การวิจัยครั้งนี้มีความมุ่งหมายเพื่อ 1) เพื่อศึกษาระดับภาวะผู้นำของผู้บริหารองค์กรปกครองส่วนท้องถิ่นในเขตอำเภอเมืองหนองคาย จังหวัดหนองคาย 2) เพื่อศึกษาระดับความเครียดในการปฏิบัติงานของพนักงานองค์กรปกครองส่วนท้องถิ่น 3) เพื่อเปรียบเทียบความเครียดในการปฏิบัติงานของพนักงานองค์กรปกครองส่วนท้องถิ่น ตามคุณลักษณะส่วนบุคคล และ 4) เพื่อศึกษาความสัมพันธ์ของภาวะผู้นำและความเครียดในการปฏิบัติงานของพนักงานองค์กรปกครองส่วนท้องถิ่น กลุ่มตัวอย่างได้แก่ ข้าราชการ บุคลากรทางการศึกษา ลูกจ้างประจำ พนักงานจ้าง ในองค์กรปกครองส่วนท้องถิ่นในเขตอำเภอเมืองหนองคาย จังหวัดหนองคาย จำนวน 351 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล ได้แก่ แบบสอบถาม มาตราส่วนประมาณค่า 5 ระดับ สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่  ค่าความถี่ ร้อยละค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ค่าที (t-test) และการวิเคราะห์ความแปรปรวนทางเดียว (One -Way ANOVA) หรือ F-test

           ผลการวิจัยพบว่า

           1) ระดับภาวะผู้นำของผู้บริหารองค์กรปกครองส่วนท้องถิ่นในเขตอำเภอเมืองหนองคาย จังหวัดหนองคาย พบว่าระดับภาวะผู้นำส่วนใหญ่อยู่ระดับปานกลาง มีค่าเฉลี่ยเท่ากับ (x= 3.34) เมื่อพิจารณาตามประเภทของภาวะผู้นำ พบว่า ผู้นำแบบเผด็จการอยู่ในระดับมาก โดยมีค่าเฉลี่ยเท่ากับ (x= 4.41) รองลงมาคือ ผู้นำแบบตามสบาย อยู่ในระดับปานกลาง มีค่าเฉลี่ยเท่ากับ (x= 3.40)  และผู้นำแบบประชาธิปไตย อยู่ในระดับน้อย มีค่าเฉลี่ยเท่ากับ (x= 2.21)

           2) ระดับความเครียดในการปฏิบัติงานของพนักงานองค์กรปกครองส่วนท้องถิ่นในเขตอำเภอเมืองหนองคาย จังหวัดหนองคาย พบว่า ระดับความคิดเห็นต่อความเครียดในการปฏิบัติงานของพนักงานองค์กรปกครองส่วนท้องถิ่น ภาพรวมอยู่ในระดับน้อย มีค่าเฉลี่ยเท่ากับ (x= 1.33) เมื่อพิจารณาเป็นรายด้าน พบว่า อยู่ในระดับน้อยทุกด้านเช่นกัน

           3) การเปรียบเทียบความเครียดในการปฏิบัติงานของพนักงานองค์กรปกครองส่วนท้องถิ่น จำแนกตามคุณลักษณะส่วนบุคคล พบว่า ด้านเพศ ในภาพรวม แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .01 โดยเพศชายมีความเครียดในการปฏิบัติงานมากกว่าเพศหญิงทุกด้าน โดยด้านอายุ ด้านอัตราเงินเดือนด้านระดับการศึกษา ด้านระยะเวลาที่ปฏิบัติงานด้านตำแหน่งงาน พบว่า ทั้งในภาพรวม และรายด้านแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .01 เมื่อพิจารณาเป็นรายด้าน พบว่า แตกต่างกันอย่างมีนัยสำคัญทางสถิติ

           4) ผลการวิเคราะห์ความสัมพันธ์ของภาวะผู้นำและความเครียดในการปฏิบัติงาน พบว่า ไม่มีความสัมพันธ์กันกับภาวะผู้นำทั้ง 3 ประเภทโดย พบว่า ภาวะผู้นำแบบตามสบาย มีความสัมพันธ์มากที่สุด รองลงมาคือ ภาวะผู้นำแบบประชาธิปไตย มีความสัมพันธ์รองลงมาและมีความสัมพันธ์ต่ำที่สุด คือ ภาวะผู้นำแบบเผด็จการ

The study aimed 1) to investigate the leadership level of the administrators of the Local Administration Organizations in Mueang Nong Khai district, Nong Khai province, 2) to explore the work stress level of the employees who reported to the Local Administration Organizations in Mueang Nong Khai district, Nong Khai province, 3) to compare these employees’ work stress based on their different personal characteristics, and 4) to examine the relationship between the administrators’ leadership and employees’ work stress. The samples consisted of 351 personnel who could be categorized as the government officials, educational staff, and permanent and temporary employees of the Local Administration Organizations in Mueang Nong Khai district, Nong Khai province. The instrument used was the questionnaire with 5 rating scales. The statistics employed for data analysis included frequency, mean, percentage, standard deviation, t-test, and One -Way ANOVA (F-test).

           The study revealed these results:

           1. Regarding the leadership of the administrators of the Local Administration Organizations in Mueang Nong Khai district, Nong Khai province, it was found that these administrators’ overall leadership was at the moderate level (x= 3.34). When considering each aspect of these administrators’ leadership, their autocratic leadership was at the highest level (x= 4.41) while laissez-faire leadership was at the second most level (x= 3.40), and the democratic leadership was at the least level (x= 2.21).

          2. Concerning the work stress of the employees of the Local Administration Organizations in Mueang Nong Khai district, Nong Khai province, the study showed that their overall work stress was at the low level (x= 1.33). At the same time, each aspect of their work stress was also rated at the low level.

           3. When comparing these employees’ work stress on the basis of their different personal characteristics, it was found that the work stress of the employees whose genders were different significantly differed at .01 statistical level; the male employees’ work stress was higher than the female employees’ work stress in every aspect. In addition, the work stress of the employees whose age, monthly income, educational background, job/employment period, and position varied, as a whole and in each aspect, was also significantly different at .01 statistical level.

         4. The analysis showed that the administrators’ three types of leadership were not correlated with the employees’ work stress. Nevertheless, the administrators’ laissez-faire leadership correlated with the employees’ work stress at the highest level. Meanwhile, democratic leadership and autocratic leadership were correlated with the employees’ work stress at the second highest and the lowest levels, respectively.
