การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาปัจจัยที่เกี่ยวกับสัมฤทธิผลการจัดการสิ่งแวดล้อมของสาธารณรัฐประชาธิปไตยประชาชนลาว 2) สร้างและพัฒนาตัวแบบปัจจัยที่มีอิทธิพลต่อสัมฤทธิผลการจัดการสิ่งแวดล้อมและ 3) นำตัวแบบมาพัฒนาข้อเสนอแนะเชิงนโยบายการพัฒนาสัมฤทธิผลการจัดการสิ่งแวดล้อม การสัมภาษณ์ผู้ทรงวุฒิจำนวน 10 คนและกลุ่มตัวอย่าง 720 คน จำแนกเป็นประชาชน 400 คนและบุคลากรแผนกทรัพยากรธรรมชาติและสิ่งแวดล้อม จำนวน 324 คน ใช้วิธีการสุ่มตัวอย่างแบบสัดส่วน เครื่องมือในการเก็บรวบรวมข้อมูล ได้แก่ แบบสัมภาษณ์ชนิดแบบมีโครงสร้างและแบบสอบถามชนิดประมาณค่าและสถิติในการวิเคราะห์ข้อมูล ได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การทดสอบค่าที การวิเคราะห์การถดถอยพหุคูณและการวิเคราะห์เชิงเนื้อหา

ผลการวิจัยผลการวิจัยพบว่า

1. ปัจจัยที่เกี่ยวกับสัมฤทธิผลการจัดการสิ่งแวดล้อม สาธารณรัฐประชาธิปไตยประชาชนลาว พบว่า การนำนโยบายไปปฏิบัติ ความตระหนักในการอนุรักษ์สิ่งแวดล้อมและการมีส่วนร่วมของชุมชนโดยรวมอยู่ในระดับปานกลางทุกด้าน และสัมฤทธิผลการจัดการสิ่งแวดล้อมด้านอากาศมีสัมฤทธิผลในระดับมาก รองลงมาคือ ด้านน้ำและด้านขยะมีสัมฤทธิผลอยู่ในระดับปานกลาง

2. สร้างและพัฒนาตัวแบบปัจจัยที่มีอิทธิพลต่อสัมฤทธิผลการจัดการสิ่งแวดล้อม พบว่า การนำนโยบายไปปฏิบัติ ความตระหนักในการอนุรักษ์สิ่งแวดล้อม มีอิทธิพลต่อการมีส่วนร่วมของชุมชน โดยมีค่าสัมประสิทธิ์ถดถอยพหุคูณ AdjR² =.976 อย่างมีนัยสำคัญทางสถิติที่ระดับ .01 โดยสามารถร่วมกันพยากรณ์ระดับการมีส่วนร่วมของชุมชน ได้ร้อยละ 95.40 และ

3. ข้อเสนอแนะเชิงนโยบายการพัฒนาสัมฤทธิผลการจัดการสิ่งแวดล้อม พบว่า ผู้เชี่ยวชาญได้ให้ข้อเสนอแนะด้านการนำนโยบายไปปฏิบัติ ได้แก่ 1) การจัดสรรงบประมาณ ในด้านการจัดการสิ่งแวดล้อมอย่างต่อเนื่อง และ 2) ภาวะผู้นำในการแก้ปัญหาการจัดการสิ่งแวดล้อมในการปฏิบัติงาน และด้านความตระหนักในการอนุรักษ์ ได้แก่ 1) ส่งเสริมให้ประชาชนได้เห็นคุณค่าต่อการจัดการสิ่งแวดล้อม และ 2) ควรปรับทัศนคติของประชาชน โดยการให้ความรู้ และด้านการมีส่วนร่วมของชุมชน ได้แก่ 1) ความร่วมมือภาคประชาชน ภาครัฐบาลและภาคเอกชนมีผลต่อการมีส่วนร่วม และ 2) การประชาสัมพันธ์ เผยแพร่และให้ความรู้

This study aimed 1) to investigate factors in the achievements of the environmental management of Lao PDR, 2) to create and develop the model factors in the achievements of the environmental management, 3) to bring the model factors to develop and create the policy proposals for managing the environment fruitfully. The samples could be classified as 10 specialists, 400 people, and 324 officers who reported to the Natural Resources and Environmental Department. They were obtained through proportion stratified random sampling technique. The instruments used in collecting the data for this study were structured interview form and a rating scale questionnaire. Statistics employed included frequency, percentage, mean, standard deviation, t-test, multiple regression analysis and content analysis.

The findings were as follows:

1. Of  factors in the  achievements of the environmental management of Lao PDR, the study revealed that bringing the policy into practice, an awareness of environmental conservation, and the community participation, as a whole, were at the moderate levels. In addition, the achievement of air management was at the high level while water management and waste management were moderately achieved. 

2. To create and develop the model factors in the achievements of the environmental management, it was found that the implementation of the policy or practicing the policy and the awareness of the environmental conservation significantly impacted on the community participation at .01 statistical level with .976 AdjR²  (the coefficient of multiple regression).  Certainly, these factors could be used to correctly predict the community participation at 95.40%.

3. Regarding the policy proposals for managing the environment fruitfully, these recommendations were given by the specialists: 1) allocating the budget for managing the environment consistently, 2) leadership was required in order to  solve the problems occurred from managing the environment. Regarding the creation of the conservation awareness, these suggestions were guided: 1) promote the people to perceive the value of conserving and managing the environment, 2) provide knowledge and promote community participation so as to modify their attitudes. Concerning the community participation, these recommendations were proposed for consideration: 1) participation from the people, government sector and non-government sector affected the overall participation 2) public relations and knowledge provision resulted in the achievements of environmental management.
