การวิจัยครั้งนี้ มีความมุ่งหมายเพื่อศึกษา เปรียบเทียบ หาความสัมพันธ์ และหาแนวทางการพัฒนาสมรรถนะของครูผู้สอน สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 23 กลุ่มตัวอย่าง ได้แก่ ผู้บริหารสถานศึกษา หัวหน้างานวิชาการ และครูผู้สอน สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 23 ปีการศึกษา 2562  จำนวน 341 คน จำแนกเป็นผู้บริหารสถานศึกษา จำนวน 84 คน หัวหน้างานวิชาการ จำนวน 28 คน และครูผู้สอน จำนวน 229 คน ใช้การสุ่มแบบหลายขั้นตอน (Multi-Stage Random Sampling) เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล เป็นแบบสอบถามแบบมาตราส่วนประมาณค่า 5 ระดับ มีค่าความเชื่อมั่นทั้งฉบับเท่ากับ 0.957 และแบบสัมภาษณ์ สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การวิเคราะห์ความแปรปรวนทางเดียว (One-Way ANOVA) และค่าสัมประสิทธิ์สหสัมพันธ์อย่างง่ายของเพียร์สัน (Pearson Product - Moment Correlation Coefficient)

ผลการวิจัยพบว่า

1. สมรรถนะของครูผู้สอน ตามความคิดเห็นของผู้บริหารสถานศึกษา หัวหน้างานวิชาการและครูผู้สอน โดยรวม อยู่ในระดับมาก

2. ประสิทธิผลการบริหารงานวิชาการในโรงเรียน ตามความคิดเห็นของผู้บริหารสถานศึกษา หัวหน้างานวิชาการและครูผู้สอน โดยรวมอยู่ในระดับมาก

3. สมรรถนะของครูผู้สอน ตามความคิดเห็นของผู้บริหารสถานศึกษา หัวหน้างานวิชาการและครูผู้สอน จำแนกตามสถานภาพการดำรงตำแหน่ง แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ .01 จำแนกตามประสบการณ์ในตำแหน่งไม่แตกต่างกัน และจำแนกตามขนาดของโรงเรียน แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05

4. ประสิทธิผลการบริหารงานวิชาการในโรงเรียน ตามความคิดเห็นของผู้บริหารสถานศึกษา หัวหน้างานวิชาการ และครูผู้สอน จำแนกตามสถานภาพการดำรงตำแหน่ง ไม่แตกต่างกัน จำแนกตามประสบการณ์ในตำแหน่ง แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ .01 และจำแนกตามขนาดของโรงเรียน ไม่แตกต่างกัน

5. สมรรถนะของครูผู้สอน และประสิทธิผลการบริหารงานวิชาการในโรงเรียน มีความสัมพันธ์ทางบวก อย่างมีนัยสำคัญทางสถิติที่ระดับ .01

6. แนวทางการพัฒนาสมรรถนะของครูผู้สอน สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 23 จำนวน 5 ด้าน ประกอบด้วย 1) ด้านการมุ่งผลสัมฤทธิ์ในการปฏิบัติงาน โดยครูควรมีการวางแผนงานและมุ่งปฏิบัติงานให้เกิดผลสัมฤทธิ์ ประเมินตนเองอย่างสม่ำเสมอ 2) ด้านการพัฒนาตนเอง โดยครูควรมีการแลกเปลี่ยนเรียนรู้กับผู้อื่น ตลอดจนการทำ PLC ระหว่างครูในกลุ่มสาระเพื่อแลกเปลี่ยนเรียนรู้ และพัฒนาตนเอง 3) ด้านการทำงานเป็นทีม โดยครูควรมีการฝึกทักษะในการทำงานร่วมกับบุคคลอื่นได้อย่างมีประสิทธิภาพทั้งภายในและภายนอกสถานศึกษาและในทุกสถานการณ์ 4) ด้านการบริหารจัดการชั้นเรียน โดยครูต้องมีการควบคุมชั้นเรียน โดยการจัดบรรยากาศการเรียนการสอนทั้งภายในและภายนอกห้องเรียน และ 5) ด้านการสร้างความสัมพันธ์และความร่วมมือกับชุมชนเพื่อการจัดการเรียนรู้ โดยครูควรนำภูมิปัญญาชาวบ้าน ปราชญ์ผู้รู้ เข้ามาเป็นวิทยากรให้ความรู้แก่นักเรียนในบางกลุ่มสาระการเรียนรู้

The purposes of this research were to: examine, compare, identify the relationship and establish the guidelines for developing teacher competency under Secondary Educational Service Area Office 23. The samples, obtained through multi-stage random sampling, comprised a total of 341 participants including 84 school administrators, 28 heads of academic affairs administration, and 229 teachers working in schools under Secondary Educational Service Area Office 23 in the 2019 academic year. The research instrument for data collection included a five point - rating scale questionnaire with the reliability of 0.957, and interview forms. The statistics for data analysis were mean, standard deviation, One-Way ANOVA, and Pearson Product-Moment Correlation Coefficient.

The findings were as follows:

1. Teacher competency as perceived by participants as a whole was at a high level.

2. Effectiveness of academic affairs administration in schools, as perceived by participants as a whole was at a high level.

3. Teacher competency as perceived by participants classified by  positions was significant difference at the .01 level. In terms of work experiences, there were not different, whereas there were different at a statistical significance of the .05 level in terms of school sizes.

4. Effectiveness of academic affairs administration in schools as perceived by participants classified by positions was not different. In terms of work experiences, there were different at a statistical significance of the .01 level, whereas there were not different in terms of school sizes.                                  

5. Teacher competency and effectiveness of academic affair administration in schools, as a whole had a positive relationship at the statistical significance of the .01 level.

6. The guidelines for developing teacher competency under Secondary Educational Service Area Office 23 involved five aspects: 1) Achievement-Oriented Performance. Teachers should have working plans and focus on their performance to yield better results. In addition, teachers should need to regularly engage in self-evaluation, 2) Self-Development. Teachers should exchange ideas or learn from others as well as establish professional learning community (PLC) among colleagues to share practice and to foster self-development, 3) Teamwork. Teachers should work in collaboration with others effectively in a range of situations both inside and outside schools, 4) Classroom Management. Teachers must maintain classroom control and create a positive learning environment both inside and outside the classroom, and 5) Building School-Community Relationship and Cooperation for Learning Management. Teachers should integrate local wisdom into some learning areas and invite village philosophers to participate as guest speakers in a classroom.
