การวิจัยครั้งนี้มีความมุ่งหมายเพื่อพัฒนารูปแบบการเสริมสร้างสมรรถนะการจัดการเรียนรู้ในศตวรรษที่ 21 ของครูในสถานศึกษา สังกัดสำนักงานส่งเสริมการศึกษานอกระบบและการศึกษาตามอัธยาศัย การวิจัยแบ่งออกเป็น 2 ระยะ ประกอบด้วย ระยะที่ 1 การพัฒนารูปแบบการเสริมสร้างสมรรถนะการจัดการเรียนรู้ในศตวรรษที่ 21 ของครู โดยการศึกษาเอกสาร งานวิจัย การสัมภาษณ์ผู้ทรงคุณวุฒิ จำนวน 5 คน และประเมินรูปแบบโดยผู้เชี่ยวชาญ จำนวน 9 คน และระยะที่ 2 การตรวจสอบความเหมาะสมและความเป็นไปได้ของรูปแบบการเสริมสร้างสมรรถนะ การจัดการเรียนรู้ในศตวรรษที่ 21 ของครู โดยสอบถามความคิดเห็นผู้บริหารสถานศึกษาและครู จำนวน 419 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล ได้แก่ แบบสัมภาษณ์ แบบมีโครงสร้าง และแบบสอบถามแบบมาตราส่วนประมาณค่า 5 ระดับ ซึ่งมีค่าความเที่ยงตรง 1.00 ค่าอำนาจจำแนก ระหว่าง 0.24-0.63 และค่าความเชื่อมั่น 0.82 สถิติที่ใช้ในการวิเคราะห์ ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน

             ผลการวิจัยพบว่า

                 1. รูปแบบการเสริมสร้างสมรรถนะการจัดการเรียนรู้ในศตวรรษที่ 21 ของครู มี 4 องค์ประกอบ ดังนี้ 1) ปัจจัยสนับสนุนการเสริมสร้างสมรรถนะการจัดการเรียนรู้ในศตวรรษที่ 21 ของครู 2) ขอบข่ายสมรรถนะการจัดการเรียนรู้ในศตวรรษที่ 21 ของครู 3) กระบวนการเสริมสร้างสมรรถนะการจัดการเรียนรู้ในศตวรรษที่ 21 ของครู และ 4) ผลที่เกิดจากการเสริมสร้างสมรรถนะการจัดการเรียนรู้ในศตวรรษที่ 21 ของครู ซึ่งมี 2 ด้าน ประกอบด้วยความรู้และทักษะของครู และ คุณลักษณะของครู

                 2. รูปแบบการเสริมสร้างสมรรถนะการจัดการเรียนรู้ในศตวรรษที่ 21 ของครูมีความเหมาะสมและความเป็นไปได้ โดยรวมอยู่ในระดับมากที่สุด

This study aimed to develop a model to enhance the 21^st century learning management competency of teachers under Office of Non-formal and Informal Education in the Northeast of Thailand. The research procedures comprised two phases, including Phase 1: the development of c. In this phase, intensive review of research articles and five expert interviews were employed. The developed model was evaluated by nine experts. And Phase 2: The validation of the suitability and feasibility of the 21^st century. A survey of the 419 administrators’ opinion towards the developed model was conducted using structured interviews and a set of 5 rating scale questionnaire which obtained content validity index at 1.00, the discriminant power between 0.24-0.63, and the reliability index at 0.82. The collected data were analyzed for frequency, percentage, mean and standard deviation.

             The findings were as follows.

                 1. A model to enhance the 21^st century learning management competency enhancement of teachers composed of four components, namely 1) Supporting factors of the 21^st century learning management competency enhancement of teachers, 2) Scope of the 21^st century learning management competency of teachers, 3) Process of the 21^st century learning management competency enhancement of teachers and 4) Results of the 21^st century learning management competency enhancement of teachers, which consisted of teachers’ knowledge and skills and teachers' characteristics.

                 2. A model to enhance the 21^st century learning management competency enhancement of teachers showed the suitability and feasible, in overall, at the highest level.
