การวิจัยครั้งนี้มีวัตถุประสงค์ 1) เพื่อศึกษาระดับการเผยแพร่ข้อมูลข่าวสารขององค์การบริหารส่วนตำบลพังขว้าง อำเภอเมืองสกลนคร จังหวัดสกลนคร 2) เพื่อศึกษาระดับการมีส่วนร่วมของประชาชนในการดำเนินงานขององค์การบริหารส่วนตำบลพังขว้าง อำเภอเมืองสกลนคร จังหวัดสกลนคร 3) เพื่อศึกษาอิทธิพลของการเผยแพร่ข้อมูลข่าวสารที่มีผลต่อการมีส่วนร่วมของประชาชนในการดำเนินงานขององค์การบริหารส่วนตำบลพังขว้าง อำเภอเมืองสกลนคร จังหวัดสกลนคร 4) เพื่อศึกษาแนวทางพัฒนาการมีส่วนร่วมของประชาชนในการดำเนินงานขององค์การบริหารส่วนตำบลพังขว้าง อำเภอเมืองสกลนคร จังหวัดสกลนคร กลุ่มตัวอย่าง ได้แก่ ประชาชนที่มีภูมิลำเนาอยู่ในเขตตำบลพังขว้าง อำเภอเมืองสกลนคร จังหวัดสกลนคร จำนวน 390 คน โดยใช้แบบสอบถามเป็นเครื่องมือในการเก็บรวบรวมข้อมูล และสถิติที่ใช้ในการวิเคราะห์ข้อมูลได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ค่าสัมประสิทธิ์สหสัมพันธ์ของเพียร์สัน และค่าถดถอยพหุคูณ

ผลการวิจัย พบว่า

1. การเผยแพร่ข้อมูลข่าวสารขององค์การบริหารส่วนตำบลพังขว้าง อำเภอเมืองสกลนคร จังหวัดสกลนคร โดยภาพรวมอยู่ในระดับมาก เมื่อพิจารณารายด้าน พบว่า ด้านช่องทางการเผยแพร่ข้อมูลข่าวสารมีการเผยแพร่ข้อมูลข่าวสารในระดับมาก และด้านประเภทข้อมูลข่าวสารมีการเผยแพร่ข้อมูลข่าวสารในระดับปานกลาง

2. การมีส่วนร่วมของประชาชนในการดำเนินงานขององค์การบริหารส่วนตำบลพังขว้าง อำเภอเมืองสกลนคร จังหวัดสกลนคร โดยภาพรวมอยู่ในระดับมาก เมื่อพิจารณารายด้าน พบว่า มีส่วนร่วมอยู่ในระดับมากทุกด้าน โดยด้านที่มีค่าเฉลี่ยมากที่สุด คือ ด้านการมีส่วนร่วมในการรับผลประโยชน์ ส่วนด้านที่มีค่าเฉลี่ยน้อยกว่าทุกด้าน คือ ด้านการมีส่วนร่วมในการตัดสินใจ

3. การเผยแพร่ข้อมูลข่าวสารมีอิทธิพลต่อการมีส่วนร่วมของประชาชนในการดำเนินงานขององค์การบริหารส่วนตำบลพังขว้าง อำเภอเมืองสกลนคร จังหวัดสกลนคร อย่างมีนัยสำคัญทางสถิติที่ระดับ .05 ซึ่งมีความสัมพันธ์กันโดยรวมอยู่ในระดับปานกลาง และค่าสัมประสิทธิ์สหสัมพันธ์ทางบวก (r = .557) โดยด้านช่องทางการเผยแพร่ข้อมูลข่าวสารมีอิทธิพลสูงสุด (ß₁ = .542) รองลงมาคือ ด้านประเภทข้อมูลข่าวสาร (ß₂ = .124) ตัวแปรอิสระทั้งสองมีอำนาจพยากรณ์ต่อการมีส่วนร่วมของประชาชนได้ร้อยละ 34.5 (R^2Adj = .345)

4. แนวทางพัฒนาการมีส่วนร่วมของประชาชนในการดำเนินงานขององค์การบริหารส่วนตำบลพังขว้าง อำเภอเมืองสกลนคร จังหวัดสกลนคร ได้แก่ ควรส่งเสริมและกระตุ้นให้ประชาชนเข้ามามีส่วนร่วมในการดำเนินงานองค์การบริหารส่วนตำบลพังขว้าง โดยการจัดฝึกอบรมให้ความรู้เกี่ยวกับประชาชนในทุกหมู่บ้าน ให้เห็นความสำคัญและประโยชน์ของการเข้ามามีส่วนร่วมในการดำเนินงานขององค์การบริหารส่วนตำบลพังขว้างและการประชาสัมพันธ์ผ่านสื่อต่าง ๆ ในพื้นที่ เช่น หอกระจายข่าวประจำหมู่บ้าน ป้ายประชาสัมพันธ์ต่าง ๆ บุคลากรขององค์การบริหารส่วนตำบลพังขว้าง ควรลงพื้นที่พบประชาชนตามหมู่บ้านต่าง ๆ เพื่อดึงประชาชนเข้ามามีส่วนร่วมให้มากขึ้น

The purposes of this research were: 1) to study the level of information dissemination of the Phangkhwang Sub-District Administration Organization, Mueang district, Sakon Nakhon province, 2) to study the level of people’s participation in the operation of the Phangkhwang Sub-District Administration Organization, Mueang district, Sakon Nakhon province, 3) to study the influence of dissemination of the information on people's participation in the operation of the Phangkhwang Sub-District Administration Organization, Mueang district, Sakon Nakhon province, and 4) to study the developmental approach to developing people’s participation in the operation of the Phangkhwang Sub-District Administration Organization, Mueang district, Sakon Nakhon province. The sample was 390 people who were domiciled in the Phangkhwang Sub-district area, Mueang district, Sakon Nakhon province. The questionnaire was used as a tool in collecting data, and statistics used in data analysis were frequency, percentage, mean, Pearson's product moment correlation coefficient, and multiple regression analysis.

The findings were as follows:

1. The overall information dissemination of the Phangkhwang Sub-District Administration Organization, Mueang district, Sakon Nakhon province was at high level. When considering each aspect, the aspect of information dissemination channel was at high level and the aspect of information types was at moderate level.

2. The overall public participation in the operation of Phangkhwang Sub-District Administration Organization was at high level. When considering each aspect, it was found that the participation was at high level in all aspects. The aspect that gained the highest mean score was of participation in receiving benefits, whereas the aspect that gained the lowest mean score was of participation in decision making.

3. The dissemination of information significantly influenced the people's participation in the operation of the Phangkhwang Sub-District Administration Organization, Mueang district, Sakon Nakhon province at the .05 level. The overall correlation was at moderate level, and the correlation coefficient was positive (r = .557). The information dissemination channel had the highest influence (ß₁ = .542), followed by the information types (ß₂ = .124). Both of the independent variables of people’s participation had power for prediction of 34.5% (R^2Adj = .345) of the people’s participation.

4. The developmental approach to public participation in the operation of the Phangkhwang Sub-District Administration Organization, Mueang district, Sakon Nakhon province includes the following: People should be promoted and stimulated to be involved in the operation of the Phangkhwang Sub-District Administration Organization by providing training to people in every village to see the importance and benefits of getting involved and by exercising public relations through various media in the area such as a village news distribution tower, and adverting boards; staff members of the Phangkhwang Sub-District Administration Organization should go down to meet people in different villages to draw more people to participate in the operation of the Organization.
