การวิจัยครั้งนี้มีความมุ่งหมายเพื่อ 1) ศึกษาองค์ประกอบการบริหารเชิงกลยุทธ์ของผู้บริหารสถานศึกษา 2) พัฒนาตัวบ่งชี้การบริหารเชิงกลยุทธ์ของผู้บริหารสถานศึกษา และ 3) ตรวจสอบความสอดคล้องของโมเดลโครงสร้างตัวบ่งชี้การบริหารเชิงกลยุทธ์ของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาหนองคายที่พัฒนาขึ้นกับข้อมูลเชิงประจักษ์ การดำเนินการวิจัยมี 3 ระยะ ประกอบด้วยระยะที่ 1 ศึกษาองค์ประกอบการบริหารเชิงกลยุทธ์ของผู้บริหารสถานศึกษา ระยะที่ 2 การพัฒนาตัวบ่งชี้การบริหารเชิงกลยุทธ์ของผู้บริหารสถานศึกษา และระยะที่ 3 การตรวจสอบความสอดคล้องของโมเดลโครงสร้างตัวบ่งชี้การบริหารเชิงกลยุทธ์ของผู้บริหารสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาหนองคายกับข้อมูลเชิงประจักษ์ เก็บข้อมูลจากผู้บริหารสถานศึกษาและครู สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาหนองคาย ปีการศึกษา 2564 จำนวน 400 คน ซึ่งได้มาโดยการสุ่มแบบหลายขั้นตอน (Multi-stage Random Sampling) เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็นแบบสอบถามชนิดมาตราส่วนประมาณค่า 5 ระดับ ซึ่งมีค่าดัชนีความสอดคล้อง ระหว่าง 0.60–1.00 ค่าอำนาจจำแนกระหว่าง 0.42-0.97 ค่าความเชื่อมั่น 0.99 วิเคราะห์ข้อมูลโดยใช้โปรแกรมสำเร็จรูปทางสถิติ  

ผลการวิจัยพบว่า 

1. การบริหารเชิงกลยุทธ์ของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา ประกอบด้วย 3 องค์ประกอบ ได้แก่ 1) ด้านการจัดทำกลยุทธ์ 2) ด้านการนำกลยุทธ์ไปปฏิบัติ และ 3) ด้านการประเมินและควบคุมกลยุทธ์ 

2. ตัวบ่งชี้การบริหารเชิงกลยุทธ์ของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาหนองคาย ประกอบด้วย 3 องค์ประกอบหลัก 14 องค์ประกอบย่อย 60 ตัวบ่งชี้ จำแนกเป็นด้านการจัดทำกลยุทธ์ จำนวน 22 ตัวบ่งชี้ ด้านการนำกลยุทธ์ไปปฏิบัติ จำนวน 19 ตัวบ่งชี้ และด้านการประเมินและควบคุมกลยุทธ์ จำนวน 19 ตัวบ่งชี้ 

3. โมเดลโครงสร้างตัวบ่งชี้การบริหารเชิงกลยุทธ์ของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาหนองคาย มีความสอดคล้องกับข้อมูลเชิงประจักษ์ (Chi - Square = 34.93, df = 56, p-value = 0.09, GFI = 0.99, AGFI = 0.98, RMSEA =0.00, CN = 940.32) เมื่อพิจารณาค่าน้ำหนักองค์ประกอบพบว่าด้านการนำ กลยุทธ์ไปปฏิบัติ มีน้ำหนักองค์ประกอบสูงที่สุด รองลงมาได้แก่ ด้านการประเมินและควบคุมกลยุทธ์ และด้านการจัดทำกลยุทธ์ ตามลำดับ
 

This research aimed to 1) identify the components of strategic management of school administrators, 2) develop strategic management indicators of school administrators 3) examine the congruence between the developed structural model of strategic management indicators of school administrators under the Secondary Educational Service Area Office Nong Khai and empirical data. The study was divided into three phases. Phase 1 was the intensive review of strategic management of school administrators. Phase 2 was the development of strategic management indicators of school administrators.  And phase 3 was the examination of the congruence between the structural model of strategic management indicators of school administrators under the Secondary Educational Service Area Office Nong Khai and empirical data. The data were collected from 400 teachers and administrators under the Secondary Educational Service Area Office Nong Khai in the academic year 2021. They were selected using Multi-Stage Random Sampling. The instruments used in data collection was a five-level rating scale questionnaire with the Index of Item Objective Congruence (IOC) between 0.60-1.00, discrimination power index between 0.42-0.97, reliability index was at 0.99. The collected data were analyzed using statistical software program. 

The results found that:

1. The components of strategic management of school administrators under the Secondary Educational Service Area Office Nong Khai comprised three elements, namely 1) Strategy Development, 2) Strategy Implementation and 3) Strategy Evaluation and Control.

2. Strategic management indicators of school administrators under the Secondary Educational Service Area Office Nong Khai consisted of three fundamental elements and 14 sub-elements, 60 indicators, which could be described as Strategy Development obtained 22 indicators, Strategy Implementation obtained 19 indicators, and Strategic Evaluation and Control obtained 19 indicators. 

3. The model of structure of developed strategic management indicators of school administrators under the Secondary Educational Service Area Office Nong Khai congruent with empirical data;with Chi - Square = 34.93 df = 56  p - value = 0.09 GFI = 0.99 AGFI = 0.98 RMSEA =0.00 CN = 940.32. Considering about the factor loading, it was found that Strategy Implementation obtained the highest level and followed by Strategic Evaluation and Control and Strategy Development, respectively.
