การวิจัยครั้งนี้มีความมุ่งหมายเพื่อ 1) ศึกษาสภาพและปัญหาการจัดแหล่งเรียนรู้เพื่อสนับสนุนการจัดการเรียนรู้แบบ Active Learning โรงเรียนบ้านโพนไผ่ สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนคร เขต 2 2) ศึกษาแนวทางการพัฒนาแหล่งเรียนรู้เพื่อสนับสนุนการจัดการเรียนรู้แบบ Active Learning และ 3) ติดตามผลการพัฒนาแหล่งเรียนรู้เพื่อสนับสนุนการจัดการเรียนรู้แบบ Active Learning โดยนำหลักการวิจัยปฏิบัติการแบบมีส่วนร่วม (Participatory Action Research) โดยการประยุกต์ใช้หลักการวิจัยเชิงปฏิบัติการ (Action Research) ดำเนินการ 2 วงรอบ ประกอบด้วย 4 ขั้นตอนคือ การวางแผน (Planning) การปฏิบัติการ (Action) การสังเกตการณ์ (Observation) และการสะท้อนกลับ (Reflection) กลุ่มเป้าหมายของการวิจัย ประกอบด้วย กลุ่มผู้วิจัย จำนวน 9 คน กลุ่มผู้ให้ข้อมูล จำนวน 69 คน เครื่องมือที่ใช้ได้แก่ แบบสัมภาษณ์ แบบบันทึก แบบสังเกต และแบบสอบถาม และวิเคราะห์ข้อมูลเชิงพรรณนาวิเคราะห์หาร้อยละ ค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐาน ร้อยละความก้าวหน้า สำหรับข้อมูลเชิงคุณภาพใช้การวิเคราะห์เนื้อหาและจัดหมวดหมู่นำเสนอแบบความเรียง

             ผลการวิจัย พบว่า

                 1. สภาพและปัญหาการจัดแหล่งเรียนรู้เพื่อสนับสนุนการจัดการเรียนรู้แบบ Active Learning โรงเรียนบ้านโพนไผ่ สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนคร เขต 2 พบว่า 1) สภาพการจัดแหล่งเรียนรู้ ไม่เอื้อต่อการจัดการเรียนรู้ Active Learning ขาดการดูแลเอาใจใส่ ขาดสื่ออุปกรณ์ สภาพห้องเรียนหรือแหล่งเรียนรู้ไม่สะอาด แสงสว่างไม่พอ วัสดุครุภัณฑ์ในห้องชำรุด ป้ายนิเทศไม่เป็นปัจจุบัน และ 2) ปัญหาการจัดแหล่งเรียนรู้ ขาดการบริหารจัดการที่ดี ทั้งด้านบุคลากรและด้านงบประมาณ ครูไม่มีเวลาดูแลรับผิดชอบแหล่งเรียนรู้อย่างเต็มที่ เน้นสอนแต่ในห้องเรียน เน้นการเรียนแบบท่องจำ ขาดบุคลากรที่มีความรู้ในเรื่องการจัดแหล่งเรียนรู้ สภาพไม่สะอาด ไม่น่าใช้บริการ ขาดงบประมาณในการปรับปรุงซ่อมแชมแหล่งเรียนรู้ ขาดการบริหารจัดการที่เป็นระบบ การนิเทศติดตามไม่สม่ำเสมอ จึงไม่เกิดความต่อเนื่องของการจัดแหล่งเรียนรู้ในโรงเรียน

                 2. แนวทางการพัฒนาแหล่งเรียนรู้เพื่อสนับสนุนการจัดการเรียนรู้แบบ Active Learning โรงเรียนบ้านโพนไผ่ จากการร่วมประชุมของผู้ร่วมวิจัยมีมติให้พัฒนา ได้แก่ 1) การประชุมเชิงปฏิบัติการ 2) การศึกษาดูงาน 3) การพัฒนาแหล่งเรียนรู้ 4) การพัฒนาการจัดการเรียนรู้แบบ Active Learning โดยใช้แหล่งเรียนรู้และ 5) การนิเทศภายใน

                 3. ผลการพัฒนาแหล่งเรียนรู้เพื่อสนับสนุนการจัดการเรียนรู้แบบ Active Learning โรงเรียนบ้านโพนไผ่ พบว่า การประชุมเชิงปฏิบัติการ ทำให้ผู้ร่วมวิจัยได้รับเทคนิควิธีการจัดกิจกรรมส่งเสริมการจัดการเรียนรู้โดยใช้แหล่งเรียนรู้โดยผู้ร่วมวิจัยมีความพึงพอใจต่อการประชุมเชิงปฏิบัติการ อยู่ในระดับมาก (x= 4.44) การศึกษาดูงานโรงเรียนต้นแบบส่งผลให้ครูที่ร่วมศึกษาดูงานเกิดแรงบันดาลใจในการที่จะพัฒนางาน โดยกลุ่มผู้ร่วมวิจัยมีความพึงพอใจการศึกษาดูงานในระดับมาก (x = 4.49) การพัฒนาแหล่งเรียนรู้เพื่อสนับสนุนการจัดการเรียนรู้แบบ Active Learning เนื่องจากผู้ร่วมวิจัยมีความรู้และทักษะด้านการพัฒนาแหล่งเรียนรู้ทำให้ความร่วมมือในการพัฒนา มุ่งมั่นในการทำงานมีความกระตือรือร้น ทำให้มีพฤติกรรมการพัฒนาอยู่ในระดับมากที่สุด (x = 4.58) นักเรียนมีความพึงพอใจของในการพัฒนาแหล่งเรียนรู้ในระดับมากที่สุด (x= 4.71) ส่วนผลการพัฒนาการจัดการเรียนรู้แบบ Active Learning โดยใช้แหล่งเรียนรู้ โดยรวมอยู่ในระดับมาก (x= 4.17) และผลการประเมินการพัฒนาแหล่งเรียนรู้ โดยรวมอยู่ในระดับมากที่สุด (x= 4.62) โดยทุกแหล่งเรียนรู้ได้ผลการประเมินการพัฒนาในระดับมากที่สุด เรียงจากมากไปหาน้อย ได้แก่ สนามเด็กเล่น BBL ห้องเรียน ห้องสมุด สนามกีฬา สวนพืชสมุนไพร และห้องปฏิบัติการคอมพิวเตอร์  

The purposes of this research were to 1) examine the conditions and problems of organizing learning resources to support active learning management at Ban Phon Phai School under Sakon Nakhon Primary Educational Service Area Office 2,  2) explore guidelines for developing learning resources to support active learning management, and 3) follow up on the effects after the development of learning resources management to support active learning management. The research employed participatory action research and action research principles with two cycles consisting of four steps: planning, action, observation, and reflection. The research target group comprised a research group of nine participants, and 69 participants as the informant group. The research tools were interview forms, observation forms, and a set of questionnaires. Descriptive data were analyzed using percentages, mean, standard deviations, and progress percentages. The qualitative data was analyzed in the forms of content classification and descriptive presentations.

             The findings of this study were as follows:

                 1. The conditions and problems of learning resources management to support active learning management at Ban Phon Phai School under Sakon Nakhon Primary Educational Service Area Office 2 revealed that 1) the conditions of learning resources management were not conducive to active learning management. These included the lack of attentive support, inadequate equipment, uncleaned classrooms or learning resources, insufficient lighting, damaged resources, and outdated information boards, and 2) The problems associated with learning resources management included ineffective administrative management concerning personnel and budget, teachers facing limited time to maintain and utilize learning resources, emphasizing in-class learning and memorization techniques, the deficiency of personnel possessing the necessary knowledge and expertise in managing learning resources, the absence of regular cleaning practices, unappealing services, inadequate budgets allocated for maintenance and repair of learning resources, unsystematic management, and inconsistent monitoring and supervision. All of these elements contributed to the unorganized conditions of school learning resources.

                 2. The guidelines for developing learning resources to facilitate active learning management at Ban Phon Phai School were derived from the participants' mutual agreements as follows: 1) a Workshop, 2) a Study Visit, 3) Learning resources management, 4) Development of active learning management using learning resources, and 5) Internal supervision.

                 3. The effects after the development of learning resources to support active learning management at Ban Phon Phai School revealed that the research participants obtained techniques and methods for organizing activities to promote learning management by using learning resources and were satisfied with the workshop at a high level (x = 4.44). The participants experienced performance enhancement as a result of the study visit and expressed a high level of satisfaction (x= 4.49). After attending the learning resources management development, the participants exhibited their behaviors by displaying the highest level of cooperation, work commitment, and enthusiasm (x = 4.58). Students were satisfied with the development of learning resources at the highest level (x= 4.71). The development of active learning management using the learning resources was overall at a high level (x= 4.17) and the assessment result of learning resources development was overall at the highest level (x= 4.62). After evaluation, all learning resources received the highest level of development, in descending order: BBL playgrounds, classrooms, libraries, sports fields, herb gardens, and a computer lab.
