การวิจัยครั้งนี้มีวัตถุประสงค์ 1) เพื่อศึกษาภาวะผู้นำของข้าราชการตำรวจและ การมีส่วนร่วมของประชาชนในการดำเนินงานป้องกันและปราบปรามยาเสพติดของสถานีตำรวจภูธรเจริญศิลป์ 2) เพื่อเปรียบเทียบการมีส่วนร่วมของประชาชนในการดำเนินงานป้องกันและปราบปรามยาเสพติดของสถานีตำรวจภูธรเจริญศิลป์ เมื่อจำแนกตามคุณลักษณะส่วนบุคคล 3) เพื่อศึกษาอิทธิพลของภาวะผู้นำของข้าราชการตำรวจที่ส่งผลต่อการมีส่วนร่วมของประชาชนในการดำเนินงานป้องกันและปราบปรามยาเสพติดของสถานีตำรวจภูธรเจริญศิลป์ 4) เพื่อศึกษาแนวทางในการพัฒนาการมีส่วนร่วมของประชาชนในการดำเนินงานป้องกันและปราบปรามยาเสพติดของสถานีตำรวจภูธร เจริญศิลป์ กลุ่มตัวอย่าง ได้แก่ ประชาชนที่มีภูมิลำเนาอยู่ในเขตอำเภอเจริญศิลป์ จังหวัดสกลนคร จำนวน 400 คน ใช้วิธีการสุ่มตัวอย่างแบบแบ่งชั้น (Stratified Random Sampling) โดยใช้แบบสอบถามเป็นเครื่องมือในการเก็บรวบรวมข้อมูล และสถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การทดสอบค่าที  การวิเคราะห์ความแปรปรวนทางเดียว และการวิเคราะห์การถดถอยพหุคูณ

ผลการวิจัยพบว่า 

1. ภาวะผู้นำของข้าราชการตำรวจ โดยภาพรวมอยู่ในระดับมาก (x =3.77)  ประชาชนมีส่วนร่วมในการดำเนินงานป้องกันและปราบปรามยาเสพติดของสถานีตำรวจภูธรเจริญศิลป์ โดยภาพรวมอยู่ในระดับปานกลาง (x =3.16) 

2. การมีส่วนร่วมของประชาชนในการดำเนินงานป้องกันและปราบปรามยาเสพติดของสถานีตำรวจภูธรเจริญศิลป์ ในภาพรวม เมื่อจำแนกตามคุณลักษณะส่วนบุคคลด้านเพศ อายุ ระดับการศึกษา อาชีพ รายได้เฉลี่ยต่อเดือน และตำบลที่อาศัยอยู่ พบว่า การมีส่วนร่วมของประชาชนในการดำเนินงานป้องกันและปราบปรามยาเสพติดของสถานีตำรวจภูธรเจริญศิลป์ จังหวัดสกลนคร ในภาพรวม ไม่มีความแตกต่างกัน

3. ภาวะผู้นำของข้าราชการตำรวจสถานีตำรวจภูธรเจริญศิลป์ ด้านคุณธรรมและจริยธรรม (β=.416) ด้านความรู้และประสบการณ์ในวิชาชีพตำรวจ (β=.369) ด้านความรู้และทักษะในการบริหาร (β=.169) และด้านมนุษยสัมพันธ์และบุคลิกภาพ (β=.119) มีอิทธิพลต่อการมีส่วนร่วมของประชาชนในการดำเนินงานป้องกันและปราบปรามยาเสพติดของสถานีตำรวจภูธรเจริญศิลป์ อย่างมีนัยสำคัญทางสถิติ ที่ระดับ .05 โดยสามารถร่วมกันทำนายการมีส่วนร่วมของประชาชนในการดำเนินงานป้องกันและปราบปรามยาเสพติดของสถานีตำรวจภูธรเจริญศิลป์ ได้ร้อยละ 56.90

4. แนวทางในการพัฒนาการมีส่วนร่วมของประชาชนในการดำเนินงานป้องกันและปราบปรามยาเสพติดของสถานีตำรวจภูธรเจริญศิลป์ ได้แก่ ควรเพิ่มการประชาสัมพันธ์เพื่อให้ประชาชนตระหนักถึงการแก้ไขปัญหาและการป้องกันยาเสพติดในพื้นที่ ควรกระตุ้นเชิญชวน และเปิดโอกาสให้ประชาชนในพื้นที่มีส่วนร่วมในการดำเนินงานป้องกันปราบปรามยาเสพติด และติดตามผลการดำเนินงานอย่างต่อเนื่อง ควรจัดให้มีเวทีในระดับชุมชนเพื่อให้มีการอภิปรายเกี่ยวกับการการป้องกันและแก้ไขปัญหายาเสพติดรวมทั้งสถานีตำรวจภูธรเจริญศิลป์ ควรจัดส่ง ควรจัดชุดตำรวจออกเยี่ยมเยียนประชาชนให้ครอบคลุมทุกหมู่บ้านและเข้าร่วมกิจกรรมต่าง ๆ ของหมู่บ้านอยู่เสมอ 
 

The purposes of this study included the following: 1) to investigate  leadership of the police officers and the people’s participation in the prevention and suppression of drugs operated by Charoen Sin Police Station, 2) to compare  the people’s participation in the  prevention and suppression of drugs operated by  Charoen Sin Police Station on the basis of different personal traits, 3) to study the police officers’ leadership’s influences on the people’s participation in the prevention and suppression of drugs operated by Charoen Sin Police Station, and 4) to gain guidelines on developing the people’s participation in the prevention and suppression of drugs operated by Charoen Sin Police Station. Employing stratified random sampling, the samples consisted of 400 people who resided in the area of Charoen Sin District, Sakon Nakhon Province. The questionnaire was used to collect the data and statistics adopted for data analysis were frequency, percentage, mean, standard deviation, t–test, One–way ANOVA, and Multiple Linear Regression Analysis.

The study revealed these results:

1. Leadership of the police officers, as a whole, was at the high level ( =3.77). The people’s participation in the prevention and suppression of drugs operated by Charoen Sin Police Station, as a whole, was at the moderate level  ( =3.16).

2. It was found that the people whose genders, ages, educational levels, careers, monthly incomes, and the sub-district dwelled by them differed, as a whole, did not participate in the prevention and suppression of drugs operated by Charoen Sin Police Station differently.

3. These leadership aspects of the police officers in Charoen Sin Police Station significantly influenced on the people’s participation in the prevention and suppression of drugs operated by Charoen Sin Police Station at .05 statistical level: morality and ethics (β=.416), knowledge and professional experiences of being the police, (β=.369), administrative knowledge and skills (β=.169), interpersonal skills and personality (β=.119). Altogether, they could be used to correctly predict the people’s participation in the prevention and suppression of drugs operated by Charoen Sin Police Station 56.90%.    

4. These guidelines were obtained for developing the people’s participation in the prevention and suppression of drugs operated by Charoen Sin Police Station: more public relations should be conducted in order to create the people’s awareness  of solving and preventing drug problems in the area, the people in the area should be persuaded and encouraged to have the chance to participate in the prevention and suppression of drugs, the results of these persuasion  and encouragement to participate should be checked and followed on consistently, Charoen Sin Police Station should send the police units to visit the people in every village and continuously join the villagers’ activities.
