การวิจัยครั้งนี้ มีความมุ่งหมายเพื่อพัฒนาตัวบ่งชี้และตรวจสอบความสอดคล้องระหว่างโมเดลโครงสร้างตัวบ่งชี้สมรรถนะด้านเทคโนโลยีสารสนเทศและการสื่อสารของครูคอมพิวเตอร์ที่พัฒนาขึ้นกับข้อมูลเชิงประจักษ์ การวิจัยแบ่งออกเป็นสองระยะ คือ ระยะที่หนึ่ง การพัฒนาตัวบ่งชี้สมรรถนะด้านเทคโนโลยีสารสนเทศและการสื่อสารของครูคอมพิวเตอร์ และระยะที่สอง การตรวจสอบความเที่ยงตรงเชิงโครงสร้างของโมเดลตัวบ่งชี้สมรรถนะด้านเทคโนโลยีสารสนเทศและการสื่อสารของครูคอมพิวเตอร์ที่พัฒนาขึ้นกับข้อมูลเชิงประจักษ์ กลุ่มตัวอย่างเป็นครูผู้สอนคอมพิวเตอร์ในโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนคร เขต 1 ปีการศึกษา 2560 จำนวน 425 คน ได้มาโดยการสุ่มแบบหลายขั้นตอน (Multi Stage Random Sampling) เครื่องมือที่ใช้ในการเก็บข้อมูลเป็นแบบสอบถามแบบมาตราส่วนประมาณค่า 5 ระดับ มีค่าความเที่ยงตรงเชิงเนื้อหา ระหว่าง 0.60 – 1.00 ค่าอำนาจจำแนก ระหว่าง 0.31 – 0.78 ค่าความเชื่อมั่นทั้งฉบับ โดยวิธีสัมประสิทธิ์แอลฟาของ Cronbach เท่ากับ 0.90 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน สัมประสิทธิ์สหสัมพันธ์ด้วยวิธีของเพียร์สันและค่าพารามิเตอร์โดยวิธีไลค์ลิฮูดสูงสุด (Maximum Likelihood Estimate) วิเคราะห์ข้อมูลโดยใช้โปรแกรมสำเร็จรูปทางสถิติ

ผลการวิจัย พบว่า

1. ตัวบ่งชี้สมรรถนะด้านเทคโนโลยีสารสนเทศและการสื่อสารของครูคอมพิวเตอร์ประกอบด้วย 5 องค์ประกอบหลัก 16 องค์ประกอบย่อย 68 ตัวบ่งชี้ จำแนกเป็น ด้านการมีความรู้พื้นฐานในการใช้เทคโนโลยีสารสนเทศและการสื่อสาร จำนวน 22 ตัวบ่งชี้ ด้านการใช้เทคโนโลยีสารสนเทศและการสื่อสารเพื่อการติดต่อสื่อสาร จำนวน 13 ตัวบ่งชี้ ด้านการใช้เทคโนโลยีสารสนเทศและการสื่อสารถูกต้องตามกฎหมาย คุณธรรม จริยธรรมและปลอดภัย จำนวน 11 ตัวบ่งชี้ ด้านการใช้เทคโนโลยีสารสนเทศและการสื่อสารในการเรียนการสอน จำนวน 12 ตัวบ่งชี้ และด้านหลักการใช้เทคโนโลยีสารสนเทศและการสื่อสารในการพัฒนาตนเองและวิชาชีพ จำนวน 10 ตัวบ่งชี้ 

2. โมเดลโครงสร้างตัวบ่งชี้สมรรถนะด้านเทคโนโลยีสารสนเทศและการสื่อสารของครูคอมพิวเตอร์กับข้อมูลเชิงประจักษ์มีความสอดคล้องกัน โดยมีค่าไค-สแควร์ (Chi-square : ) เท่ากับ 41.20 ค่าองศาอิสระ (df) เท่ากับ 43 ค่านัยสำคัญทางสถิติ (p-value) เท่ากับ 0.55 ค่า /df เท่ากับ 0.96 ดัชนีวัดระดับความกลมกลืน (GFI) เท่ากับ 0.99 ดัชนีวัดระดับความกลมกลืนที่ปรับแก้แล้ว (AGFI) เท่ากับ 0.96 ค่าความคลาดเคลื่อนในการประมาณค่าพารามิเตอร์ (RMSEA) เท่ากับ 0.00 ค่าดัชนีแสดงขนาดของกลุ่มตัวอย่างที่ยอมรับ (CN) เท่ากับ 647.15 ซึ่งเป็นไปตามสมมติฐานที่ตั้งไว้

The objectives of this study were to develop the indicators and to examine the goodness-of-fit of the developed structural model on performance indicator about information and communication technology of computer teachers under the Primary Educational Service Area Sakhon Nakon office 1 with the empirical data. The study was divided into 2 phases. The first phase was the development of performance indicator about information and communication technology of computer teachers and second phase was the construct validity examination of the development model with the empirical data. The sample group consisted of 425 computer teachers under the Primary Educational Service Area Sakhon Nakon office 1 in the academic year B.E. 2560, selected through multi-stage random sampling. Data collection tool was a 5-level rating scale questionnaire with content validity index between 0.60 – 1.00 and discrimination value between 0.31 – 0.78 the overall reliability value as calculated by using Cronbach Alpha Coefficient at 0.90 Statistics used in data collection was frequency, percentage, mean, standard deviation, Pearson product moment correlation and maximum likelihood method for parameter estimation, which were determined in data analysis process software.

The study yielded the following results.

1. Performance Indicator about Information and Communication Technology of Computer Teachers comprised 5 main components, 16 sub components and 68 indicators, which could be grouped as the basic knowledge of information technology and communication side for 22 indicators, The information technology for communication side for 13 indicators, the information technology for communication regally moral ethics and safety side for 11 indicators, the information technology for communication in teaching and learning side for 12 indicators, and the information technology for communication in self-development and profession side for 10 indicators.

2. The development of performance indicator about Information and communication technology of computer teachers showed a goodness-of-fit with the empirical data with chi-square at 41.20, df = 43, p-value = 0.55, /df = 0.96,GFI = 0.99, AGFI = 0.96, RMSEA = 0.00, CN = 647.15 which were in accordance with the set hypothesis.
