การวิจัยครั้งนี้ มีวัตถุประสงค์ 1) เพื่อศึกษาระดับการจัดสวัสดิการสังคมและคุณภาพชีวิตของผู้สูงอายุ: กรณีศึกษาอำเภอศรีสงคราม จังหวัดนครพนม 2) เพื่อเปรียบเทียบคุณภาพชีวิตผู้สูงอายุตามปัจจัยส่วนบุคคล : กรณีศึกษาอำเภอศรีสงคราม จังหวัดนครพนม3) เพื่อศึกษาอิทธิพลของการจัดสวัสดิการสังคมผู้สูงอายุที่ส่งผลต่อคุณภาพชีวิตผู้สูงอายุ: กรณีศึกษาอำเภอศรีสงคราม จังหวัดนครพนม 4) เพื่อศึกษาแนวทางพัฒนาคุณภาพชีวิตผู้สูงอายุ : กรณีศึกษาอำเภอศรีสงคราม จังหวัดนครพนม กลุ่มตัวอย่าง ได้แก่ ผู้สูงอายุในเขตพื้นที่อำเภอศรีสงคราม จังหวัดนครพนม จำนวน 385 คน ใช้แบบสอบถามเป็นเครื่องมือในการเก็บรวบรวมข้อมูล โดยแบบสอบถามได้ค่าความเชื่อมั่นทั้งฉบับเท่ากับ .97 ใช้วิธีการสุ่มตัวอย่างแบบแบ่งชั้น (Stratified Random Sampling) ค่าสถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์การถดถอยพหุคูณ

ผลการวิจัย พบว่า 

1. ระดับการจัดสวัสดิการสังคมผู้สูงอายุ : กรณีศึกษาอำเภอศรีสงคราม จังหวัดนครพนม โดยภาพรวมอยู่ในระดับมาก (x =4.17) 

2. ระดับคุณภาพชีวิตผู้สูงอายุ : กรณีศึกษาอำเภอศรีสงคราม จังหวัดนครพนม  โดยภาพรวมอยู่ในระดับมาก (x =3.72)

3. ผลการวิเคราะห์ข้อมูลเพื่อเปรียบเทียบคุณภาพชีวิตผู้สูงอายุ : กรณีศึกษาอำเภอศรีสงคราม จังหวัดนครพนม ตามปัจจัยส่วนบุคคล อันประกอบด้วย เพศ อายุ สถานภาพ รายได้ อาชีพ การเป็นสมาชิกชมรมผู้สูงอายุหรือโรงเรียนผู้สูงอายุ และจำนวนสมาชิกในครอบครัวในภาพรวมพบว่ามีความแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05

4. ผลการวิเคราะห์อิทธิพลของการจัดสวัสดิการสังคมที่ส่งผลต่อคุณภาพชีวิตผู้สูงอายุ : กรณีศึกษาอำเภอศรีสงคราม จังหวัดนครพนม พบว่า สวัสดิการด้านความมั่นคงทางสังคม ครอบครัว ผู้ดูแล และการคุ้มครอง ไม่มีอิทธิพลต่อการจัดสวัสดิการสังคม ส่วนสวัสดิการด้านการรักษาพยาบาล (β =.404) สวัสดิการด้านรายได้ (β =.083) สวัสดิการด้านที่พักอาศัย (β =.107) สวัสดิการด้านนันทนาการ (β =.285) และสวัสดิการด้านการสร้างบริการและเครือข่ายการเกื้อหนุน (β =.143) มีอิทธิพลต่อการจัดสวัสดิการสังคมที่ส่งผลต่อคุณภาพชีวิตผู้สูงอายุ : กรณีศึกษาอำเภอศรีสงคราม จังหวัดนครพนม อย่างมีนัยสำคัญทางสถิติที่ระดับ .05 โดยมีค่าสัมประสิทธิ์พยากรณ์ = .888 โดยสามารถทำนายอิทธิพลของการจัดสวัสดิการสังคมที่ส่งผลต่อคุณภาพชีวิตผู้สูงอายุ : กรณีศึกษาอำเภอศรีสงคราม จังหวัดนครพนม ได้ร้อยละ 88.8

5. แนวทางในการพัฒนาคุณภาพชีวิตผู้สูงอายุ : กรณีศึกษาอำเภอ ศรีสงคราม จังหวัดนครพนมมี 2 ด้าน คือ ด้านสุขภาพกาย และด้านจิตใจ โดยการส่งเสริมให้ผู้สูงอายุได้รับบริการตรวจสุขภาพที่โรงพยาบาลใกล้บ้าน มีการให้ความรู้ในการดูแลสุขภาพ มีชมรมหรือโรงเรียนผู้สูงอายุจัดกิจกรรมออกกำลังกายเพื่อผู้สูงอายุและจัดกิจกรรมที่ให้ผู้สูงอายุได้ผ่อนคลายความตึงเครียด เป็นต้น
 

The purposes of this study included the following: 1) to investigate  the level of social welfare management of the quality of life of the elderly: the case study of Si Songkhram District, Nakhon Phanom Province, 2) to compare the quality of life of the elderly on the basis of their personal traits: the case study of Si Songkhram District, Nakhon Phanom Province,  3) to examine  the influences of social welfare management on the quality of life of the elderly: the case study of Si Songkhram District, Nakhon Phanom Province, and 4) to explore and gain guidelines on developing the elderly’s quality of life: the case study of Si Songkhram District, Nakhon Phanom Province. The samples consisted of 385 elderly who resided in Si Songkhram District, Nakhon Phanom Province. A questionnaire with .97 reliability was adopted for collecting the data. Obtained by stratified random sampling, statistics employed for data analysis incorporated percentage, mean, standard deviation, and Multiple Linear Regression Analysis.

The study revealed these results:

1. The social welfare management for the elderly: the case study of  Si Songkhram District, Nakhon Phanom Province, as a whole, was at the high level (x =4.17).

2. The quality of life of the elderly: the case study of Si Songkhram District, Nakhon Phanom Province, as a whole, was at the high level (x =3.72).

3. Analyzing the data to compare the quality of life of the elderly:  the case study of Si Songkhram District, Nakhon Phanom Province on the basis of their personal traits—genders, ages, statuses, incomes, careers, membership of the elderly association/elderly school, and number of family members, it was found that the quality of life of the elderly significantly differed at .05 statistical level.  

4. Analyzing the influences of social welfare management on the quality of life of the elderly: the case study of Si Songkhram District, Nakhon Phanom Province, it was found that these welfare services/factors did not influence on managing the social welfare for the elderly: social stability, family, caregiver, and protection. However, the provision of medical care (β =.404), incomes (β =.083), residences (β =.107), recreations (β =.285), service creation and supportive networks (β =.143) significantly influenced on social welfare management for the quality of life of the elderly: the case study of Si Songkhram District, Nakhon Phanom Province at .05 statistical level with .888 prediction power. That is to say, altogether these factors could be used to correctly predict the efficiency or the influences of the social welfare management for the quality of life of the elderly: the case study of Si Songkhram District, Nakhon Phanom Province 88.8%.

 5. Regarding the  guidelines for developing the quality of life of the elderly: the case study of Si Songkhram District, Nakhon Phanom Province, two aspects – the physical and mental developments were suggested for improving the elderly’s quality of life: health examination at the nearby hospitals should be provided for them; the elderly should be bestowed with  knowledge of health care; the elderly’s association or school for organizing the working out and relaxing activities to lessen tension should also be established, for instance.
