การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาองค์ประกอบการพัฒนาการบริหารงานกลุ่มเครือข่ายโรงเรียนโนนสว่าง โป่งเปือย ไคสี 2) ศึกษาสภาพปัจจุบันและสภาพที่ควรจะเป็น เกี่ยวกับการบริหารงานกลุ่มเครือข่ายโรงเรียนโนนสว่าง โป่งเปือย ไคสี 3) ประเมินความต้องการจำเป็นในการพัฒนาการบริหารงานกลุ่มเครือข่ายโรงเรียนโรงเรียนโนนสว่าง โป่งเปือย ไคสี 4) ศึกษาแนวทางการพัฒนาการบริหารงานกลุ่มเครือข่ายโรงเรียนโนนสว่าง โป่งเปือย ไคสี กลุ่มตัวอย่างที่ใช้ในการวิจัย ได้แก่ ผู้บริหารโรงเรียนและครูในกลุ่มโรงเรียนโนนสว่าง โป่งเปือย ไคสี สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบึงกาฬ  ประจำปีการศึกษา 2565 รวมทั้งสิ้น 106 คน จำแนกเป็นผู้บริหารโรงเรียน จำนวน 11 คน และครู จำนวน 95 คน กำหนดขนาดกลุ่มตัวอย่างโดยใช้ตาราง Krejcie and Morgan การได้มาของกลุ่มตัวอย่างใช้การสุ่มแบบแบ่งชั้น เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถามชนิดมาตราส่วนประมาณค่า 5 ระดับ โดยสภาพปัจจุบันเกี่ยวกับการบริหารงานกลุ่มเครือข่ายโรงเรียนโนนสว่าง โป่งเปือย ไคสี มีค่าดัชนีความสอดคล้องเท่ากับ 1.00 ค่าอำนาจจำแนกระหว่าง 0.68-0.89  และค่าความเชื่อมั่น 0.98 ส่วนสภาพที่ควรจะเป็นเกี่ยวกับการบริหารงานกลุ่มเครือข่ายโรงเรียนโนนสว่าง โป่งเปือย ไคสี มีค่าดัชนีความสอดคล้องเท่ากับ 1.00 ค่าอำนาจจำแนกระหว่าง 0.69-0.88 และค่าความเชื่อมั่น 0.95 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และดัชนีลำดับความสำคัญของความต้องการจำเป็น

          ผลการวิจัยพบว่า

          1. องค์ประกอบการบริหารงานกลุ่มเครือข่ายโรงเรียน พบว่ามี  8 องค์ประกอบ ทุกองค์ประกอบมีความเหมาะสม

          2. สภาพปัจจุบันและสภาพที่ควรจะเป็นเกี่ยวกับการบริหารงานกลุ่มเครือข่ายโรงเรียนโนนสว่าง โป่งเปือย ไคสี สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบึงกาฬ พบว่า สภาพปัจจุบันเกี่ยวกับการบริหารงานกลุ่มเครือข่ายโรงเรียนโดยภาพรวมพบว่าอยู่ในระดับปานกลาง ส่วนสภาพที่ควรจะเป็นโดยภาพรวมพบว่าอยู่ในระดับมาก

          3. ผลการประเมินความต้องการจำเป็นในการพัฒนาการบริหารงานกลุ่มเครือข่ายโรงเรียนโนนสว่าง โป่งเปือย ไคสี สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบึงกาฬ พบว่ามีความต้องการจำเป็นในการพัฒนาทุกองค์ประกอบ ตามลำดับคือ 1) การบริหารงานและดำเนินงานกลุ่มเครือข่าย 2) บทบาทหน้าที่การมีส่วนร่วมสมาชิกเครือข่าย 3) การกำกับดูแล ติดตามประเมินผล  4) การติดต่อประสานงานของเครือข่าย 5) การมีทักษะภาวะผู้นำเครือข่าย 6) การพัฒนาสมาชิกกลุ่มเครือข่าย 7) การมีวัตถุประสงค์ของกลุ่มเครือข่าย 8) การมีวิสัยทัศน์ร่วมกัน

          4. แนวทางที่เหมาะสมในการพัฒนาการบริหารงานกลุ่มเครือข่ายโรงเรียนโนนสว่าง โป่งเปือย ไคสี สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบึงกาฬ มี 8 องค์ประกอบ ได้แก่  การบริหารและดำเนินงานกลุ่มเครือข่าย  บทบาทหน้าที่การมีส่วนร่วมของสมาชิกเครือข่าย  การกำกับดูแลติดตามประเมินผล การติดต่อประสานงานของเครือข่าย  การมีทักษะภาวะผู้นำเครือข่าย  การพัฒนาสมาชิกเครือข่าย  การมีวัตถุประสงค์กลุ่มเครือข่าย  และการมีวิสัยทัศน์ร่วมกัน

           The purpose(s) of this research was (were) to 1) to study the developmental components of the Non Sawang, Pong Puei Kai Si School network group administration; 2) to study the current condition and the situation that should be about the administration of Non Sawang, Pong Puei, Kai Si School Network Groups; 3) to assess the needs. 4) to study the development guidelines for the management of Non Sawang Pong Puei Kai Si School Network The sample group used in this research were school administrators and teachers in the group of Non Sawang Pong Puei Kai Si School under Bueng Kan Primary Educational Service Area Office. Academic Year 2022, totaling 106 students, divided into 11 school administrators and 95 teachers. The sample size was determined by using the Krejcie and Morgan table The acquisition of the sample was random. Tools used in the research: 1) A 5-level estimation scale test, in terms of the current situation concerning the administration of Non Sawang, Pong Puei, Kai Si School network group, the consistency index was 1.00, the discriminating power between 0.68-0.89. and a confidence value of 0.98. As for the condition that should be related to the management of the Non Sawang, Pong Puei, Kai Si School network group, there was a consistency index of 1.00, a discrimination between 0.69-0.88, and a confidence value of 0.95. and 2) a questionnaire on guidelines for developing the administration of Non Sawang, Pong Puei, Kai Si School network group. Statistics used in data analysis were percentage, mean, standard deviation. and priority index of necessary needs Statistics used in data analysis were frequency, percentage, mean and standard deviation.

          The findings were as follows:

          1. There are 8 components of school network administration: 1) having a common vision 2) having network objectives 3) roles and responsibilities and participation of network members 4) developing network members 5 ) network leadership skills 6) network group administration and operation 7) network coordination 8) supervision, monitoring and evaluation

          2. The actual situation and the situation that should be about the administration of the network group of Non Sawang Pong Puei Kai Si School under the Bueng Kan Primary Educational Service Area Office found that the situation that should be about the management of the network group. The school as a whole was found to be at a high level. As for the overall current condition, it was found that it was at a moderate level.

          3. The results of need assessment  in the development of the management of the network group  Non Sawang Pong Puei Kai Si School under the Bueng Kan Primary Educational Service Area Office found that there were necessary needs for the development of all elements respectively.

          4. has proposed a suitable guideline for the development of the network group administration of Non Sawang, Pong Puei, Kai Si School in all 8 elements, Administration and operation of network groups roles and responsibilities of participation of network members supervision, monitoring, evaluation network coordination network leadership skills network member development network group objectives shared vision
