การวิจัยครั้งมีความมุ่งหมายของการวิจัย 1) เพื่อศึกษาสภาพและความต้องการใช้เทคโนโลยีสารสนเทศเพื่อการเรียนการสอนของอาจารย์และนักศึกษา วิทยาลัยเทคโนโลยีอุตสาหกรรมศรีสงคราม มหาวิทยาลัยนครพนม 2) เพื่อศึกษาพฤติกรรมการใช้เทคโนโลยีสารสนเทศเพื่อการเรียนการสอนของอาจารย์และนักศึกษา วิทยาลัยเทคโนโลยีอุตสาหกรรมศรีสงคราม มหาวิทยาลัยนครพนม และ 3) เพื่อหาแนวทางส่งเสริมการใช้เทคโนโลยีสารสนเทศเพื่อการเรียนการสอนของอาจารย์และนักศึกษา วิทยาลัยเทคโนโลยีอุตสาหกรรมศรีสงคราม มหาวิทยาลัยนครพนม  มีวิธีดำเนินการวิจัยโดยใช้วิธีการวิจัยแบบสำรวจ (Survey Research) ประชากรและกลุ่มตัวอย่างเป็นอาจารย์และนักศึกษา สังกัดวิทยาลัยเทคโนโลยีอุตสาหกรรมศรีสงคราม มหาวิทยาลัยนครพนม ภาคเรียนที่ 1 ประจำปีการศึกษา 2558 ประกอบด้วย อาจารย์ 26 คน นักศึกษา 498 คน รวมจำนวน 524 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็นแบบสอบถาม ผ่านการทดสอบคุณภาพในด้านความเที่ยงตรงเชิงเนื้อหา (Content Validity) และความเชื่อถือได้ (Reliability) สถิติที่ใช้ในการวิเคราะห์  ได้แก่ การแจกแจงความถี่ (Frequency) ค่าร้อยละ (Percentage) ค่าเฉลี่ย (Mean) และค่าเบี่ยงเบนมาตรฐาน (Standard Deviation)

ผลการวิจัย พบว่า 

1. สภาพและความต้องการใช้เทคโนโลยีสารสนเทศเพื่อการเรียนการสอนของอาจารย์และนักศึกษา วิทยาลัยเทคโนโลยีอุตสาหกรรมศรีสงคราม มหาวิทยาลัยนครพนม พบว่า มีสภาพการใช้เทคโนโลยีสารสนเทศฯ อยู่ในระดับน้อย ส่วนความต้องการใช้เทคโนโลยีสารสนเทศฯ อยู่ในระดับมากที่สุด โดยด้านแหล่งเทคโนโลยีสารสนเทศที่มีความต้องการใช้มากที่สุด คือ อินเทอร์เน็ต (Internet) ส่วนด้านประเภทเทคโนโลยีสารสนเทศที่มีความต้องการใช้มากที่สุด คือ อีเลิร์นนิ่ง (e-Learning)

2. พฤติกรรมการใช้เทคโนโลยีสารสนเทศเพื่อการเรียนการสอนของอาจารย์และนักศึกษา วิทยาลัยเทคโนโลยีอุตสาหกรรมศรีสงคราม มหาวิทยาลัยนครพนม พบว่า ส่วนใหญ่มีพฤติกรรมการใช้เครือข่ายสังคมออนไลน์ คือ เฟซบุ๊ก (Facebook) และยูทูบ (YouTube) ทุกวันจันทร์-ศุกร์ โดยเฉพาะในช่วงเวลา 12.01-16.00 น. โดยมีวัตถุประสงค์การใช้เทคโนโลยีสารสนเทศเพื่อการสืบค้นข้อมูลเกี่ยวกับการเรียนการสอน ซึ่งก่อให้เกิดประโยชน์ในการส่งเสริมให้อาจารย์และนักศึกษาเกิดการเรียนรู้โดยใช้เทคโนโลยี (Learning by Technology) ในการฝึกทักษะ และเรียนรู้สิ่งใหม่ ตามความสนใจของตนเอง 

3. แนวทางส่งเสริมการใช้เทคโนโลยีสารสนเทศเพื่อการเรียนการสอนของอาจารย์และนักศึกษา วิทยาลัยเทคโนโลยีอุตสาหกรรมศรีสงคราม มหาวิทยาลัยนครพนม พบว่า ด้านแหล่งเทคโนโลยีสารสนเทศ ควรเพิ่มความเร็วและขยายสัญญาณอินเทอร์เน็ตให้มีความครอบคลุมทั่วทั้งพื้นที่เขตให้บริการภายในวิทยาลัยฯ ให้สามารถใช้งานได้อย่างมีเสถียรภาพ ในส่วนของประเภทเทคโนโลยีสารสนเทศ อาจารย์ควรได้รับการฝึกอบรมเชิงปฏิบัติการในการจัดทำสื่อการเรียนการสอนให้มีความหลากหลายรูปแบบ จากผู้เชี่ยวชาญที่มีความรู้ ความสามารถ ในการจัดทำสื่อเทคโนโลยีสารสนเทศเฉพาะทาง เช่น อีเลิร์นนิ่ง มัลติมีเดีย หรือเครือข่ายสังคมออนไลน์ เป็นต้น

The research objectives of this study were 1) to investigate the conditions of and demands for information technology for the learning and teaching needed by the students and teaching staff of Sisongkham Industrial College, Nakhon Phanom University, 2) to explore the students and teachers’ behavioral use of information technology at Sisongkham Industrial College, Nakhon Phanom University, 3) to gain guidelines on promoting the students and teacher’s use of information technology at Sisongkham Industrial College, Nakhon Phanom University. The survey research was adopted for the investigation. The population and samples included 524 respondents which could be classified as 26 teachers and 498 students. They were functioning their duties in the first semester of 2015 academic year. The instrument was a questionnaire which had been checked for its contents validity and reliability. The statistics employed to analyze the data included frequency, percentage, mean and standard deviation.

The study revealed the following results:

  1. It was found that students and teachers at Sisongkham Industrial College, Nakhon Phanom University, used the information technology to learn and teach at the low level. However, they had highest demands for the information technology to learn and teach. Of an information source, they had their highest demands for the internet while regarding the technological type, e-learning was needed most.

2. With reference to the behavioral sue of information technology, the students and teachers at Sisongkham Industrial College, Nakhon Phanom University mostly spent their time on visiting Facebook and Youtube from Monday to Friday during 12:01 P.M. to 4:00 P.M. They indicated that their use of these online media to search for learning and teaching data and the use of these websites and online media were beneficial for learning to practice their skills or new knowledge from technology on the basis of their interest.

3. Some guideline on promoting the students and teachers’ use of information technology at Sisongkham Industrial College, Nakhon Phanom University were obtained. It was suggested that the speed of the internet should be increased while an internet access arear should be expanded to cover the whole university compound. The internet signals should also be stabilized to make sure that it can be used efficiently. Regarding the type of information technology, the teachers should have been trained to produce different and specific instructional devices of information technology such as e-learning, multimedia, or social networks.
