การวิจัยครั้งนี้มีวัตถุประสงค์ 1) เพื่อศึกษาระดับความรู้เกี่ยวกับกองทุนหมู่บ้านและชุมชนเมือง ระดับการมีส่วนร่วมของประชาชน และระดับประสิทธิผลการบริหารจัดการกองทุนหมู่บ้านและชุมชนเมืองในเขตตำบลกกตูม  2) เพื่อศึกษาความแตกต่างของประสิทธิผลการบริหารจัดการองทุนหมู่บ้านและชุมชนเมืองในเขตตำบลกกตูม ตามปัจจัยส่วนบุคคล  3) เพื่อศึกษาอิทธิพลของความรู้เกี่ยวกับกองทุนหมู่บ้านและชุมชนเมืองและการมีส่วนร่วมของประชาชนต่อประสิทธิผลการบริหารจัดการกองทุนหมู่บ้านและชุมชนเมือง กลุ่มตัวอย่างได้แก่ สมาชิกกองทุนหมู่บ้านและชุมชนเมือง ในเขตตำบลกกตูม อำเภอดงหลวง จังหวัดมุกดาหาร จำนวน 323 คน โดยใช้แบบสอบถามเป็นเครื่องมือในการเก็บรวบรวมข้อมูล และสถิติที่ใช้ในการวิเคราะห์ข้อมูลได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การทดสอบค่าที การวิเคราะห์ความแปรปรวนทางเดียว และการวิเคราะห์การถดถอยพหุคูณ

ผลการวิจัยพบว่า

1. ความรู้เกี่ยวกับกองทุนหมู่บ้านและชุมชนเมือง ส่วนใหญ่มีความรู้ในระดับมากที่สุด คิดเป็นร้อยละ 61.30 การมีส่วนร่วมของประชาชน โดยภาพรวมอยู่ในระดับมาก ประสิทธิผลการบริหารจัดการกองทุนหมู่บ้านและชุมชนเมือง โดยภาพรวมอยู่ในระดับมาก

2. ประสิทธิผลการบริหารจัดการกองทุนหมู่บ้านและชุมชนเมืองในภาพรวม มีความแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 ตามปัจจัยส่วนบุคคลด้านเพศ ระดับการศึกษา และรายได้ครอบครัวต่อเดือน ยกเว้นด้านอายุ สถานภาพ อาชีพ และยอดเงินที่กู้ยืมในปัจจุบัน

3. ความรู้เกี่ยวกับกองทุนหมู่บ้านและชุมชนเมือง และการมีส่วนร่วมของประชาชน มีอิทธิพลต่อประสิทธิผลการบริหารจัดการกองทุนหมู่บ้านและชุมชนเมือง ได้อย่างมีนัยสำคัญทางสถิติที่ระดับ .05 โดยร่วมกันทำนายประสิทธิผลการบริหารจัดการกองทุนหมู่บ้านและชุมชนเมือง ได้ร้อยละ 70.70

The objectives of this research were: 1) to investigate the levels of knowledge about the village and urban community fund and of people’s participation that go into effect upon the effectiveness of the village and urban community fund management, 2) to examine the differences of effectiveness of the village and urban community fund management in the Kok Toom sub-district area according to the personal factors, and 3) to inquire into influence of knowledge about the village and urban community fund and people’s participation on the effectiveness of the village and urban community fund management. A sample was 323 members of the village and urban community fund, who lived in the Kok Toom sub-district area, Dong Luang district, Mukdahan province. A questionnaire was used as the instrument for collecting data. Statistics used in data analysis were   frequency, percentage, mean, standard deviation, t-test, one-way ANOVA, and multiple regression analysis.

Findings of the research were as follows :

1. Most of the members of the village and urban community fund had knowledge at the highest level of 61.30 percent. The overall participation of the people was at high level. The overall effectiveness of the village and urban community fund management was at high level.

2. The overall effectiveness of the village and urban community fund management was found significantly different at the .05 level according to the personal factors of sex, educational attainment and family income per month excepting age, status, occupation and current loan balance.

3. Knowledge of the village and urban community fund and people’s participation had a significant influence on the effectiveness of the village and urban community fund management at the .05 level. They jointly predicted 70.70% of the   effectiveness of the village and urban community fund management.
