การวิจัยครั้งนี้มีวัตถุประสงค์ 1) เพื่อศึกษาระดับการบริหารเชิงกลยุทธ์และระดับประสิทธิภาพการจัดการสาธารณภัยขององค์กรปกครองส่วนท้องถิ่นในเขตพื้นที่รอบหนองหาร อำเภอเมืองสกลนคร จังหวัดสกลนคร  2) เพื่อศึกษาอิทธิพลการบริหารเชิงกลยุทธ์ที่มีต่อประสิทธิภาพการจัดการสาธารณภัยขององค์กรปกครองส่วนท้องถิ่นในเขตพื้นที่รอบหนองหาร อำเภอเมืองสกลนคร 3) เพื่อศึกษาแนวทางการพัฒนาประสิทธิภาพการจัดการสาธารณภัยขององค์กรปกครองส่วนท้องถิ่นในเขตพื้นที่รอบ หนองหาร  อำเภอเมืองสกลนคร  จังหวัดสกลนคร  กลุ่มตัวอย่าง ได้แก่ บุคลากรองค์กรปกครองส่วนท้องถิ่นในเขตพื้นที่รอบหนองหาร  อำเภอเมืองสกลนคร จังหวัดสกลนคร จำนวน 301 คน  ใช้วิธีการสุ่มตัวอย่างแบบแบ่งชั้น (Stratified Random Sampling) เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็นแบบสอบถามและสถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย (x ) และส่วนเบี่ยงเบนมาตรฐาน (S.D.) และการวิเคราะห์การถดถอยพหุคูณ (Multiple Regression) 

ผลการวิจัย พบว่า 

1. การบริหารเชิงกลยุทธ์ขององค์กรปกครองส่วนท้องถิ่นในเขตพื้นที่รอบหนองหาร อำเภอเมืองสกลนคร จังหวัดสกลนคร โดยรวมอยู่ในระดับมาก (x = 4.13)  และประสิทธิภาพการจัดการสาธารณภัยขององค์กรปกครองส่วนท้องถิ่นในเขตพื้นที่รอบหนองหาร  อำเภอเมืองสกลนคร จังหวัดสกลนคร โดยรวมอยู่ในระดับมาก (x  = 4.06)  

2. การบริหารเชิงกลยุทธ์มีอิทธิพลต่อประสิทธิภาพการจัดการสาธารณภัยขององค์กรปกครองส่วนท้องถิ่นในเขตพื้นที่รอบหนองหาร  อำเภอเมืองสกลนคร  จังหวัดสกลนคร อย่างมีนัยสำคัญทางสถิติที่ระดับ <.05 โดยผลด้านการนำกลยุทธ์ไปสู่การปฏิบัติ มีอิทธิพลสูงที่สุด  (β = .296) รองลงมา คือ  ด้านการกำหนดกลยุทธ์ (β = .247) และน้อยที่สุด คือ  ด้านการวิเคราะห์เชิงกลยุทธ์ (β = .153)  มีค่าสัมประสิทธิ์พยากรณ์  = .581  อธิบายได้ว่าการบริหารเชิงกลยุทธ์ทำนายประสิทธิภาพการจัดการสาธารณภัย ขององค์กรปกครองส่วนท้องถิ่นในเขตพื้นที่รอบหนองหาร  อำเภอเมืองสกลนคร จังหวัดสกลนคร ได้ร้อยละ 58.10 (Adjusted R2 = .581) 

3. แนวทางพัฒนาระดับประสิทธิภาพการจัดการสาธารณภัยขององค์กรปกครองส่วนท้องถิ่นในเขตพื้นที่รอบหนองหาร  อำเภอเมืองสกลนคร  จังหวัดสกลนคร ควรขยายผลหลักการบริหารจัดการเชิงกลยุทธ์ให้องค์กรปกครองส่วนท้องถิ่นทั้งด้านการนำกลยุทธ์ไปสู่การปฏิบัติ  ด้านการกำหนดกลยุทธ์  ด้านการประเมินและควบคุมกลยุทธ์  และด้านการวิเคราะห์เชิงกลยุทธ์ ตามลำดับ  การบริหารเชิงกลยุทธ์ของผู้บริหารเป็นสิ่งสำคัญอย่างยิ่งในการบริหารจัดการสาธารณภัยต่าง ๆ ขององค์กรปกครองส่วนท้องถิ่นในเขตพื้นที่รอบหนองหาร อำเภอเมืองสกลนคร จังหวัดสกลนคร คือ  การให้ความสำคัญด้านงานป้องกันและบรรเทาสาธารณภัยให้มากยิ่งขึ้น  เพื่อให้การบริหารจัดการด้านป้องกันสาธารณภัยจะประสบความสำเร็จอย่างมีประสิทธิภาพ  
 

The purposes of this research were 1) to study the strategic management level and the efficiency level of disaster management of the local government organizations situated around Nong Han area, Mueang Sakon Nakhon District, Sakon Nakhon Province, 2) to investigate the influences of the strategic 
management on the efficiency of the disaster management of the local administrative organizations situated around Nong Han area, Mueang                    
Sakon Nakhon District, 3) to explore and gain guidelines for developing disaster management efficiency of the local government organizations situated around 
Nong Han area, Mueang Sakon Nakhon District, Sakon Nakhon Province. Obtained by stratified random sampling, the samples included 301 personnel of 
the local government organizations situated around Nong Han area, Mueang Sakon Nakhon District, Sakon Nakhon Province. The tool used for data collection 
was a questionnaire and statistics employed to analyze the data were frequency, percentage, mean ( ), standard deviation (S.D.), and Multiple Linear Regression Analysis. 

The study revealed these results:  

1. The strategic management of the local government organizations situated around Nong Han area, Mueang Sakon Nakhon District, Sakon Nakhon Province, as a whole, was at a high level ( x= 4.13). At the same time, the  efficiency of disaster management of the local government organizations situated around Nong Han area,  Mueang Sakon Nakhon District, Sakon Nakhon Province, as a whole, was  also at the high level (x = 4.06). 

2. The strategic management statistically influenced on the efficiency of disaster management of the local government organizations situated around Nong Han area, Mueang Sakon Nakhon District, Sakon Nakhon Province at <.05 level of significance. Of all the principles of strategic management, strategic implementation or bringing the strategy into action/practice contained the highest influence (β = .296); the strategic formulation gained the second highest influence (β = .247); and the strategic analysis possessed the least influence  (β = .153). Altogether, these principles had the correlation coefficient of .581. This meant that these strategic management principles could be used to correctly predict the efficiency of disaster management of the local government organizations situated around Nong Han area, Mueang Sakon Nakhon District, Sakon Nakhon Province 58.10% (Adjusted R2 = .581).

3. Guidelines for developing the efficiency level of disaster management of the local government organizations situated in Nong Han area, Mueang Sakon Nakhon District, Sakon Nakhon Province were obtained. Sakon Nakhon Province should expand the results gained from these strategic management principles to the local government organizations: strategic implementation or bringing the strategy into action/practice, strategic formulation, evaluation and control of the strategies, and strategic analysis, respectively. In order to manage the disaster efficiently and successfully, more and better importance of disaster prevention and mitigation should be established adopting strategic management principles by the local government organizations situated in Nong Han area, Mueang Sakon Nakhon District, Sakon Nakhon Province.
