การวิจัยครั้งนี้มีความมุ่งหมายเพื่อศึกษาองค์ประกอบ พัฒนารูปแบบและตรวจสอบความเหมาะสมของรูปแบบการบริหารงานวิชาการที่มีประสิทธิผลสำหรับโรงเรียนในโครงการ “การพัฒนาเด็กและเยาวชนในถิ่นทุรกันดาร ตามพระราชดำริ สมเด็จพระกนิษฐาธิราชเจ้า กรมสมเด็จพระเทพรัตนราชสุดาฯ สยามบรมราชกุมารี" (โรงเรียน กพด.) สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนคร เขต 1 เป็นการวิจัยแบบผสมผสาน ดำเนินการเป็น 3 ระยะ คือ ระยะที่ 1 การศึกษาองค์ประกอบของรูปแบบการบริหารงานวิชาการที่มีประสิทธิผลสำหรับโรงเรียน กพด. โดยศึกษาแนวคิด ทฤษฎี และสังเคราะห์เอกสารงานวิจัยที่เกี่ยวข้อง ระยะที่ 2 การพัฒนารูปแบบการบริหารงานวิชาการที่มีประสิทธิผลสำหรับโรงเรียน กพด. โดยนำร่างรูปแบบไปให้ผู้ทรงคุณวุฒิ 5 คน พิจารณา และระยะที่ 3 การตรวจสอบความเหมาะสมของรูปแบบการบริหารงานวิชาการที่มีประสิทธิผลสำหรับโรงเรียน กพด. กลุ่มตัวอย่างเป็นผู้บริหารโรงเรียน ครูหัวหน้างานวิชาการและครูผู้สอนในโรงเรียน กพด. สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนคร เขต 1 ปีการศึกษา 2564 จำนวน 226 คน ได้มาโดยการสุ่มแบบแบ่งชั้น เครื่องมือที่ใช้รวบรวมข้อมูลเป็นแบบสอบถามชนิดมาตราส่วนประมาณค่า 5 ระดับ มีค่าความเที่ยงตรงเชิงเนื้อหา 1.00 ทุกข้อ ค่าอำนาจจำแนกระหว่าง 0.28 – 0.91 และค่าความเชื่อมั่น 0.99 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ยและส่วนเบี่ยงเบนมาตรฐาน

ผลการวิจัยพบว่า

1. องค์ประกอบของรูปแบบการบริหารงานวิชาการที่มีประสิทธิผลสำหรับโรงเรียน กพด. สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนคร เขต 1 ประกอบด้วย 4 องค์ประกอบ ได้แก่ ปัจจัยที่ส่งผลต่อการบริหารงานวิชาการที่มีประสิทธิผล ขอบข่ายการบริหารงานวิชาการ กระบวนการบริหารงานวิชาการ และผลของการบริหารงานวิชาการที่มีประสิทธิผล     

2. ผู้ทรงคุณวุฒิเห็นด้วยร้อยละ 100 กับร่างรูปแบบการบริหารงานวิชาการที่มีประสิทธิผลสำหรับโรงเรียน กพด. สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนคร เขต 1 

3. รูปแบบการบริหารงานวิชาการที่มีประสิทธิผลสำหรับโรงเรียน กพด. สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนคร เขต 1 โดยภาพรวมมีความเหมาะสมอยู่ในระดับมากที่สุด
 

The purposes of this study were to identify the components of, develop, and examine the appropriateness of an effective academic affairs administration model for schools in the project "Children and Youth in the Wilderness Development According to Royal Initiative of Her Royal Highness Princess Maha Chakri Sirindhorn Siam Boromrajakumari (The Royal Initiative Project)” under Sakon Nakhon Primary Educational Service Area Office 1. Mixed method designed was applied this study. The research procedures were divided into three phases, including Phase 1 was the intensive review of concepts and theories, and the synthesis of related studies, Phase 2 was the development of an effective academic affairs administration model for The Royal Initiative Project schools. The draft of this model was examined and considered by 5 specialists, and Phase 3, was the investigation of the appropriateness of the effective academic administration models for The Royal Initiative Project schools. The samples were totally 226 of school administrators, academic affairs heads and teachers in The Royal Initiative Project schools under the Sakon Nakhon Primary Educational Service Area Office 1 in Academic Year 2021, they were obtained using stratified random sampling. The tool used to collect the data was a 5-level rating scale questionnaire which had content validity Index (IOC) at 1.00 for every item, discrimination power index between 0.28 – 0.91 and reliability index at 0.99. The statistics used in data analysis were frequency, percentage and standard deviation. 

The study revealed these results:

1. The effective academic affairs administration model for The Royal Initiative Project schools under the Sakon Nakhon Primary Educational Service Area Office 1 contained 4 components: factors affecting the effective academic affairs administration, scope of academic affairs administration, process of academic affairs administration and output of the effective academic affairs administration. 

2. The experts agreed at 100 percent for the draft of an effective academic affairs administration model for The Royal Initiative Project schools under the Sakon Nakhon Primary Educational Service Area Office 1.

3. The appropriateness of effective academic affairs administration model for The Royal Initiative Project schools under the Sakon Nakhon Primary Educational Service Area Office 1 in overall was at the highest level.
