การวิจัยครั้งนี้มีวัตถุประสงค์ 1) เพื่อศึกษาระดับประสิทธิผลการจัดบริการสวัสดิการสังคมตามแผนพัฒนาท้องถิ่นขององค์การบริหารส่วนตำบลในอำเภอวานรนิวาส จังหวัดสกลนคร 2) เพื่อเปรียบเทียบประสิทธิผลการจัดบริการสวัสดิการสังคม ตามแผนพัฒนาท้องถิ่นขององค์การบริหารส่วนตำบลในอำเภอวานรนิวาส จังหวัดสกลนคร จำแนกตามคุณลักษณะส่วนบุคคล 3) เพื่อหาแนวทางการพัฒนาการจัดบริการสวัสดิการสังคมตามแผนพัฒนาท้องถิ่นขององค์การบริหารส่วนตำบลในอำเภอวานรนิวาส จังหวัดสกลนคร กลุ่มตัวอย่างที่ใช้ในการวิจัย ได้แก่ ประชาชนที่อาศัยอยู่ในเขตองค์การบริหารส่วนตำบลในอำเภอวานรนิวาส จังหวัดสกลนคร ที่มีอายุตั้งแต่ 18 ปีขึ้นไป จำนวน 398 คน ใช้วิธีการสุ่มตัวอย่างแบบแบ่งชั้น (Stratified Random Sampling) สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ค่าเอฟและการวิเคราะห์ความแปรปรวนทางเดียว โดยใช้แบบสอบถามเป็นเครื่องมือในการเก็บรวบรวมข้อมูลแบบสอบถามได้ค่าความเชื่อมั่นทั้งฉบับเท่ากับ .90

ผลการวิจัยพบว่า

1. ประสิทธิผลการจัดบริการสวัสดิการสังคมตามแผนพัฒนาท้องถิ่นขององค์การบริหารส่วนตำบลในอำเภอวานรนิวาส จังหวัดสกลนคร ในภาพรวม อยู่ในระดับมากทุกด้าน (x = 4.48) เมื่อพิจารณารายด้าน พบว่า ด้านที่มีค่าเฉลี่ยมากที่สุด คือ ด้านการสงเคราะห์เบี้ยยังชีพผู้สูงอายุ ผู้พิการ และผู้ป่วยเอดส์ (x = 4.60) อยู่ในระดับมากที่สุดรองลงมา คือ ด้านการส่งเสริมพัฒนาเด็กและเยาวชน ด้านการพัฒนารายได้และส่งเสริมให้มีงานทำและด้านการส่งเสริมกีฬาและนันทนาการ (x = 4.47) อยู่ในระดับมาก ส่วนด้านที่มีค่าเฉลี่ยน้อยที่สุด คือ ด้านการส่งเสริมการศึกษา ศาสนา และวัฒนธรรม ( x= 4.42) อยู่ในระดับมาก

2. การเปรียบเทียบประสิทธิผลการจัดบริการสวัสดิการสังคมตามแผนพัฒนาท้องถิ่นขององค์การบริหารส่วนตำบลในอำเภอวานรนิวาส จังหวัดสกลนคร ตามคุณลักษณะส่วนบุคคล สามารถสรุปผลได้ดังนี้

2.1 จำแนกตามคุณลักษณะด้านอายุ ระดับการศึกษา และรายได้เฉลี่ยต่อเดือน พบว่า ประสิทธิผลการจัดบริการสวัสดิการสังคมตามแผนพัฒนาท้องถิ่นขององค์การบริหารส่วนตำบลในอำเภอวานรนิวาส จังหวัดสกลนคร ในภาพรวมและรายด้าน แตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ .05

2.2 จำแนกตามคุณลักษณะด้านพื้นที่อยู่อาศัย พบว่า ประสิทธิผลการจัดบริการสวัสดิการสังคมตามแผนพัฒนาท้องถิ่นขององค์การบริหารส่วนตำบลในอำเภอวานรนิวาส จังหวัดสกลนคร ในภาพรวมและรายด้าน แตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ .01

2.3 จำแนกตามคุณลักษณะด้านสถานภาพ และอาชีพ พบว่า ประสิทธิผล การจัดบริการสวัสดิการสังคมตามแผนพัฒนาท้องถิ่นขององค์การบริหารส่วนตำบลในอำเภอวานรนิวาส จังหวัดสกลนคร ในภาพรวมและรายด้าน ไม่แตกต่างกัน

3. แนวทางการพัฒนาการจัดบริการสวัสดิการสังคมตามแผนพัฒนาท้องถิ่นขององค์การบริหารส่วนตำบลในอำเภอวานรนิวาส จังหวัดสกลนคร มีจำนวน 5 ด้าน คือ1) ด้านการส่งเสริมการศึกษา ศาสนา และวัฒนธรรม 2) ด้านการส่งเสริมและพัฒนาสตรีและ กลุ่มแม่บ้าน 3) ด้านการส่งเสริมพัฒนาเด็กและเยาวชน 4) ด้านการพัฒนารายได้และส่งเสริมให้มีงานทำ และ 5) ด้านการส่งเสริมกีฬาและนันทนาการ
 

These purposes were established for the study: 1) To investigate the effectiveness of the provision of social welfare services based on the local development plans of the Sub-district Administration Organizations in Wanon Niwat District, Sakon Nakhon Province, 2) To compare the effectiveness of the provision of social welfare services based on the local development plans of the Sub-district Administration Organizations in Wanon Niwat District,  Sakon Nakhon Province on the basis of the people’s personal traits, and 3) To explore and gain guidelines on developing the effectiveness of the provision of social welfare services based on the local development plans of the Sub-district Administration Organizations in Wanon Niwat District, Sakon Nakhon Province. Obtained by stratified random sampling, the samples, included 398 people who were over 18 years old living in the areas of the Sub-district Administration Organizations, Wanon Niwat District, Sakon Nakhon Province.  A questionnaire with .90 reliability was used as a tool for data collection and statistics employed for data analysis consisted of frequency, percentage, mean, standard deviation, and One–way ANOVA.

 The study revealed these results:

1. Every aspect of  the effectiveness of the provision of social welfare services based on the local development plans of the Sub-district Administration Organizations in Wanon Niwat District, Sakon Nakhon Province, as a whole, was at the high level (x = 4.48). Considering each aspect, living allowance provided for the elderly, the disabled, and AIDS patients gained the highest mean (x = 4.60). At the same time, promoting the development of the children and young people concerning the improvements of their income, employment, sports and recreations were at the high level attaining the second highest mean (x = 4.47). However, the promotion of education, religion, and culture which was at the high level, gained the least mean  (x = 4.42).

2. Comparing the effectiveness of the provision of social welfare services based on the local development plans of the Sub-district Administration Organizations in Wanon Niwat District, Sakon Nakhon Province on the basis of their traits, these opinions of the people were found:

2.1 As a whole and as each aspect, the people who had different ages, educational backgrounds, and monthly incomes significantly had different opinions on the effectiveness of the provision of social welfare services based on the local development plans of the Sub-district Administration Organizations in Wanon Niwat District, Sakon Nakhon Province, at .05 statistical level.

2.2 As a whole and as each aspect, the people who had different residing areas significantly had different opinions on the effectiveness of the provision of social welfare services based on the local development plans of the Sub-district Administration Organizations in Wanon Niwat District, Sakon Nakhon Province, at .01 statistical level.

2.3 As a whole and as each aspect, the people who had different statuses and careers did not have different opinions on the effectiveness of the provision of social welfare services based on the local development plans of the Sub-district Administration Organizations in Wanon Niwat District, Sakon Nakhon Province.

3. Five aspects were guided for developing the effectiveness of the provision of social welfare services based on the local development plans of the Sub-district Administration Organizations in Wanon Niwat District, Sakon Nakhon Province: 1) the promotion of education, religion, and culture; 2) the promotion and development/empowerment of women and homemakers; 3) the promotion and development/ empowerment of the young people; 4) the promotion and development/empowerment of people’s income and employment; and 5) the promotion of sports and recreations
