การวิจัยครั้งนี้มีวัตถุประสงค์ 1) เพื่อศึกษาระดับการมีส่วนร่วมของประชาชนกับประสิทธิผลการปฏิบัติหน้าที่ของกำนันผู้ใหญ่บ้านเขตอำเภอธาตุพนม จังหวัดนครพนม 2) เพื่อเปรียบเทียบประสิทธิผลการปฏิบัติหน้าที่ของกำนันผู้ใหญ่บ้าน เขตอำเภอธาตุพนม จังหวัดนครพนม ตามคุณลักษณะส่วนบุคคล 3) เพื่อศึกษาอิทธิพลของการมีส่วนร่วมของประชาชนต่อประสิทธิผลการปฏิบัติหน้าที่ของกำนันผู้ใหญ่บ้าน เขตอำเภอธาตุพนม จังหวัดนครพนม 4) เพื่อศึกษาแนวทางการในการพัฒนาประสิทธิผลการปฏิบัติหน้าที่ของกำนันผู้ใหญ่บ้าน เขตอำเภอธาตุพนม จังหวัดนครพนม กลุ่มตัวอย่างได้แก่ ประชาชนในเขตอำเภอธาตุพนม จังหวัดนครพนม จำนวน 399 คน โดยใช้แบบสอบถามเป็นเครื่องมือในการเก็บรวบรวมข้อมูล และสถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์การถดถอยพหุคูณ

ผลการวิจัยพบว่า

1. การมีส่วนร่วมของประชาชนในการปฏิบัติหน้าที่ของกำนัน ผู้ใหญ่บ้าน ในเขตอำเภอธาตุพนม จังหวัดนครพนม โดยภาพรวมอยู่ในระดับมาก (=4.30) ประสิทธิผลการปฏิบัติหน้าที่ของกำนันผู้ใหญ่บ้าน ในเขตอำเภอธาตุพนม จังหวัดนครพนม โดยภาพรวมอยู่ในระดับมากที่สุด (=4.60)

2. ผลการวิเคราะห์ข้อมูลเพื่อเปรียบเทียบระดับประสิทธิผลการปฏิบัติหน้าที่ของกำนันผู้ใหญ่บ้าน เขตอำเภอธาตุพนม จังหวัดนครพนม ตามคุณลักษณะส่วนบุคคลด้านเพศ อายุ การศึกษา อาชีพ รายได้ และแหล่งที่อยู่อาศัย พบว่า ความคิดเห็นต่อประสิทธิผลการปฏิบัติหน้าที่ของกำนันผู้ใหญ่บ้าน เขตอำเภอธาตุพนม จังหวัดนครพนม ทั้งในภาพรวม และรายด้าน ทุกด้าน ไม่มีความแตกต่างกัน

3.  การมีส่วนร่วมของประชาชนด้านการมีส่วนร่วมในการตัดสินใจ ด้านการมีส่วนร่วมในการรับผลประโยชน์ และด้านการมีส่วนร่วมในการประเมินผล

มีอิทธิพลต่อประสิทธิผลการปฏิบัติหน้าที่ของกำนันผู้ใหญ่บ้าน เขตอำเภอธาตุพนม จังหวัดนครพนม ได้อย่างมีนัยสำคัญทางสถิติที่ระดับ .05 โดยสามารถร่วมกันทำนายประสิทธิผลการปฏิบัติหน้าที่ของกำนันผู้ใหญ่บ้าน เขตอำเภอธาตุพนม จังหวัดนครพนม  ได้ร้อยละ 49.00 ส่วนการมีส่วนร่วมของประชาชนด้านการมีส่วนร่วมในการดำเนินงาน ไม่มีอิทธิพลต่อประสิทธิผลการปฏิบัติหน้าที่ของกำนันผู้ใหญ่บ้าน เขตอำเภอธาตุพนม จังหวัดนครพนม

4. แนวทางการพัฒนาประสิทธิผลการปฏิบัติหน้าที่ของกำนัน ผู้ใหญ่บ้าน เขตอำเภอธาตุพนม จังหวัดนครพนม ได้แก่ กรมการปกครอง กระทวงมหาดไทย และ ที่ทำการปกครองอำเภอ ควรจะมีการพัฒนาการปฏิบัติงานตามบทบาทหน้าที่ของกำนัน ผู้ใหญ่บ้าน อย่างต่อเนื่อง เพื่อเพิ่มพูนความรู้ ความสามารถ และควรจะจัดสรรทรัพยากร เพื่อสนับสนุน การปฏิบัติงานของกำนัน ผู้ใหญ่บ้าน ให้เพียงพอ กำนันผู้ใหญ่บ้านต้องเป็นผู้นำในการพัฒนาเศรษฐกิจชุมชนในด้านต่างๆ รวมทั้งการดำเนินชีวิตตามแนวคิดเศรษฐกิจพอเพียง และควรให้ความสำคัญกับการประเมินผลการปฏิบัติหน้าที่ของกำนัน ผู้ใหญ่บ้าน เพื่อยกระดับการปฏิบัติงานของกำนัน ผู้ใหญ่บ้าน โดยให้มีกลุ่มองค์กรภาคประชาชนเข้ามามีส่วนร่วมในการตรวจสอบการปฏิบัติหน้าที่มากขึ้น โดยต้องรับฟังความคิดเห็นของประชาชน

The objectives of this study included the following: 1) to investigate the levels of the people’s participation and the performance effectiveness of the village and sub-district headmen of That Phanom District, Nakhon Phanom Province,  2) to compare the performance effectiveness of the village and sub-district headmen of That Phanom District, Nakhon Phanom Province on the basis of the differences of their personal backgrounds, 3) to examine the influences of the people’s participation on the performance effectiveness of the village and sub-district headmen of That Phanom District, Nakhon Phanom Province,  4) to explore and obtain guidelines for developing the performance effectiveness of the village and sub-district headmen of That Phanom District, Nakhon Phanom Province. The samples consisted of 399 people who lived in That Phanom District, Nakhon Phanom Province. The instrument used for data collection was a questionnaire whereas the statistics employed for data analysis were frequency, percentage, mean, standard deviation and multiple regression analysis.

Results of the study were as follows:

1. People participated in the performances of the village and sub-district headmen of That Phanom District, Nakhon Phanom Province, as a whole, at a high level (=4.30). Likewise, the performance effectiveness of the village and sub-district headmen of That Phanom District, Nakhon Phanom Province was at the highest level (=4.60).

2. The performance effectiveness of the village and sub-district headmen of That Phanom District, Nakhon Phanom Province based on the differences of their genders, ages, educational backgrounds, careers, incomes, and residences/locations, as a whole and on each aspect, did not differ.

3. The people significantly participated in these aspects at .05 statistical levels: making decision, receiving benefits, and evaluating the performance effectiveness of the village and sub-district headmen of That Phanom District, Nakhon Phanom Province. Altogether, the people’s participation in these aspects could be used to correctly predict the performance effectiveness of the village and sub-district headmen of That Phanom District, Nakhon Phanom Province 49%. However, the people’s participation did not influence on the performance effectiveness of the village and sub-district headmen of That Phanom District, Nakhon Phanom Province.

4. These guidelines had been obtained for developing the performance effectiveness of the village and sub-district headmen of That Phanom District, Nakhon Phanom Province. The Department of Provincial Administration, Ministry of Interior together with the District Office should consistently improve the village and sub-district headmen’s performances by trying to increase their knowledge, skills and capabilities. Adequate resources should be allocated to support the village and sub-district headmen to perform their functions and duties. These village and sub-district headmen should lead the communities to improve their economy and other respects of the communities. In so doing, the principles of the Sufficiency Economy Theory should be particularly adopted. In order to upgrade the performance effectiveness of the village and sub-district headmen, an assessment of their performance effectiveness must be emphasized or given importance by listening to and allowing the people sector to take part in more than before.
