประสิทธิผลการบริหารงานกองทุนหมู่บ้าน เทศบาลตำบลเชียงเครือ อำเภอเมืองสกลนคร จังหวัดสกลนคร โดยภาพรวมอยู่ในระดับปานกลาง (=2.90) เมื่อพิจารณารายด้าน พบว่า มีประสิทธิผลอยู่ในระดับปานกลางทุกด้าน โดยด้านที่มีค่าเฉลี่ยมากที่สุด คือ ด้านบริบท (=2.96) รองลงมาคือ ด้านปัจจัยนำเข้า (=2.95) ด้านผลลัพธ์ (=2.88) และด้านกระบวนการ (=2.83) ตามลำดับ

2. ผลการเปรียบเทียบความแตกต่างของความคิดเห็นต่อประสิทธิผล การบริหารงานกองทุนหมู่บ้าน เทศบาลตำบลเชียงเครือ อำเภอเมืองสกลนคร จังหวัดสกลนคร ในภาพรวม เมื่อจำแนกตามคุณลักษณะส่วนบุคคลด้านระดับการศึกษา อาชีพ และรายได้เฉลี่ยต่อเดือน พบว่า ประสิทธิผลการบริหารงานกองทุนหมู่บ้าน ในภาพรวม มีความแตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ .05 เมื่อจำแนกตามปัจจัยส่วนบุคคลด้านเพศ อายุ และหมู่บ้านที่อาศัยอยู่ พบว่า ประสิทธิผลการบริหารงานกองทุนหมู่บ้าน ในภาพรวม ไม่มีความแตกต่างกัน

3. แนวทางพัฒนาประสิทธิผลการบริหารงานกองทุนหมู่บ้าน เทศบาลตำบลเชียงเครือ อำเภอเมืองสกลนคร จังหวัดสกลนคร ได้แก่ หน่วยงานราชการ หน่วยงานที่เกี่ยวข้องควรจัดอบรมให้ความรู้เกี่ยวกับการบริหารงานกองทุนหมู่บ้าน  การเพิ่มผลผลิตให้กับภาคครัวเรือนเพื่อเป็นการเพิ่มรายได้ให้กับประชาชนในหมู่บ้าน/ชุมชนที่กู้ยืมเงินจากกองทุนหมู่บ้านไปประกอบอาชีพให้มากขึ้น และควรสนับสนุนงบประมาณสำหรับการทำกิจกรรมของหมู่บ้าน/ชุมชนในการน้อมรับหลักปรัชญาเศรษฐกิจพอเพียงมาใช้ในการบริหารงานกองทุนหมู่บ้าน

The purposes of this research included the following: 1) to study the level of the effectiveness of the administration of the village and urban community fund in Chiang Kruea Municipality, Muang District, Sakon Nakhon Province, 2) to compare the effectiveness of the administration of the village and urban community fund in Chiang Kruea Municipality, Muang District, Sakon Nakhon Province on the basis of different personal qualities, 3) to examine and obtain guidelines for developing the effectiveness of the administration of the village and urban community fund in Chiang Kruea Municipality, Muang District, Sakon Nakhon Province. The samples consisted of 400 people who resided in Chiang Kruea Municipality. The instrument used for data collection was a questionnaire and statistics employed for data analysis comprised frequency, percentage, mean, standard deviation, t – test, and One – way ANOVA.

The study revealed these results:

1. The effectiveness of the administration of the village and urban community fund in Chiang Kruea Municipality, Muang District, Sakon Nakhon Province, as a whole, was at the moderate level (=2.90).  Contemplating each aspect, it was found that every aspect was at moderate level. Of  all aspects,  the effectiveness of the context was at the highest level (=2.96); the imported factor was at the second highest level  (=2.95); the outcome was at the third highest level (=2.88); and the process was at the lowest level (=2.83) respectively.    

2.  When comparing the people’s opinions  on the effectiveness of the administration of the village and urban community fund in Chiang Kruea Municipality, Muang District, Sakon Nakhon Province on the basis of different personal qualities, it was found that people whose educational levels, careers, and monthly incomes differed, as a whole, significantly had varied opinions at .05 statistical level. Nevertheless, when comparing their opinions according to different genders, ages and residences/locations, it was found that Chiang Kruea people, as a whole, did not have different opinions on the effectiveness of the administration of the village and urban community fund.     

3. These guidelines were given for developing the effectiveness of the administration of the village and urban community fund in Chiang Kruea Municipality, Muang District, Sakon Nakhon Province.  Relevant government organizations should host the trainings to provide knowledge of administrating the village and urban community fund. In order to raise the people’s incomes, suggestions and ways to increase the products should be available for the people who borrow the loans from the village and urban community fund to do their jobs. Budget should be allocated for the people to perform the village activities. The principles of the Sufficiency Economy Theory should be adopted to manage and run the village and urban community fund.
