การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) พัฒนารูปแบบการบริหารจัดการสู่ความเป็นเลิศทางการกีฬาของโรงเรียนกีฬาในสังกัดองค์กรปกครองส่วนท้องถิ่นและ 2) ตรวจสอบความเหมาะสมของรูปแบบการบริหารจัดการสู่ความเป็นเลิศทางการกีฬาของโรงเรียนกีฬาในสังกัดองค์กรปกครองส่วนท้องถิ่น การดำเนินการวิจัย แบ่งออกเป็น 2 ระยะ ประกอบด้วย ระยะที่ 1 การพัฒนารูปแบบการบริหารจัดการสู่ความเป็นเลิศทางการกีฬาของโรงเรียนกีฬา ดำเนินการโดยการวิเคราะห์เอกสาร งานวิจัย และการสัมภาษณ์ผู้ทรงคุณวุฒิ จำนวน 5 คน ระยะที่ 2 การตรวจสอบความเหมาะสมของรูปแบบ ดำเนินการโดยเก็บข้อมูลกับกลุ่มตัวอย่าง ได้แก่ ผู้บริหารสถานศึกษา ครู และผู้ฝึกสอนกีฬา จากโรงเรียนกีฬาในสังกัดองค์กรปกครองส่วนท้องถิ่น ปีการศึกษา 2563 จำนวน 231 คน กำหนดขนาดกลุ่มตัวอย่างโดยใช้ตารางของ Krejcie and Morgan การได้มาของกลุ่มตัวอย่างใช้วิธีการสุ่มแบบแบ่งชั้น เครื่องมือที่ใช้ในการรวบรวมข้อมูลเป็นแบบสอบถามชนิดประมาณค่า 5 ระดับ มีค่าดัชนีความสอดคล้องระหว่าง 0.50-1.00 ค่าอำนาจจำแนกระหว่าง 0.20-0.70 และค่าความเชื่อมั่น 0.92 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน

ผลการวิจัยพบว่า

1. รูปแบบการบริหารจัดการสู่ความเป็นเลิศทางการกีฬาของโรงเรียนกีฬาในสังกัดองค์กรปกครองส่วนท้องถิ่น มี 4 องค์ประกอบ ได้แก่ องค์ประกอบที่ 1 
ปัจจัยที่ส่งผลต่อการบริหารจัดการสู่ความเป็นเลิศทางการกีฬา ประกอบด้วย 

1) บุคลากร 2) นโยบาย 3) สถานที่ วัสดุอุปกรณ์และสิ่งอำนวยความสะดวก และ4) การจัดการทรัพยากร องค์ประกอบที่ 2 กระบวนการบริหารจัดการสู่ความเป็นเลิศทางการกีฬา ประกอบด้วย 1) การวางแผนงาน 2) การจัดการองค์กร 3) การนำองค์กร และ 4) การควบคุมองค์กร องค์ประกอบที่ 3 ขอบข่ายการบริหารจัดการสู่ความเป็นเลิศทางการกีฬา ประกอบด้วย 1) มุ่งเน้นพัฒนาผู้เรียนให้มีความเป็นเลิศด้านกีฬา 2) จัดการศึกษาตามหลักสูตรการศึกษาขั้นพื้นฐานอย่างมีคุณภาพ 3) ศึกษา ค้นคว้า วิเคราะห์ วิจัย เพื่อพัฒนามาตรฐานกีฬา 4) พัฒนาระบบการบริหารจัดการให้มีประสิทธิภาพ และ 5) พัฒนาคุณธรรม จริยธรรม และความมีน้ำใจเป็นนักกีฬา องค์ประกอบที่ 4 ความเป็นเลิศทางการกีฬา ประกอบด้วย 1) ระดับของการแข่งขันกีฬา และ 2) ผลสำเร็จในการแข่งขันกีฬา

2. ความเหมาะสมของรูปแบบการบริหารจัดการสู่ความเป็นเลิศทางการกีฬาของโรงเรียนกีฬาในสังกัดองค์กรปกครองส่วนท้องถิ่น มีความเหมาะสม โดยรวมอยู่ในระดับมาก
 

The objectives of the present study were: 1) to develop a management model towards the excellence in sports of sports schools under the Local Administrative Organization and 2) to examine the suitability of the management model towards the excellence in sports of sports schools under the Local Administrative Organization. The research procedures were divided into two phases. The first phase was the development of the management model towards the excellence in sports of sports schools. The analysis of documents and research articles, and the interview of five experts were employed in this phase. The second phase was the investigation of the suitability of the model. The samples of the study comprised of 231 people, including school directors, teachers, and sports trainers from sports schools under the Local Administrative Organization. The sample sized was determined based on Krejcie and Morgan Table. The samples were selected using stratified random sampling. The research instrument used in the study was a 5-rating scale questionnaire, which obtained the IOC between 0.50-1.00, discrimination power index between 0.20-0.70, and reliability index at 0.92. statistics used in data analysis were frequency, percentage, mean, and standard deviation.

The results showed that:

1. The management model towards the excellence in sports of sports schools under the Local Administrative Organization comprised of four principal components: 1) factors affecting the management towards the excellence in sports of sports schools, including (1) personnel; (2) policy; (3) infrastructures and facilities; and (4) resources management, 2) management processes towards the excellence in sports, including (1) planning; (2) organizational management; (3) leadership; and (4) organizational control, 3) scope of the management towards the excellence in sports, including (1) student development towards the excellence in sports; (2) effective educational management based the basic curriculum; (3) study, analysis and research to enhance the sports standards; (4) develop the effective management system; and (5) promote the ethics, morality and sportsmanship, 4) the excellence in sports, including (1) levels of sports competition and (2)competitive success. 

2. The suitability of the management model towards the excellence in sports of sports schools under the Local Administrative Organization was at high level.
