การวิจัยครั้งนี้มีความมุ่งหมาย เพื่อศึกษาสภาพและปัญหาการดำเนินงานกิจการนักเรียนในโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 23 โดยเปรียบเทียบ ระดับความคิดเห็นของผู้บริหารโรงเรียน หัวหน้าฝ่ายกิจการนักเรียน และครูผู้สอน เกี่ยวกับสภาพและปัญหาการดำเนินงานกิจการนักเรียนในโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 23 จำแนกกลุ่มตัวอย่างตามสถานภาพตำแหน่ง เพศ และขนาดของโรงเรียน กลุ่มตัวอย่างที่ใช้ในการศึกษาครั้งนี้ จำนวน 373 คน แยกเป็นผู้บริหารโรงเรียน 82 คน หัวหน้าฝ่ายกิจการนักเรียน 45 คน ครูผู้สอน 246 คน ใช้แบบสอบถามเป็นเครื่องมือในการวิจัย เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลครั้งนี้เป็นแบบสอบถามแบบมาตราส่วนประมาณค่า 5 ระดับ สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย ความถี่ ส่วนเบี่ยงเบนมาตรฐาน ค่าทดสอบที (t-test) และค่าทดสอบเอฟ (F-test) ชนิดความแปรปรวนทางเดียว (One Way ANOVA)

ผลการวิจัยพบว่า

1. โรงเรียนในสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 23 มีสภาพการดำเนินงานกิจการนักเรียนโดยรวมอยู่ในระดับมาก และปัญหาการดำเนินงานกิจการนักเรียนโดยรวมอยู่ในระดับปานกลาง

2. ผู้บริหารโรงเรียน หัวหน้าฝ่ายกิจการนักเรียน และครูผู้สอน ในโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 23 ที่มีสถานภาพตำแหน่งต่างกัน มีความคิดเห็นเกี่ยวกับสภาพและปัญหาการดำเนินงานกิจการนักเรียนในโรงเรียนแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .01

3. ผู้บริหารโรงเรียน หัวหน้าฝ่ายกิจการนักเรียน และครูผู้สอน ในโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 23 ที่มีเพศต่างกัน มีความคิดเห็นเกี่ยวกับสภาพและปัญหาการดำเนินงานกิจการนักเรียนในโรงเรียนโดยภาพรวมและรายด้านไม่แตกต่างกัน

4. ผู้บริหารโรงเรียน หัวหน้าฝ่ายกิจการนักเรียน และครูผู้สอน ในโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 23 ที่มีขนาดต่างกัน มีความคิดเห็นเกี่ยวกับสภาพการดำเนินงานกิจการนักเรียนในโรงเรียนโดยภาพรวมไม่แตกต่างกัน และปัญหาการดำเนินงานกิจการนักเรียนในโรงเรียนโดยภาพรวมแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05

5. การวิจัยครั้งนี้ได้นำเสนอแนวทางพัฒนาการดำเนินงานกิจการนักเรียนในโรงเรียน ที่สภาพมีค่าเฉลี่ยต่ำกว่าค่าเฉลี่ยรวม และปัญหามีค่าเฉลี่ยสูงกว่าค่าเฉลี่ยรวม ซึ่งประกอบด้วย ด้านการวางแผนงานกิจการนักเรียน ด้านการดำเนินงานระบบดูแลช่วยเหลือนักเรียน ด้านการดำเนินการส่งเสริมประชาธิปไตยในโรงเรียน และด้านการประเมินผลการดำเนินงานกิจการนักเรียน

This research objectives were to examine conditions and problems of student affairs operations, and to compare the opinions of school administrators, heads of Student Affairs Section and teachers concerning conditions and problems of student affairs operations in schools under the Office of Secondary Educational Service Area 23. The sample groups were classified according to position, gender and school sizes, comprising 373 people, classified as 82 school administrators, 45 student affairs heads, and 246 teachers. A 5-rating scale questionnaire was employed as a research tool. Statistics used for data analysis were mean, frequency, standard deviation, t-test and F-test (One Way ANOVA).

The findings were as follows:

1. Operational conditions of Student Affairs Section in schools under the Office of Secondary Educational Service Area 23 as a whole were at a high level, whereas the problems were at a moderate level.

2. School administrators, heads of Student Affairs Section and teachers with different positions had different opinions toward school operation at a statistical significance level of .01.

3. School administrators, heads of Student Affairs Section and teachers with different genders showed no difference of their opinions toward school operation in overall and each aspect.

4. School administrators, heads of Student Affairs Section and teachers from different school sizes showed no difference of their opinions toward conditions of school operation in overall, whereas their opinions toward the existing problems as a whole were significantly different at the level of .05

5. The proposed guidelines for the development of student affairs operations - which were rated according to the total mean scores at low level of conditions, and high level of problems - were proposed. The said aspects involved student affairs plans, student assistance and support system, operations of school democracy enhancement, and assessment of student affairs operations.
