การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาระดับสภาพปัญหาและการมีส่วนร่วมของประชาชนในการพัฒนาการท่องเที่ยวของเทศบาลตำบลธาตุพนม 2) เปรียบเทียบระดับสภาพปัญหาและการมีส่วนร่วมของประชาชนในการพัฒนาการท่องเที่ยวของเทศบาลตำบลธาตุพนม ตามคุณลักษณะส่วนบุคคล 3) ศึกษาแนวทางพัฒนาการมีส่วนร่วมของประชาชนในการพัฒนาการท่องเที่ยวของเทศบาลตำบลธาตุพนม กลุ่มตัวอย่าง ได้แก่ ผู้บริหารหรือเจ้าหน้าที่ในหน่วยงานราชการ ผู้ประกอบการบริการท่องเที่ยว และประชาชนที่อาศัยอยู่ในเขตเทศบาลธาตุพนม จำนวน 400 คน  โดยใช้แบบสอบถามเป็นเครื่องมือในการเก็บรวบรวมข้อมูล และสถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การทดสอบค่าที และการวิเคราะห์ความแปรปรวนทางเดียว

ผลการวิจัยพบว่า

1. สภาพปัญหาในการพัฒนาการท่องเที่ยว ของเทศบาลตำบลธาตุพนม โดยภาพรวมอยู่ในระดับปานกลาง และการมีส่วนร่วมของประชาชนในการส่งเสริมการพัฒนาการท่องเที่ยว ของเทศบาลตำบลธาตุพนม โดยภาพรวมอยู่ในระดับปานกลาง

2. ผลการเปรียบเทียบสภาพปัญหาในการพัฒนาการท่องเที่ยวในภาพรวม เมื่อจำแนกตามคุณลักษณะส่วนบุคคล ด้านเพศ พบว่า ไม่มีความแตกต่างกัน เมื่อจำแนกคุณลักษณะส่วนบุคคล ด้านอายุ ระดับการศึกษา รายได้เฉลี่ยต่อเดือน และสถานะที่เกี่ยวข้อง พบว่า มีความแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 และผลการเปรียบเทียบการมีส่วนร่วมของประชาชนในการพัฒนาการท่องเที่ยวในภาพรวม จำแนกตามคุณลักษณะส่วนบุคคล อันประกอบด้วย เพศ อายุ ระดับการศึกษา และสถานะที่เกี่ยวข้อง พบว่า มีความแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 เมื่อจำแนกตามคุณลักษณะส่วนบุคคล ด้านรายได้เฉลี่ยต่อเดือน พบว่า ไม่มีความแตกต่างกัน

3. แนวทางการพัฒนาการมีส่วนร่วมของประชาชนในการพัฒนาการท่องเที่ยว ของเทศบาลตำบลธาตุพนม มีจำนวน 3 ด้าน คือ 1) ด้านการมีส่วนร่วมในการดำเนินการ 2) ด้านการมีส่วนร่วมในการคิดและตัดสินใจ  และ 3) ด้านการมีส่วนร่วมในการประเมินผล

The objectives of this research were: 1) to investigate a degree of problem state and people’s participation in tourism development of That Phanom Sub-district Municipality, 2) to compare the degree of problem state and people’s participation in tourism development of That Phanom Sub-district Municipality according to the personal background, and 3) to examine guidelines to develop people’s participation in tourism development of That Phanom Sub-district Municipality. A sample was administrators or officials in government divisions, entrepreneurs who operated tourism services and people living in the That Phanom Municipality area totaling 400 people. A questionnaire was used as the instrument for data collection. Statistics used in data analysis were frequency, percentage, mean, standard deviation, t-test and one-way ANOVA.

Findings of the Research were as follows:

1. The problem state in tourism development of That Phanom Sub-district Municipality as a whole was at moderate level. The people’s overall participation in promotion of tourism development operated by That Phanom Sub-district Municipality was at moderate level.

2. The result of comparing the overall problem state in tourism development as classified by personal background of sex was found not different. As classified by personal backgrounds of age, education, average income per month, and associated status, of which all the comparisons were found significantly different at the .05 level. Moreover, the comparisons of people’s overall participation in promotion of tourism development as classified by sex, age, education, and associated status were found significantly different at the .05 level. As classified by average income per month, it was found not different.

3. The guidelines for developing people’s participation in tourism development of That Phanom Sub-district Municipality were composed of 3 aspects: 1) participation in operation, 2) participation in thinking and decision making, and 3) participation in evaluation.
