การวิจัยครั้งนี้มีวัตถุประสงค์ ดังนี้ 1) เพื่อศึกษาระดับการบริหารงานตามหลักธรรมาภิบาลและระดับประสิทธิผลการจัดบริการสาธารณะขององค์กรปกครองส่วนท้องถิ่น ในเขตอำเภอนิคมน้ำอูน จังหวัดสกลนคร 2) เพื่อศึกษาอิทธิพลของการบริหารงานตามหลักธรรมาภิบาลที่ส่งผลต่อประสิทธิผลการจัดบริการสาธารณะขององค์กรปกครองส่วนท้องถิ่น ในเขตอำเภอนิคมน้ำอูน จังหวัดสกลนคร และ 3) เพื่อศึกษาแนวทางในการพัฒนาประสิทธิผลการจัดบริการสาธารณะขององค์กรปกครองส่วนท้องถิ่น ในเขตอำเภอนิคมน้ำอูน จังหวัดสกลนคร กลุ่มตัวอย่างได้แก่ ประชาชนที่มีภูมิลำเนาอยู่ในเขตอำเภอนิคมน้ำอูน จังหวัดสกลนคร จำนวน 390 คน โดยใช้แบบสอบถามเป็นเครื่องมือในการเก็บรวบรวมข้อมูล และสถิติที่ใช้ในการวิเคราะห์ข้อมูลได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์การถดถอยพหุคูณ

ผลการวิจัยพบว่า 

1) การบริหารงานตามหลักธรรมาภิบาลขององค์กรปกครองส่วนท้องถิ่น ในเขตอำเภอนิคมน้ำอูน โดยภาพรวมอยู่ในระดับมาก (x =3.90) ประสิทธิผลการจัดบริการสาธารณะขององค์กรปกครองส่วนท้องถิ่น ในเขตอำเภอนิคมน้ำอูน จังหวัดสกลนคร    โดยภาพรวมอยู่ในระดับมาก (x =3.94) 

2) การบริหารงานตามหลักธรรมาภิบาลขององค์กรปกครองส่วนท้องถิ่น ในเขตอำเภอนิคมน้ำอูน ด้านหลักการมีส่วนร่วม (มีค่าเบต้า =.390) หลักความคุ้มค่า (มีค่าเบต้า =.236) หลักนิติธรรม (มีค่าเบต้า =.130) หลักความโปร่งใส (มีค่าเบต้า =.102) มีอิทธิพลต่อประสิทธิผลการจัดบริการสาธารณะขององค์กรปกครองส่วนท้องถิ่น ในเขตอำเภอนิคมน้ำอูน อย่างมีนัยสำคัญทางสถิติที่ระดับ .05 โดยสามารถร่วมกันทำนายประสิทธิผลการจัดบริการสาธารณะขององค์กรปกครองส่วนท้องถิ่น ในเขตอำเภอนิคมน้ำอูน ได้ร้อยละ 66.40 ส่วนการบริหารงานตามหลักธรรมาภิบาลด้านหลักความรับผิดชอบ และหลักคุณธรรม ไม่มีอิทธิพลต่อประสิทธิผลการจัดบริการสาธารณะขององค์กรปกครองส่วนท้องถิ่น ในเขตอำเภอนิคมน้ำอูน จังหวัดสกลนคร 

3) แนวทางในการพัฒนาประสิทธิผลการจัดบริการสาธารณะขององค์กรปกครองส่วนท้องถิ่น ในเขตอำเภอนิคมน้ำอูน จังหวัดสกลนคร ได้แก่ องค์กรปกครองส่วนท้องถิ่น ควรส่งเสริมการประกอบอาชีพเสริมและเพิ่มรายได้แก่ประชาชน โดยเชิญผู้ที่มีความรู้ มาให้ความรู้เกี่ยวกับระบบการค้า การลงทุน การตลาด กับประชาชน ควรเปิดโอกาสและส่งเสริมให้ประชาชนเข้ามามีส่วนร่วมในการพัฒนาท้องถิ่นให้มากยิ่งขึ้น เพราะประชาชนในหมู่บ้านต่างมีแนวคิดและทราบปัญหาภายในหมู่บ้านได้ดีกว่าบุคคลภายนอก ควรจัดเจ้าหน้าที่อาสาสมัครที่คอยดูแลด้านความปลอดภัยให้มากขึ้น ควรจัดโครงการและกิจกรรมต่าง ๆ ที่เกี่ยวข้องกับการส่งเสริมคุณภาพชีวิต และการส่งเสริมศิลปวัฒนธรรมศาสนา จารีตประเพณีและภูมิปัญญาท้องถิ่นอย่างต่อเนื่อง
 

The purposes of this study included the following: 1) to investigate the level of good governance management and the effectiveness of the public services of the Local Administration Organizations in Nikhom Nam Un District, Sakon Nakhon Province, 2) to study the influences of good governance management on the effectiveness of the public services of the Local Administration Organizations in Nikhom Nam Un District, Sakon Nakhon Province, and 3) to examine guidelines on developing the effectiveness of the public services of the Local Administration Organizations in Nikhom Nam Un District. The samples consisted of 390 people who resided in Nikhom Nam Un District, Sakon Nakhon Province. The instrument used for data collection was a questionnaire and statistics employed for data analysis comprised of frequency, percentage, mean, standard deviation, and Multiple Linear Regression Analysis. 

The study revealed these results. 

1) Good governance management of the Local Administration Organizations in Nikhom Nam Un District, Sakon Nakhon Province, as a whole, was at the high level (x =3.90). The effectiveness of the public services of the Local Administration Organizations in Nikhom Nam Un District, Sakon Nakhon Province, as a whole, was at the high level (x =3.94). 

2) About good governance management of the Local Administration Organizations in Nikhom Nam Un District, Sakon Nakhon Province, these components were found to significantly influence on the effectiveness of the public services of the Local Administration Organizations in Nikhom Nam Un District, Sakon Nakhon Province at .05 statistical level: participation (b =.390), value of money (b =.236), rule of law (b =.130), and transparency (b =.102). Together, these components could be used to correctly predict the effectiveness of the public services of the Local Administration Organizations in Nikhom Nam Un District 66.40%. Nevertheless, these components did not influence on the effectiveness of the public services of the Local Administration Organizations in Nikhom Nam Un District, Sakon Nakhon Province: accountability and ethics.

3) These guidelines were obtained for improving the effectiveness of the public services of the Local Administration Organizations in Nikhom Nam Un District, Sakon Nakhon Province. The Local Administration Organizations should promote and support the people to get supplementary careers to increase incomes. The people should be better encouraged and given more opportunities to participate in developing the locality because they have better ideas and know more about the problems of the villages. Projects and activities to enhance the quality of life and to promote culture,  religion, customs, and local wisdom should be consistently held.
