การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา ปัญหาในการปฏิบัติหน้าที่ของกำนัน ผู้ใหญ่บ้านในอำเภอวานรนิวาส จังหวัดสกลนคร กลุ่มตัวอย่างที่ใช้ในการวิจัย เป็นประชาชน ในเขตพื้นที่อำเภอวานรนิวาส จังหวัดสกลนคร จำนวน 399 คน โดยใช้แบบสอบถามเป็นเครื่องมือในการเก็บรวบรวมข้อมูล ได้ค่าความเชื่อมั่น .910 และสถิติที่ใช้ในการวิเคราะห์ข้อมูลได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์ความแปรปรวนทางเดียว

ผลการวิจัยพบว่า

1. ความคิดเห็นของประชาชนต่อปัญหาในการปฏิบัติหน้าที่ของกำนัน ผู้ใหญ่บ้านในอำเภอวานรนิวาส จังหวัดสกลนคร โดยภาพรวมอยู่ในระดับปานกลาง เมื่อพิจารณารายด้าน พบว่า มีปัญหาอยู่ในระดับปานกลาง ทุกด้าน โดยด้านที่มีค่าเฉลี่ยมากที่สุด คือ ด้านการที่เกี่ยวด้วยความอาญา รองลงมาคือ ด้านอนุรักษ์ทรัพยากรธรรมชาติและสิ่งแวดล้อม ส่วนด้านที่มีค่าเฉลี่ยน้อยที่สุด คือ ด้านการปกครองและรักษาความสงบเรียบร้อย

2. การเปรียบเทียบความคิดเห็นของประชาชนต่อปัญหาในการปฏิบัติหน้าที่ของกำนัน ผู้ใหญ่บ้านในอำเภอวานรนิวาส จังหวัดสกลนคร จำแนกตามคุณลักษณะส่วนบุคคล สามารถสรุปผล ได้ดังนี้

2.1 จำแนกตามคุณลักษณะด้านอายุ พบว่า ความคิดเห็นของประชาชนต่อปัญหาในการปฏิบัติหน้าที่ของกำนัน ผู้ใหญ่บ้านในอำเภอวานรนิวาส จังหวัดสกลนคร 

ในภาพรวม ไม่มีความแตกต่างกัน เมื่อพิจารณารายด้าน พบว่า มีความแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 จำนวน 1 ด้าน คือ ด้านงานทะเบียนต่าง ๆ 

2.2 จำแนกตามคุณลักษณะด้านการศึกษา พบว่า ความคิดเห็นของประชาชนต่อปัญหาในการปฏิบัติหน้าที่ของกำนัน ผู้ใหญ่บ้านในอำเภอวานรนิวาส จังหวัดสกลนคร ทั้งในภาพรวม และรายด้าน ทุกด้าน มีความแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 

2.3 จำแนกตามคุณลักษณะด้านระยะเวลาในการอาศัยอยู่ พบว่า ความคิดเห็นของประชาชนต่อปัญหาในการปฏิบัติหน้าที่ของกำนัน ผู้ใหญ่บ้านในอำเภอวานรนิวาส จังหวัดสกลนคร ทั้งในภาพรวม และรายด้าน ทุกด้าน ไม่มีความแตกต่างกัน

2.4 จำแนกตามคุณลักษณะด้านเขตพื้นที่อาศัยอยู่ พบว่า ความคิดเห็นของประชาชนต่อปัญหาในการปฏิบัติหน้าที่ของกำนัน ผู้ใหญ่บ้านในอำเภอวานรนิวาส จังหวัดสกลนคร ทั้งในภาพรวม และรายด้าน ทุกด้าน ยกเว้นด้านด้านงานทะเบียนต่าง ๆ  มีความแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 

3. ระดับปัญหาในการปฏิบัติหน้าที่ของกำนัน ผู้ใหญ่บ้านในอำเภอวานรนิวาส จังหวัดสกลนคร ที่ควรนำไปศึกษาหาแนวทางแก้ไขปัญหาการปฏิบัติหน้าที่ของกำนันผู้ใหญ่บ้าน ในอำเภอวานรนิวาส จังหวัดสกลนคร มีจำนวน 2 ด้าน คือ 1) ด้านการที่เกี่ยวด้วยความอาญา และ 2) ด้านอนุรักษ์ทรัพยากรธรรมชาติและสิ่งแวดล้อม

The objective of this study was to investigate the problem in duty performance of sub-district and village headmen in Wanon Niwat district, Sakon Nakhon province. A sample used in study was 399 people in the Wanon Niwat district area, Sakon Nakhon province. A questionnaire was used as the instrument in data collection which had a reliability coefficient of .910. Statistics used in data analysis were frequency, percentage, mean, standard deviation and one-way ANOVA.

Findings of the study disclosed as follows.

1. The overall opinion of people on the problem in duty performance of sub-district and village headmen in Wanon Niwat district, Sakon Nakhon province was at moderate level. As each aspect was considered, it was found that the problem encountered was at moderate level in all the aspects. The aspect that gained the highest mean score was of criminal laws. The secondary aspect was of natural resources and environment conservation; while the aspect that gained the lowest mean score was of administering and maintaining peace and order.

2. The comparison of people opinion on the problem in duty performance of sub-district and village headmen in Wanon Niwat district, Sakon Nakhon province as classified by personal background can be concluded as follows:

2.1 As classified by age, it was found that people opinion on the problem in duty performance of sub-district and village headmen in Wanon Niwat district, Sakon Nakhon province as a whole was not different. Considering it by aspect, one aspect of registration information service was found significantly different at the .05 level.

2.2 As classified by educational attainment, it was found that people opinion on the problem in duty performance of sub–district and village headmen in Wanon Niwat district, Sakon Nakhon province both as a whole and each aspect was significantly different at the .05 level.

2.3 As classified by length of residency, it was found that people opinion on the problem in duty performance of sub-district and village headmen in Wanon Niwat district, Sakon Nakhon province both as a whole and each aspect was not different.

2.4 As classified by residential area, it was found that people opinion on the problem in duty performance of sub-district and village headmen in Wanon  Niwat district, Sakon Nakhon province both as a whole and each aspect excepting the aspect of registration information service was significantly different at the .05 level.

3. The problem in duty performance of sub-district and village headmen in Wanon Niwat district, Sakon Nakhon province at the level that should be considered to investigate to find some guidelines for solving it consisted of 2 aspects: 1) criminal laws, and 2) natural resources and environment conservation.
