การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาระดับการมีส่วนร่วมของประชาชนและประสิทธิผลการดำเนินงานด้านป้องกันและบรรเทาสาธารณภัยของศูนย์ป้องกันและบรรเทาสาธารณภัย เขต 7 สกลนคร  2) เปรียบเทียบการมีส่วนร่วมของประชาชนและประสิทธิผลการดำเนินงานป้องกันและบรรเทาสาธารณภัยของศูนย์ป้องกันและบรรเทา  สาธารณภัย เขต 7 สกลนคร แตกต่างกันตามคุณลักษณะส่วนบุคคล 3) ศึกษาการมีส่วนร่วมของประชาชนมีอิทธิพลต่อประสิทธิผลการดำเนินงานด้านการป้องกันและบรรเทา   สาธารณภัยของศูนย์ป้องกันและบรรเทาสาธารณภัย เขต 7 สกลนคร กลุ่มตัวอย่าง ได้แก่ ประชาชนที่อาศัยในเขตพื้นที่ เทศบาลตำบลงิ้วด่อน อำเภอเมือง จังหวัดสกลนคร จำนวน 363 คน โดยใช้แบบสอบถามเป็นเครื่องมือในการเก็บรวบรวมข้อมูล ได้ค่าความเชื่อมั่นของแบบสอบถามเท่ากับ .923 และสถิติที่ใช้ในการวิเคราะห์ข้อมูลได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การทดสอบค่าที และการวิเคราะห์ความแปรปรวนทางเดียว และการการวิเคราะห์การถดถอยพหุคูณ

ผลการวิจัยพบว่า

1. การมีส่วนร่วมของประชาชนในการดำเนินงานด้านป้องกันและบรรเทาสาธารณภัยของศูนย์ป้องกันและบรรเทาสาธารณภัย เขต 7 สกลนคร โดยภาพรวมอยู่ในระดับปานกลาง ประสิทธิผลการดำเนินงานด้านป้องกันและบรรเทาสาธารณภัยของ   ศูนย์ป้องกันและบรรเทาสาธารณภัย เขต 7 สกลนคร โดยภาพรวมอยู่ในระดับมาก

2. ผลการเปรียบเทียบการมีส่วนร่วมของประชาชนในการดำเนินงานด้านป้องกันและบรรเทาสาธารณภัยของศูนย์ป้องกันและบรรเทาสาธารณภัย เขต 7 สกลนคร จำแนกตามคุณลักษณะส่วนบุคคล ด้านเพศ และอาชีพ พบว่า การมีส่วนร่วมของประชาชนในภาพรวม ไม่มีความแตกต่างกัน จำแนกตามคุณลักษณะด้านอายุ ระดับการศึกษา และรายได้ต่อเดือน พบว่า การมีส่วนร่วมของประชาชนในภาพรวม มีความแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05

3. ผลการเปรียบเทียบระดับประสิทธิผลการดำเนินงานด้านป้องกันและบรรเทาสาธารณภัยของ ศูนย์ป้องกันและบรรเทาสาธารณภัย เขต 7 สกลนคร จำแนกตามคุณลักษณะส่วนบุคคลด้านเพศ ระดับการศึกษา อาชีพ และรายได้เฉลี่ยต่อเดือน พบว่า ประสิทธิผลการดำเนินงานด้านป้องกันและบรรเทาสาธารณภัยในภาพรวมไม่มีความแตกต่างกัน จำแนกตามคุณลักษณะด้านอายุ พบว่า ประสิทธิผลการดำเนินงาน ด้านป้องกันและบรรเทาสาธารณภัยของในภาพรวม มีความแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05

4. การมีส่วนร่วมของประชาชน มีอิทธิพลต่อประสิทธิผลการดำเนินงานด้านการป้องกันและบรรเทาสาธารณภัยของศูนย์ป้องกันและบรรเทาสาธารณภัย เขต 7 สกลนคร ได้อย่างมีนัยสำคัญทางสถิติที่ระดับ .05 โดยมีค่าความสัมพันธ์ (R^2Adj) เท่ากับ .679 ซึ่งการมีส่วนร่วมของประชาชน สามารถร่วมกันทำนายระดับประสิทธิผลการดำเนินงานด้านการป้องกันและบรรเทาสาธารณภัยของศูนย์ป้องกันและบรรเทาสาธารณภัย เขต 7 สกลนคร ได้ 67.90 % ส่วนอีกร้อยละ 32.10 เกิดจากอิทธิพลของตัวแปรอื่น ๆ

The objectives of this study were: 1) to investigate the degrees of people participation and effectiveness in operating the public disaster prevention and mitigation of the Center for Public Disaster Prevention and Mitigation, District 7, Sakon Nakhon, 2) to compare people’s participation and effectiveness in operating  the public disaster prevention and mitigation of the Center according to the personal backgrounds, and 3) to examine people’s participation which had influence on the effectiveness in operating the public disaster prevention and mitigation of the Center for Public Disaster Prevention and Mitigation, District 7, Sakon Nakhon. A sample was 363 people who resided in the area of the Ngiew Don Sub-District Municipality, Mueang district, Sakon Nakhon province. A questionnaire was used as the research instrument for data collection, which had the reliability co-efficient of .923. Statistics used in data analysis were frequency, percentage, mean, standard deviation, t-test, one-way ANOVA, and multiple regression analysis.

Results of the study were as follows.

             1. People’s overall participation in operating the public disaster prevention and mitigation of the Center of Public Disaster Prevention and Mitigation, District 7, Sakon Nakhon was at moderate level. People’s overall effectiveness in operating the public disaster prevention and mitigation of the Center of Public Disaster Prevention and Mitigation, District 7, Sakon Nakhon was at high level.

2. The results of comparing people’s participation in operating the public disaster prevention and mitigation of the Center for Public Disaster Prevention and Mitigation, District 7, Sakon Nakhon as classified by personal backgrounds of sex and occupation found that their overall participation was not different. When considering according to the backgrounds of age, educational attainment, and income per month, it found that the overall people’s participation was significantly different at the .05 level.

3. The results of comparing people’s effectiveness in operating the public disaster prevention and mitigation of the Center for Public Disaster Prevention and Mitigation, District 7, Sakon Nakhon as classified by personal backgrounds of sex, educational attainment, occupation and income per month found that people’s overall effectiveness in operating the public disaster prevention and mitigation was not different, while people’s overall effectiveness in operating the public disaster prevention and mitigation as classified by age found significantly different at the .05 level.

4. People’s participation had significant influence on effectiveness in operating the public disaster prevention and mitigation of the Center for Public Disaster Prevention and Mitigation, District 7, Sakon Nakhon at the .05 level by gaining the adjusted value of relationship (R^2Adj) equal to .679. People’s participation could jointly predict 67.90% of effectiveness in operating the public disaster prevention and mitigation of the Center for Public Disaster Prevention and Mitigation, District 7, Sakon Nakhon, while the remaining 32.10% was influenced by other variables.
