การวิจัยครั้งนี้มีความมุ่งหมายเพื่อศึกษา เปรียบเทียบ หาความสัมพันธ์และอำนาจพยากรณ์ ระหว่างปัจจัยคัดสรรทางการบริหารที่ส่งผลต่อประสิทธิผลการบริหารงานวิชาการโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษานครพนม เขต 2 ตามความคิดเห็นของผู้บริหารโรงเรียน หัวหน้าฝ่ายบริหารงานวิชาการและครูผู้สอน และหาแนวทางการพัฒนาปัจจัยคัดสรรทางการบริหาร ผู้วิจัยกำหนดขนาดกลุ่มตัวอย่างโดยใช้ตารางเครจซี่และมอร์แกน ได้กลุ่มตัวอย่าง 320 คน แต่ในการวิจัยครั้งนี้ใช้กลุ่มตัวอย่าง 328 คนจำแนกเป็น ผู้บริหารโรงเรียน จำนวน 58 คน หัวหน้าฝ่ายบริหารงานวิชาการ จำนวน 58 คนและครูผู้สอน จำนวน 212 คน จากนั้นผู้วิจัยใช้การสุ่มแบบหลายขั้นตอน (Multi-Stage Random Sampling) เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล เป็นแบบสอบถามเกี่ยวกับปัจจัยคัดสรรทางการบริหารที่ส่งผลต่อประสิทธิผลการบริหารงานวิชาการโรงเรียน โดยมีค่าความเชื่อมั่นทั้งฉบับเท่ากับ 0.983 มีค่าอำนาจจำแนกรายข้ออยู่ระหว่าง 0.467 - 0.922 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การวิเคราะห์ความแปรปรวนทางเดียว (One-Way ANOVA) ค่าสัมประสิทธิ์สหสัมพันธ์อย่างง่ายของเพียร์สัน (Pearson’s Product-Moment Correlation Coefficient) และการวิเคราะห์การถดถอยพหุคูณ (Stepwise Multiple Regression Analysis) 

ผลการวิจัยพบว่า 

1. ปัจจัยคัดสรรทางการบริหารอยู่ในระดับ มาก

2. ประสิทธิผลการบริหารงานวิชาการโรงเรียนอยู่ในระดับ มาก

3. ปัจจัยคัดสรรทางการบริหารตามความคิดเห็นผู้บริหารโรงเรียนหัวหน้าฝ่ายบริหารงานวิชาการ และครูผู้สอน จำแนกตามขนาดโรงเรียน แตกต่างกัน จำแนกตามสถานภาพการดำรงตำแหน่งและประสบการณ์ในการปฏิบัติงาน ไม่แตกต่างกัน

4. ประสิทธิผลการบริหารงานวิชาการโรงเรียนตามความคิดเห็นผู้บริหารโรงเรียน หัวหน้าฝ่ายบริหารงานวิชาการ และครูผู้สอน จำแนกตามสถานภาพการดำรงตำแหน่งและขนาดโรงเรียนแตกต่างกัน จำแนกตามประสบการณ์ปฏิบัติงาน ไม่แตกต่างกัน

5. ปัจจัยคัดสรรทางการบริหารกับประสิทธิผลการบริหารงานวิชาการโรงเรียนโดยรวมพบว่า มีความสัมพันธ์ทางบวก อยู่ในระดับปานกลาง (r = 0.693) อย่างมีนัยสำคัญทางสถิติที่ระดับ .01

6. ปัจจัยคัดสรรทางการบริหารที่นำมาวิเคราะห์จำนวน 5 ด้าน พบว่ามีจำนวน 5 ด้าน ที่สามารถพยากรณ์ประสิทธิผลการบริหารงานวิชาการโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษานครพนม เขต 2 โดย 4 ด้าน มีนัยสำคัญทางสถิติที่ระดับ .01 ได้แก่ ด้านบรรยากาศแห่งการเรียนรู้ ด้านงบประมาณ ด้านเทคโนโลยีสารสนเทศ ด้านภาวะผู้นำของผู้บริหาร และ 1 ด้าน มีนัยสำคัญทางสถิติที่ระดับ .05 คือด้านบุคลากรและการพัฒนาบุคลากรซึ่งปัจจัยทั้ง 5 ด้านร่วมกันสามารถพยากรณ์ประสิทธิผลการบริหารงานวิชาการโรงเรียนได้ร้อยละ 61.80 และมีความคลาดเคลื่อนของมาตรฐานการพยากรณ์เท่ากับ ±0.339

7. การวิจัยครั้งนี้ได้เสนอแนวทางพัฒนาปัจจัยคัดสรรทางการบริหาร 5 ปัจจัยที่ส่งผลต่อประสิทธิผลการบริหารงานวิชาการโรงเรียนไว้ด้วย
 

This research aimed to examine, compare, identify the relationship and the predictive power between the selected administrative factors affecting the effectiveness of academic administration in schools under Nakhon Phanom Primary Educational Service Area Office 2, as perceived by school administrators, heads of academic administration division, and teachers, and established the guidelines for developing selected administrative factors. The sample size was determined using Krejci and Morgan tables with a total of 328 participants, comprising 58 school administrators, 58 heads of academic administration, and 212 teachers. The researcher then collected data using multi-stage random sampling. The research tool for data collection was a set of questionnaires on the selected administrative factors that affected the effectiveness of school academic administration with a reliability of 0.983, and a predictive power ranging from 0.467 to 0. 922. Statistics for data analysis included percentage, mean, standard deviation, One-Way ANOVA, Pearson’s product-moment correlation coefficient, and Stepwise multiple regression analysis. 

The findings were as follows:

1. The selected administrative factors were at a high level.

2. The effectiveness of school academic administration was at a high level.

3. The selected administrative factors, as perceived by participants classified by school sizes differed, whereas there were no differences in terms of position and work experience.

4. The effectiveness of school academic administration, as perceived by participants based on their position and school sizes showed differences. However, no significant differences were observed concerning work experience.

5. The selected administrative factors and the effectiveness of school academic administration as a whole had a positive relationship at a moderate level (r = 0.693) with the .01 level of significance. 

6. The five aspects of the selected administrative factors could predict the effectiveness of school academic administration under Nakhon Phanom Primary Educational Service Area Office 2. The four aspects of the said variables achieved the .01 level of significance, namely learning atmosphere, budget, information technology, and leadership of administrators. The only aspect that met the .05 level of significance was personnel and personnel development. The said variables achieved the predictive power of 61.8 percent with the standard error of estimate of ± 0.339.

7. The research has also proposed guidelines developing the selected administrative factors based on five aspects affecting the effectiveness of school academic administration.
