การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา สัมฤทธิผลของการดำเนินงานตามมาตรการส่งเสริมความเป็นอยู่ระดับตำบล เทศบาลตำบลแพด อำเภอคำตากล้า จังหวัดสกลนคร กลุ่มตัวอย่าง ได้แก่ ประชากรที่ใช้ในการวิจัยครั้งนี้จะทำการวิจัยเฉพาะประชาชนที่มีอายุตั้งแต่ 20 ปีขึ้นไป ซึ่งอาศัยอยู่ในเขตเทศบาลตำบลแพด อำเภอคำตากล้า จังหวัดสกลนคร จำนวน 386 คน โดยใช้แบบสอบถามเป็นเครื่องมือในการเก็บรวบรวมข้อมูล ได้ค่าความเชื่อมั่นของแบบสอบถาม เท่ากับ .951 และสถิติที่ใช้ในการวิเคราะห์ข้อมูลได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การทดสอบค่าที และการวิเคราะห์ความแปรปรวนทางเดียว

ผลการวิจัยพบว่า

1. สัมฤทธิผลของการดำเนินงานตามมาตรการส่งเสริมความเป็นอยู่ระดับตำบล เทศบาลตำบลแพด อำเภอคำตากล้า จังหวัดสกลนคร โดยภาพรวมอยู่ในระดับปานกลาง เมื่อพิจารณารายด้าน พบว่า ด้านที่มีค่าเฉลี่ยมากที่สุด คือ ด้านความต้องการของประชาชน มีสัมฤทธิผลในระดับมาก รองลงมาคือ ด้านมาตรการที่กระทรวงมหาดไทยกำหนด มีสัมฤทธิผลในระดับปานกลาง ส่วนด้านที่มีค่าเฉลี่ยน้อยที่สุด คือ ด้านการขยายผล มีสัมฤทธิผลในระดับปานกลาง

2. ผลการวิเคราะห์ข้อมูลการเปรียบเทียบสัมฤทธิผลของการดำเนินงานตามมาตรการส่งเสริมความเป็นอยู่ระดับตำบล เทศบาลตำบลแพด อำเภอคำตากล้า จังหวัดสกลนคร จำแนกตามคุณลักษณะส่วนบุคคล สามารถสรุปผลได้ดังนี้

2.1 จำแนกตามคุณลักษณะส่วนบุคคลด้านเพศ ระดับการศึกษา และหมู่บ้านที่อยู่อาศัย พบว่า สัมฤทธิผลของการดำเนินงานตามมาตรการส่งเสริมความเป็นอยู่ระดับตำบล ในภาพรวม มีความแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .000

2.2 จำแนกตามคุณลักษณะส่วนบุคคลด้านอายุ อาชีพ รายได้ต่อเดือน และประเภทของโครงการ พบว่า สัมฤทธิผลของการดำเนินงานตามมาตรการส่งเสริมความเป็นอยู่ระดับตำบล ในภาพรวม มีความแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05

2.3 จำแนกตามคุณลักษณะส่วนบุคคลด้านระยะเวลาที่อาศัยอยู่ในชุมชน พบว่า สัมฤทธิผลของการดำเนินงานตามมาตรการส่งเสริมความเป็นอยู่ระดับตำบล ในภาพรวม มีความแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .01

3. สัมฤทธิผลของการดำเนินงานตามมาตรการส่งเสริมความเป็นอยู่ระดับตำบล เทศบาลตำบลแพด อำเภอคำตากล้า จังหวัดสกลนคร ที่ควรนำไปศึกษาหาแนวทางในการพัฒนาสัมฤทธิผลของการดำเนินงานตามมาตรการส่งเสริมความเป็นอยู่ระดับตำบล เทศบาลตำบลแพด อำเภอคำตากล้า จังหวัดสกลนคร มีจำนวน 3 ด้าน คือ 1) ด้านมาตรการที่ระทรวงมหาดไทยกำหนด  2) ด้านการมีส่วนร่วมของประชาชน  และ 3) ด้านการขยายผล

The purpose of this study was to investigate operational achievement of the measures to promote living at sub-district level, Paed sub-district, Kham Takla district, Sakon Nakhon province. A sample was 386 people of 20 years of age or above who lived in the Paed sub-district Municipality area, Kham Takla district, Sakon Nakhon province. The instrument used was a questionnaire whose reliability coefficient was .951. Statistics used in data analysis were frequency, percentage, mean, standard deviation, t-test and one-way ANOVA.

Findings of the study were as follows:

1.     The overall operational achievement of the measures to promote livingat sub-district level, Paed sub-district, Kham Takla district, Sakon Nakhon province was at moderate level. Considering it by aspect, the aspect that gained the highest mean score was of ‘people’s need’ which had achievement at high level, followed by the aspect of measures prescribed by Ministry of Interior which had achievement at moderate level. The aspect that gained the lowest mean score was of ‘extending results’ which had achievement at moderate level.

2.    The comparisons of operational achievement of the measures to promote living at sub-district level, Paed sub-district, Kham Takla district, Sakon Nakhon province as classified by personal background can be concluded as follows:

2.1 As classified by sex, educational attainment, and residential village it showed that operational achievement of the measures to promote living at sub-district level as a whole was found significantly different at the .000 level.

2.2 As classified by age, occupation, income per month, and type of project having been budgeted it showed that operational achievement of the measures to promote living at sub-district level as a whole was found significantly different at the .05 level.

2.3 As classified by length of time living in the community it showed that operational achievement of the measures to promote living at sub-district level as a whole was found significantly different at the .01 level.

3. Operational achievement of the measures to promote living at sub-district level, Paed sub-district, Kham Takla district, Sakon Nakhon province which should be brought to examine to find a way to the development of operational achievement of the measures to promote living comprises 3 aspects: 1) measures prescribed by Ministry of Interior, 2) people’s participation, and 3) extending results.
